HomeMy WebLinkAbout11-08-1994 City Council Minutes r MINUTES REGULAR CITY COUNCIL HEETING CITY OF LAKB ELSINORB 183 NORTH HAIN STREBT LAKB BLSINORB, CALIFORNIA TUESDAY, NOVEKBER 8, 1994 ~ -- ***************************************************************** CALL TO ORDER The Regular Ci ty Council Meeting was called to order by Mayor Washburn at 7:03 p.m. PLEDGE OF ALLEGIARCE The Pledge of Allegiance was led by Councilwoman Brinley. ROLL CALL PRESENT: COUNCILKBHBERS: ALONGI, BERDER, BRINLEY, PAPE, WASHBURN ABSENT: COUNCILKEKBERS: NONB Also present were: city Manager Molendyk, Assistant City Manager Rogers, ci ty Attorney Harper, Administrati ve Services Director Boone, City Planner Leslie, Interim Chief Building Official Russell, Community Services Director Sapp, Public Services Director Tecca, Manager of Special Projects Watenpaugh and City Clerk Kasad. -- PRESENTATIONS/CEREMONIALS a. Presentation - ReDort on Reserve DeDutv Sheriff Proaram. (F:127.2) Mayor Washburn recognized the presence of Sheriff-Elect smith, Chief Doyle, Captain Yankee, Lt. Garthwaite and the Sheriff's Reserves. Captain Yankee commented on the Reserve Deputy Sheriff/police Officer Program and noted that last year there were 7,000 contributed by the Reserve Officers. He noted the cost per person these hours save and explained the equipment provided for their use by the department. He noted the range of expertise of the officers and commended them for their service to the Community Sheriff-Elect Smith commented on the Reserve Program and noted that the focus of the program has remained the ~ame over the years, with the commitment of the officers remaining high. City Manager Molendyk expressed appreciation for the efforts of the reserve officers and noted that both Sheriff-Elect Smi th and Chief Doyle have served in this Communi ty and commended them for their ongoing efforts. - Councilman Pape inquired how interested residents could participate in this program. captain Yankee indicated that interested persons could contact Volunteer Coordinator Ted Hoffman at the local station or Officer picone at the Administrative Office in Riverside. Mayor Washburn commented on the extra efforts provided by Reserve Officers and applauded each officer for his commitment PAGB TWO - CITY COUNCIL MINUTBS - NOVEMBER 8, 1994 and service. He indicated that these officers are doing a great job for the Community. Captain Yankee saluted the Reserve Officers on behalf of the City Council, noting the paramilitary nature of the organization. Mayor Pro Tem Bender thanked the officers for their help and __ volunteer efforts. He stressed the worthwhile nature of these efforts and hoped to encourage increased participation. b. Presentation - National SDeed Boat & Water Ski Association. (F:151.1) Wayne Bouchard, Regional President, National Speed Boat & Water Ski Association, thanked the City Council, Staff and residents for the opportunity to hold their races on the Lake. He noted that the race in September was very successful and expressed hope to hold additional events on Lake Elsinore. He noted unanimous support of their Board to return to this location. He requested that the Council consider allowing them to hold three weekends of events next year on April 22 and 23 , June 10 and 11, and September 23 and 24 . Mayor Washburn indicated that this could not be addressed this evening, but noted that consideration would be before the Council at a future date. He further noted that the events to date have been very positive for the Community and well received by the residents. Wolfe (CL 194-28). (F:52.2) 6. Approved Expenditure of Asset Forfeiture Monies as follows: (F:127.2) 1. Additional radio equipment specifically for special events, i.e. Diamond concerts in the amount of $1,913.64, as proposed. 7. Ratified Lake Elsinore Management Authority (L.E.M.A.) Budget for Fiscal Year 1995, with no fiscal impact on the city General Fund Budget. (F:92.3) 3. ITEKS PULLED PROM CONSENT CALENDAR 1. Councilman Alongi indicated that he would be abstaining from vote on the Minutes. MOVED BY WASHBURN, SECONDED BY BRINLEY AND CARRIED BY A VOTE 01' 4 TO 0 WITH ALONGI ABSTAINING TO APPROVE THE MINUTES AS PRESENTED. 8. Lot on Rancho - Hidden Valley Springs Ranchos. Councilman Alongi indicated that he supports this action and would like to see it occur on the more expensive demolitions as well. MOVED BY ALONGI, SECONDED BY BRINLEY AND CARRIED BY UBANIMOUS VOTE TO APPROVE THE COST RECOVERIES LISTED ABOVE AND AUTHORIZB THB PLACING OF A SPBCIAL LIENS AGAINST THB ANNUAL TAX BILLS THROUGH THB RIVERSIDB COUNTY TAX COLLBCTOR'S OFFICB. 9. Chanqe Order No.1 for Yarborouqh Park Addition. (F:114.8) Councilman Alongi commented that he was pleased to see a reduction rather than an increase and congratul~ted staff on the savings. Assembly Bill 1290 Requirements - UDdate of RedeveloDment Aqency Pro;ect Area terms - Ordinance No. 987. (F:134.1) City Attorney Harper indicated that this is a housekeeping item pursuant to Assembly Bill 1290 requirements which went into effect on January 1, 1994. He indicated that this action is required for all project areas existing prior to that date, and must occur this calendar year. PAGB POUR - CITY COUNCIL MINUTBS - NOVEXBBR 8, 199. Councilman Alongi inquired whether this ordinance contained all new "whereases". City Attorney Harper confirmed that this was all new material. Councilman Alongi indicated that he has many questions on this item and suggested a study session to clarify the material. City Attorney Harper indicated that the deadline would be January 1, 1995, but noted that this document could have a bearing on any other potential financing. __ Councilman Alongi questioned paragraph three on page three of six. City Attorney Harper clarified that it related to the required statutory time limits on the existing Redevelopment Project Areas. Councilman Alongi questioned how these time lines compare to existing time lines and questioned any other changes which might be included. He expressed concern that he did not have all of the previous material on which to base his decision. He stressed the need for complete documentation, as he is not certain what this decision would mean. Mayor Washburn suggested that with approval tonight, there would be another reading of the Ordinance in two weeks; which would allow the Council time for additional research/homework to evaluate the Ordinance. He further clarified that the ordinance could even be tabled at that time, if uncertainty still exists. City Attorney Harper clarified that this ordinance allows the Agency the maximum flexibility possible under the law. He congratulated the Council on the loan, but stressed the increased interest rate of the previous financing. He requested clarification as to why the issuance cost more. CITY MANAGBR COXHBNTS -- City Manager Molendyk reminded the Council that there would be a study Session on Tuesday, November 15, 1994, at 8:30 a.m. to discuss the Lake Edge Specific Plan and the Housing Element.
