GRAHAM STREET LAKE ELSINORE, CALIFORNIA SATURDAY, APRIL 29, 1989 ****************************************************************** - CALL TO ORDER The City Council Study Session was called to order by Mayor winkler at 8:35 a.m. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Councilman Dominguez. ROLL CALL PRESENT: COUNCILMEMBERS: DOMINGUEZ, STARKEY, WASHBURN, WINKLER ABSENT: COUNCILMEMBERS: BUCK (councilman Buck arrived at 8:37 a.m.) Also present were: City Manager Molendyk, Assistant city Manager Rogers, Administrative Services Director Wood, Community Services Director Watenpaugh, Public Services Director Kirchner, City Planner Thornhill, Chief Building Official Shear, Special Projects Consultant Ballew and Clerk of the Board Kasad. ITEMS FOR DISCUSSION - 1. Downtown Area. John Ballew summarized previous considerations in this area and advised that currently design guidelines and a sign program are being developed. He commented on the relavance of the Cal-Poly Study and its recommendations. He showed elevations and proposed improvements and advised that with the maximum implementation of this plan, approximately 300 parking spaces could be added. He advised that so far this plan has been acceptable to the Downtown Business Association, and the current proposal is to implement a model block on Main Street just north of the intersection of Main/Graham. He further advised that the approximate amount of funds required would be $220,000 and commented on possible financing alternatives including assessment districts, special districts, tax increments, etc. It was the concensus of Council to have staff review financing alternatives and bring them to the Council-Finance Committee for review with the current proposed budget. 2. General Plan. - Gary Thornhill gave a brief overview of the work completed thus far in the General Plan update efforts, and explained the review process through the General Plan Advisory Committe, the Planning commission and ultimately city Council. Karen Gulley, representing the Consultant, reviewed two alternatives currently being reviewed for the City area, as well as the sphere of influence. She detailed the similarities and differences between the two alternatives. She cautioned Council and staff that these plans should be applicable for the next 20 to 30 years. PAGE TWO - STUDY SESSION MINUTES - APRIL 29, 1989 3. Redevelopment Aqencv/Financinq. Ron Molendyk reviewed the prior financial status of the City/Redevelopment Agency and its progress and improvement over the last 4 years. Ray Wood detailed current financial status and potential future funding sources such as bond issuances which could be used to accomplish Redevelopment Agency tasks. He also commented on recent funding requests related to the Lake Management Projects. John Ballew detailed recent changes in the Lake Management Plan which have impacted those requests for funds. - 4. Parks and Recreation. Dick Watenpaugh reviewed the process for the master planning efforts underway. He advised that there is a need to show intent to the County to provide services upon annexation of the Cottonwood Hills development. He further advised that there have been a number of requests relating to recreation type classes both for facilities in which to hold them and technical assistance in the planning of this type of programs. General discussion ensued relating to the overlap of services between the Park District & the City Council. 5. Budqet. Councilman Dominguez questioned the duties of the Code Enforcement officers and inquired whether the City would be better served if they were under the City's jurisdiction rather than the Sheriff's Office. City Manager Molendyk offered to discuss this program with the Sheriff's Office to work out specific problems. Councilman Starkey concurred with Councilman Dominguez that the Sheriff's Office should receive specific direction with regard to Code Enforcement's functions. ~ ADJOURNMENT The City Council Study Session was ~:..~ VICKI ~SAD' CITY CITY OF LAKE ELSINORE CLERK -
