SPECIAL CITY COUNCIL MEETING
CITY OF LAKE ELSINORE

TUESDAY, DECEMBER 5, 1995

CALL TO ORDER
The Special City Council Meeting was called to order by Mayor
Washburn at 5:03 p.m.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mayor Washburn.
ROLL CALL
PRESENT: COUNCILMEMBERS: ALONGI, BRINLEY, PAPE, WASHBURN
ABSENT: COUNCILMEMBERS: VACANT
Also Present were: City Manager Molendyk, Assistant City Manager
Watenpaugh, Administrative Services Director Boone, Public
Services Director Tecca, Community Services Director Sapp,
Special Projects Manager Best, Community Development Director
Leslie, Special Projects Coordinator Wood, City Attorney Harper,
Deputy City Clerk Bryning and City Clerk Kasad.

1. Certification of Election results - Resolution No. 95-75.
MOVED BY PAPE, SECONDED BY ALONGI AND CARRIED BY UNANIMOUS VOTE
TO ADOPT RESOLUTION NO. 95-75.
RESOLUTION NO. 95-75
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LAKE ELSINORE, CALIFORNIA, RECITING THE FACTS OF
THE GENERAL MUNICIPAL ELECTION HELD ON THE 7TH
DAY OF NOVEMBER, 1995, AND DECLARING THE RESULT
THEREOF AND OTHER MATTERS AS ARE PROVIDED BY LAW.
2. Comments & Presentations - Outqoinq Officers.
City Manager Molendyk thanked the members of the audience
for attending.
City Manager Molendyk presented City Treasurer Kelley a
Certificate of Appreciation and thanked him for his
community involvement.
City Manager Molendyk presented Dan Bender, Mayor Pro Tern
with a City Tile Plaque and a scrap book of memories of his

City Manager Molendyk thanked Genie Kelley for her support
during Gary Kelley's term as City Treasurer and Margo Bender
for her support during Mayor Pro Tern Bender's term.
City Manager Molendyk presented Mayor Washburn with a City
Tile Plaque honoring his service and made note of his 16
years of service to the City with eight years as a Planning
Commissioner and eight years as a City Councilmember. He
thanked Mayor Washburn on behalf of the City Council, staff
and the community. He then presented Mayor Washburn with
two scrap books giving the historical highlights of his last
eight years on City Council.
Mayor Washburn wished Timmy Pape a Happy Birthday. He
stated that serving the City causes times of anguish; times
of excitement; and times of pleasure to see projects
completed. He commented that it was a pleasure serving with
Council and noted that they will be doing some good project
and encouraged them to keep up the good work. He thanked
the Clerk's Office and City Manager for their support
throughout the years. Mayor Washburn commented that it is
with pleasure that he states that all good things must come
to an end and tonight his time as Mayor of the City has
ended. He pointed out that over the last eight years there
have been significant changes to the City both in looks and
employment opportunities. He pointed out the future of the
City looks good and was accomplished through efforts of many
and he is proud to say that he was one of the people that
made the effort. Mayor Washburn stated that it is time for
energy and noted that this is a good community and that he
appreciates what the community has been through and what it
has accomplished. He stressed to Council that it is not
what you accomplish in one day, its what you accomplish in
your term of office that makes a difference. He wished the
new Council the best of luck and asked the community to
support the new Council. Mayor Washburn thanked his family,
his wife and mother for their support.
3. Oath of Office - New Officers.
City Clerk Kasad issued Oaths of Office and presented
Certificates of Election to Newly Elected Councilmembers
George Alongi, Pamela Brinley and Gene Kelley and Newly
Elected City Treasurer Dick Knapp; at the same time
presented the Oath of Office to appointed Councilmember Dan
Metze.
4. Selection of Mayor.
City Clerk Kasad assumed the Chair and opened nominations
for the position of Mayor.
MOVED BY BRINLEY, SECONDED BY METZE TO NOMINATE COUNCILMAN PAPE.
City Clerk Kasad called for any further nominations, hearing
none she entertained a motion to close the nominations for
the position of Mayor.

COUNCILMAN ALONGI VOTED FOR COUNCILMAN PAPE.
COUNCILWOMAN BRINLEY VOTED FOR COUNCILMAN PAPE.
COUNCILWOMAN KELLEY VOTED FOR COUNCILMAN PAPE.
COUNCILMAN METZE VOTED FOR COUNCILMAN PAPE.
COUNCILMAN PAPE VOTED FOR COUNCILMAN PAPE.
COUNCILMAN PAPE THEN ACCEPTED THE POSITION OF MAYOR AND ASSUMED
THE CHAIR.
5. Selection of Mavor Pro Tern.
Mayor Pape opened nominations for the position of Mayor Pro
Tern.
MOVED BY METZE, SECONDED BY BRINLEY TO NOMINATE COUNCILWOMAN
KELLEY.
HEARING NO FURTHER NOMINATIONS MAYOR PAPE THEN CLOSED THE
NOMINATION FOR MAYOR PRO TEM.
MAYOR PAPE CALLED FOR A ROLL CALL VOTE WITH RESULTS AS FOLLOW:
COUNCILMAN ALONGI VOTED FOR COUNCILWOMAN KELLEY.
COUNCILWOMAN BRINLEY VOTED FOR COUNCILWOMAN KELLEY.
COUNCILWOMAN KELLEY VOTED FOR COUNCILWOMAN KELLEY.
COUNCILMAN METZE VOTED FOR COUNCILWOMAN KELLEY.
COUNCILMAN PAPE VOTED FOR COUNCILWOMAN KELLEY.

Mayor Pape opened nominations for the position of Chairman
of the Redevelopment Agency.
MOVED BY PAPE, SECONDED BY METZE TO NOMINATE COUNCILWOMAN
BRINLEY.
HEARING NO FURTHER NOMINATIONS MAYOR PAPE THEN CLOSED THE
NOMINATIONS FOR CHAIRMAN OF THE REDEVELOPMENT AGENCY.
MAYOR PAPE CALLED FOR A ROLL CALL VOTE WITH RESULTS AS FOLLOW:
COUNCILMAN ALONGI VOTED FOR COUNCILWOMAN BRINLEY.

HEARING NO FURTHER NOMINATIONS MAYOR PAPE THEN CLOSED THE
NOMINATIONS FOR CHAIRMAN OF THE PUBLIC FINANCE AUTHORITY.
MAYOR PAPE CALLED FOR A ROLL CALL VOTE WITH RESULTS AS FOLLOW:

COUNCILMAN ALONGI PASSED.
COUNCILWOMAN BRINLEY VOTED FOR COUNCILMAN METZE.
COUNCILWOMAN KELLEY VOTED FOR COUNCILMAN METZE.
COUNCILMAN METZE VOTED FOR COUNCILMAN METZE.
COUNCILMAN PAPE VOTED FOR COUNCILMAN METZE.
COUNCILMAN ALONGI VOTED FOR COUNCILWOMAN BRINLEY.
MAYOR PAPE DECLARED COUNCILMAN METZE AS VICE-CHAIRMAN OF THE
PUBLIC FINANCE AUTHORITY.
COUNCIL COMMENTS
Councilman Alongi made no comment.
Mayor Pro Tern Kelley thanked her family and looks forward to
a good future.

Mayor Pape asked that the press give the new Council some
time to settle in before they start. He asked for patience
and support from the community during their "honeymoon"
period and stated that they would be moving forward to make
a better future. He thanked his family and all the people
in the audience for supporting the Councilmembers.
