HomeMy WebLinkAbout12-19-1991 Adjourned City Council MinutesMINUTES ADJOURNED CITY COUNCIL MEETING CITY OF LAKE ELSINORE 130 SOUTH MAIN STREET LAKE ELSINORE, CALIFORNIA THURSDAY, DECEMBER 19, 1991 ****************************************************************** CALL TO ORDER The Adjourned City Council Meeting was called to order by Mayor Washburn at 4:00 p.m. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Washburn. ROLL CALL PRESENT: COUNCILMEMBERS: BUCK, STARKEY, WINKLER, WASHBURN ABSENT: COUNCILMEMBERS: DOMINGUEZ Also present were: City Manager Molendyk, City Attorney Harper, Administrative Services Director Boone, Community Services Director Watenpaugh, Public Services Director Tecca, Community Development Manager Shear and City Clerk Kasad. CONSENT CALENDAR MOVED BY STARKEY, SECONDED BY BUCK AND CARRIED BY UNANIMOUS VOTE OF THOSE PRESENT TO APPROVE THE CONSENT CALENDAR AS PRESENTED. 1. The following Minutes were approved: a. City Gouncil Meeting - December 10, 1991. (F;44.4) 2. Received and ordered filed the L.E.A.F. Animal Control Activity Report for November, 1991. (F;18.2) 4. Adopted Resolution No. 91-98 relating to Claim for LTF Funds TDA Article 8(a) for Fiscal Year 1991-92. (F:84.3) ' RESOLUTION N0. 91-98 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, SIGNIFYING ITS INTENTION TO SUBMIT A CLAIM FOR FUNDS UNDER THE TRANSPORTATION DEVELOPMENT ACT OF 1971, AND AUTHORIZING THE ADMINISTRATIVE SERVICES DIRECTOR TO COMPLETE ALL DOCUMENTS TO SUPPORT CLAIMS FOR FUNDS IN F/Y 1991-92. 5. Awarded Contract for demolition of properties located at 120 E. Franklin Street, 284 N. Ellis Street, 1108 W. Sumner Avenue, 16717 Joy Avenue and 28875 Robb Road to Environmental Control Systems and authorized the Administrative Services Director to execute the contracts. (F:32.4) 6. Approved Final Tract Map 25274 and authorized recordation; and accepted an offsite drainage easement, (F:160.2) BUSINESS ITEMS 3. Lake Management Agreement with Elsinore Vallev Municipal Water District. (F:68.1)(X:164.2) City Manager Molendyk detailed ongoing negotiations with the PAGE TWO - CITY COUNCIL MINUTES - DECEMBER 19, 1991 Water District and explained this agreement. He further explained that this is an outline to formalize the negotiations for local control of the Lake. He also detailed the properties already purchased by SAWPA and the Water District. Mayor Washburn commented that there would be approximately 550 acres transferred to the City, but stressed that this is the first of many steps in this process. City Manager Molendyk commented on the future potential of the island for recreational benefit. He further commented that it is the intent to have puBlic access in this area as well as a portion of the levee. Councilman Buck commented that he is glad this process is over and he feels the best agreement has been reached. He stressed that there will be no new water for three or four years; and requested that this be stressed to the public as soon as possible. Mayor Washburn commented that this agreement should have existed when the project began. He thanked all parties involved for their efforts. City Manager Molendyk thanked John Matson for his efforts in mediating these negotiations. Councilman Winkler commended the Mayor for his leadership in this matter and gave Councilman Buck his appreciation for working on this agreement. He also thanked the Water District. He commended the entire negotiating group in spite ~ of existing difficult relations between the two agencies. He . thanked John Matson on behalf of the Community. Mayor Pro Tem Starkey concurred with Councilman Winkler. He expressed his belief that work can proceed without extensive negotiations. Mayor Washburn suggested that this Committee should continue working on this matter until the acquisition is complete. He commented that he feels this will allow the Lake to meet its potential as a fully recreational lake for the Community. MOVED BY BUCK, SECONDED BY WASHBURN AND CARRIED BY UNANIMOUS VOTE OF THOSE PRESENT TO APPROVE THE AGREEMENT AS PRESENTED.
