CALL TO ORDER
The Special City Council Meeting was called to order by Mayor
Washburn at 4:01 p.m.
ROLL CALL
PRESENT: COUNCILMEMBERS: ALONGI, CHERVENY, DOMINGUEZ, WINKLER,
WASHBURN
ABSENT: COUNCILMEMBERS: NONE
Also present were: City Manager Molendyk, City Attorney Harper,
Administrative Services Director Boone, Community Services Director
Sapp, Public Services Director Tecca, Manager of Special Projects
Watenpaugh and City Clerk Kasad.
BIISINESS ITEMS
1. Outflow Channel/Landscaning Grant Application - Department of
Water Resources, Urban Streams Restoration Proaram.

City Manager Molendyk highlighted this item.
Manager of Special Projects Watenpaugh noted that this
application was due last Friday and explained that this is the
only portion of the application pending. He further noted
that the Flood Control District is a joint applicant and is
processing a similar resolution. He detailed the proposed
landscaping project and noted that the application is for
$155,000. He explained that one condition of this grant is
the use of volunteer or part time labor, and staff will be
providinq in-kind services to oversee the project.
Councilman Alongi questioned the cost of the water meters for
this project. Mr. Watenpaugh indicated that those costs were
part of the $155,000, on a square footage basise
Councilman Alonqi requested that the verbiage on page 3 of 8
be changed to read "control1°, rather than "eliminate"
flooding.
MOVED BY WASHBURN, SECONDED BY CHERVENY AND CARRIED BY UNANIMOUS
VOTE TO ADOPT RESOLUTION NO. 94-8.
2. Amber Ridge Sewer Project Pavment - E.V.M.W.D. (F:134.10)
City Manager Molendyk explained that this was an item for
joint consideration by the City Council and Redevelopment
Agency Board. He further explained that approximately $85,000
of the requested loan for this project had been disqualified
for funding and the request now before the Council/Board was
for assurances on that $85,000. He advised that the Water
District is willing to amortize this cost into the repayment
at an interest rate of 6%. He noted the General Manager
Laughlin and Boardmember Thoman were present representing the
E.V.M.W.D.

City Manager Molendyk indicated that Administrative Services
Director Boone had met with the District staff and worked out
the details. He also indicated that the contract would be for
approximately $537,000 and General Manager Laughlin felt it
would be approved very soon with work to begin in 7 to 10
days.
Councilman Winkler commented that in theory this had already
been approved writh the approval to repay the loan. He noted
that the agreement might need to be modified to ensure that
the project goes forward. He also noted that approximately
$20,000 of the $85,000 was for City fees and indicated that he

Councilman Alongi inguired whether this was a City Council or
Redevelopment Agency consideratione Councilman Winkler
indicated tha£ this taould be a concurrent action by both
boards.
Councilman Alongi questioned the requirement fo pay 6% on this
portion of the fundinga Administrative Services Director
Boone indicated that this was the ineligible portion of the
funding. Mr. Alongi inquired who established the 6~ rate.
%+Ir. Boone indicated that rate was set by the Water District.
Councilman Alongi expressed his concern with the cost of the
project and spendinq Redevelopment Agency funds out of the
specifieci areas. He further expressed concern that not a11
o£ the residents taere willing to hook-up to this new sewer
sys~em.
Councilwoman Cherveny questioned the amount provided per yeax
and where it is budgeted. Mr. Boone indicated that $55,000 is
budgeted in the Redevelopment Agency budget.
Councilman Alongi expressed further concern that most of the
residents will not hook-upe He also questioned whether this
opportunity would be offered to the entire City.
Councilwoman Cherveny inquired whether the Water District had
approved this item yet. Mr. Laughlin indicated that it would
-~e considered this date at 6:00 p.m.
City Manager Molendyk requested clarification of the City £ees
being considered for waiverg ancl guestioned whether they were
inspection costs which the City would have to fund anyway.
Councilman Alongi questioned the need for City Inspectors,
when the Water District will also have inspectors qualified
for this project.
City Manager Molendyk noted that the work will be in the
public right-of-way and tfierefore carry some level of
liabilitye
Councilman Alongi suggested that if the Water District has
insurance there shouTd be no need for two inspectorse

Mayor Washburn commented that he would assume both agencies
would have the same standards for the work.
Councilman Winkler further noted the approvals already in
place and suggested that the final details can be worked out
, in the agreement.
Mayor Washburn suggested that Engineering and the City
Attorney work to resolve this issue.
City Attorney Harper indicated that there is no legal
requirement for City inspectors, if the City approves the
plan.
Boardmember Thoman noted that they are anticipating that 20~
will connect; and there is a two year window for others to
decide to hook-up.
Councilman Alongi noted that under normal circumstances,
property owners would be required to sign up first. He
stressed that the City is paying the bill, not knowing how
many will sign up. He noted that it might be for only 15 or
20 people.
THE FOREGOING MOTION CARRIED BY A VOTE OF 3 TO 2 WITH ALONGI AND
CHERVENY CASTING THE DISSENTING VOTES.
