The City of Lake Elsinore appreciates your attendance. Citizens' interest provides the Planning Commission with valuable information regarding issues of the community. Meetings are normally held on the 1 st and 3rd Tuesday of every month. If you are attending this Planning Commission meeting, please note that the parking adjacent to the Senior Activities Center is limited; however, additional parking is available at the Lakepoint Park, parking lot. Thank you for your cooperation. The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at each meeting. The agenda and related reports are also available in the Community Development Department on the Thursday prior to the Planning Commission meeting. In compliance with the Americans with Disabilities Act, any person with a disability who requires a modification or accommodation in order to participate in a meeting should contact the Community Development Department at (951) 674 -3124, ext. 289, at least 48 hours before the meeting to make reasonable arrangements to ensure accessibility. Minutes for the following Planning Commission meeting(s) • May 21, 2013 Recommendation: Approval PUBLIC HEARING ITEM(S) 2. Commercial Design Review No. 2013 -02, Conditional Use Permit No. 2013 -02, Zone Change No. 2013 -03, Finding of Public Convenience and Necessity — A request for the construction of a new 7- Eleven Convenience Store with the sale of beer and wine and gasoline and associated landscape and signage improvements at 515 N. Main Street; and a related amendment to the City of Lake Elsinore Downtowncode. Recommendation a. Adopt a resolution recommending approval of Zone Change No. 2013 -03. b. Adopt a resolution recommending approval of Commercial Design Review No. 2013 -02. C. Adopt a resolution approving Conditional Use Permit No. 2013 -02 and making a Finding of Public Convenience and Necessity. d. Approve and sign letter of Public Convenience and Necessity. Specific Plan Amendment No. 2013 -01 — The fourth amendment to the Lake Elsinore Outlet Center Specific Plan which proposes to demolish two buildings, address on -site circulation issues, update and add signage and add site amenities such as outdoor living rooms, furnishings, water features, and fireplaces. Uniform Sign Program No. 2013 -02 — Forthe Lake Elsinore Outlet Center proposing to amend the signage guidelines and standards to include the addition of a super graphics wall along the freeway side of the project as well as add graphic panels and banners to existing buildings within the Outlet Center. The project site is generally located on the east side of Collier Avenue approximately 600 linear feet south of Nichols Road (APN's: 389 - 210 -063, 064, & 66). Environmental clearance for the projects is provided by the final Environmental Impact Report for the Lake Elsinore Outlet Center Specific Plan, in conformance with the California Environmental Quality Act (CEQA). Adopt a resolution recommending to the City Council approval of Specific Plan No. 2013 -01 as the fourth amendment to the Lake Elsinore Specific Plan which proposes to demolish two buildings, address on -site circulation issues, update and add signage and add site amenities such as outdoor living rooms, furnishings, water features, and fire places as well as associated improvements based on the Findings, Exhibits, and proposed Conditions of Approval. b. Adopt a resolution recommending to City Council approval of Residential Design Review No. 2013 -04 for 76 single - family detached residential dwelling units and associated improvements based on the Findings, Exhibits, and proposed Conditions of Approval.
