CALL TO ORDER
The Regular city council Meeting was called to order by Mayor
Winkler at 7:00 p.m.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Councilman starkey.

Also present were: City Manager Molendyk, Assistant City Manager
Rogers, City Attorney Harper, Administrative Services Director
Wood, community Services Director Watenpaugh, Public Services
Director Kirchner, City Planner Thornhill, Chief Building Official
Shear and Clerk of Board Kasad.
PUBLIC COMMENTS
-
1. Buron Murray, 18975 Palomar, spoke in support of the work
done by Rusty Grosse and Alexander Haagen thus far, and
complimented them for sticking with the project this long.
2. Sam Sredanovich, 914 Diane Way, representing Morrison Homes,
requested that Council consider a variance which would allow
them to place a sales office trailer on their site at Macy
and Grand so they can proceed with their development.
PRESENTATIONS/CEREMONIALS
A. Proclamation.=. Water Awareness Week'- Mark Dennis,
representing E.V.M.W.D.
Mark Dennis commented on the education and information
projects they will be pursuing during Water Awareness Week
and encouraged resident participation.
Mayor Winkler read a Proclamation recognizing Water
Awareness Week and presented it to Mark Dennis.
B. Presentations.=. Pride in Property Week Awards - Keri
Pendleton, representing the Lake Elsinore valley Board of
Realtors.

Mayor Winkler introduced Keri Pendleton who explained the
1st annual awards program and advised that homes were chosen
for their well groomed appearance rather than artistic
landscaping.
Mayor Winkler called forward Joanne stillwell (not present),
Joe Spanenberger (not present), Bill & Julie Penn (not
present), Ralph & Teresa Farrow and Bob & Barbara Jacobsen
and presented them with City Tile Plaques and thanked the
residents for working to keep the City clean. He further
thanked the Board of Realtors for their work on this program.

CONSENT CALENDAR
The following items were pulled from the Consent Calendar for
further discussion and consideration:

TO APPROVE THE BALANCE OF THE CONSENT CALENDAR AS PRESENTED.

RESOLUTION NO. 89-13
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE, ORDERING THE PREPARATION OF PLANS, SPECIFICATIONS,
COST ESTIMATE, DIAGRAM, ASSESSMENT AND REPORT PURSUANT TO THE
PROVISIONS OF DIVISION 15, PART 2 OF THE STREETS AND HIGHWAYS
CODE OF THE STATE OF CALIFORNIA, FOR PROCEEDINGS FOR ANNUAL
ASSESSMENT LEVY AFTER FORMATION OF A DISTRICT.
11. Approved staff recommendations relating to the Northwest
Sewer Assessment Project as follow:
1) Authorized the advancement of $275,000 for use on this
project to be reimbursed by the assessment district at
the time the bonds are sold.
2) Present plans to be purchased and a new engineering firm
be employed to complete the plans and specifications,
secure all required permits and approvals and develop a
construction plan that will accommodate both the short
term and the long term developments.
3) Authorized staff to secure an engineering contract for
Council approval at the earliest possible date.

12. Approved Public Hearing date of May 9, 1989 for the
following:
a. Tentative Tract Map 24235 - Georqe Wimpy. Inc.
(Morrison Homes).

A request to subdivide an eight (8) acre site into
twenty-eight (28) lots. A previous subdivision and
Negative Declaration was approved but has since expired.
The site is located on the southeast corner of Macy
Street and Lake Ridge Road.
b. Tentative Parcel Map 24401 = Brookstone Development.
A request to subdivide an existing developed 4.23 acre
shopping center into four (4) separate parcels ranging
in size from .48 acres to 1.6 acres. The property is
located in the C-2 Zoning District on the northeast
corner of Riverside Drive and Lincoln Street.
c. Zone Chanqe 89-4 = SUNCAL.
A request to rezone 59 acres from County Rural-
Residential to City R-l (Single-Family Residential). The
site is located north of Grand Avenue, west of Skylark
Drive and East of ontario Way.

City Manager Molendyk requested that this item be continued.

VOTE TO CONTINUE THIS ITEM.

Small Business Week Proclamation ~
National Police Week Proclamation.
Councilman Washburn highlighted items 5 and 6 for the
residents and media; and directed interested persons to the
contact the responsible organizations.
PUBLIC HEARINGS
31. Hearing of Protests to Notices to Destroy Weeds, Remove
Rubbish, Refuse and Dirt.
The City Clerk reported no written comments or protests.
Mayor Winkler opened the public hearing at 7:17 p.m. aSking
interested persons to speak. Hearing no one, the public
hearing was closed at 7:17 p.m.
Councilman Washburn commented on a letter he rece'iyed and
commented on the objectives of the program. He also
commented, that had the program been initiated at an earlier
date, a fire which occurred on Lash and Hague streets might
have been prevented.

VOTE TO APPROVE STAFF RECOMMENDATIONS TO DIRECT THE CHIEF BUILDING
OFFICIAL TO PROCEED WITH ABATEMENT OF ALL LOTS NOT ABATED BY THE
OWNERS BY MAY 22, 1989, WITH THE COSTS TO BE ASSESSED AGAINST THE
PARCEL AND TRANSMITTED TO THE COUNTY ASSESSOR FOR LEVY AGAINST THE
PROPERTY.

CITY MANAGER COMMENTS
City Manager Molendyk advised that there was need for a Study
Session, and proposed either Saturday, April 29 or Saturday, May
6, 1989. Council concurred that the Study Session should be this
Saturday, April 29 at 8:30 a.m.
CITY COUNCIL COMMENTS
Councilman Starkey showed the new City Economic Development
Brochure and thanked Assistant City Manager Rogers for her work on
it. He advised of a free car wash being done by the Faith Baptist
Church to be held in Temecula. He invited the public to attend
the Miss Lake Elsinore Pageant on Saturday, April 29 at 7:00 p.m.
He also wished City Clerk Kasad a Happy Birthday.
Councilman Dominguez thanked staff for improving the sign at the
Chamber of Commerce building. He requested that similar work be
accompli~hed at Yarborough Park.
Mayor Winkler requested that the city Manager provide a report on
Mr. Sredanovich's request to place a sales trailer on site. He
advised that on April 20, the new target team began in the City,
and City Manager Molendyk detailed the proposed duties of the
team. Mayor Winkler clarified his property ownership in the
floodplain and provided documentation to the City Clerk for review
by the public.
