HomeMy WebLinkAbout04-04-1994 Special City Council MinutesMINIITES SPECIAL CITY COIINCIL MEETING CITY OF LARE ELSINORE 130 SOUTH MAIN STREET LARE ELSINORE, CALIFORNIA MONDAY, APRIL 4, 1994 a********a*****sa***********************ar********r*****r******** CALL TO ORDER The Special City Council Meeting was called to order by Mayor Washburn at 3:52 p.m. PLEDGE OF ALLEGIANCE The Pledge of Allegianpe was led by Mayor Washburn. ROLL CALL PRESENT: COUNCILMEMBERS: ALONGI, DOMINGUEZ, WINKLER, WASHBURN ABSENT: COUNCILMEMBERS: CHERVENY Also present were: City Manager Molendyk, Assistant City Manager Rogers, Administrative Services Director Boone, Acting Chief Building Official Russell, Public Services Director Tecca, Manager of Special Projects Watenpaugh, Special Projects Coordinator Wood and City Clerk Kasad. BUSINES8 ITEM 1. Inlet Channel Odor Control. (F;92.1) City Manaqer Molendyk noted that this was the last two weeks prior to the opening of the Stadium. He further noted the potential impact of odor from the inlet channel on the Stadium and its attendance. He advised that a proposal had been obtained from Bac-Terra for $9,950 to treat the inlet channel. He further advised that the funds are available in the Lake Enterprise Account. He commented that additional treatment will be discussed at the regular meeting on April 12th. Manager of Special Projects Watenpaugh noted that Bac-Terra was the product originally used by Brach & Allard for odor control, which was very effective. He further noted that the proposed Water District berm will also assist in this area. Councilman Winkler questioned the commitments by the Water District. Mr. Watenpaugh explained that the Water District has agreed to place a berm across the inlet channel and are looking at are proposalsa Councilman Winkler indicated that he would encourage the Water Board to proceed with that concept. Councilman Alongi indicated that his understanding was that there would be a motion to do so, but no vote had been taken. Councilman Winkler clarified that they were to look at this option with the intent to proceed. Mr. Watenpaugh concurred that a recommendation had been requested for the next Board meeting. PAGE TWO - CZTY COONCIL MINIITES - APRIL 4~ 1994 Mayor Pro Tem Dominguez questioned recent treatments to elimina~e the odor problem. Mr. Watenpaugh advised that the recent rains have helped to alleviate the problem. Councilman Alongi questioned the proposed location foz application. Mr. Watenpaugh advised it would be in the San Jacinto River Inlet Channel.
