SPECIAL CITY COUNCIL MEETING
CITY OF LAKE ELSINORE

CALL TO ORDER
The Special City Council meeting was called to order by Mayor Kelley at
6:05 p.m.
PLEDGE OF ALLEGIANCE
City Manager Watenpaugh led the Pledge of Allegiance.
ROLL CALL

Also present were: City Manager Watenpaugh, Assistant City Manager
Best, Administrative Services Director Boone, Community Services Director
Sapp, Community Development Director Brady, Police Chief Walsh, Fire
Chief Seabert, Deputy City Clerk Bryning and City Clerk Kasad.
BUSINESS ITEMS
1. Certification of Election Results - Resolution No. 99-52. (F:72.2)
MOVED BY BRINLEY, SECONDED BY P APE AND CARRIED BY
UNANIMOUS VOTE OF THOSE PRESENT TO ADOPT
RESOLUTION NO. 99-52 AS FOLLOWS:
RESOLUTION NO. 99-52
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LAKE ELSINORE, CALIFORNIA, RECITING THE FACTS OF
THE GENERAL MUNICIPAL ELECTION HELD ON THE 2ND
DAY OF NOVEMBER, 1999, DECLARING THE RESULTS
THEREOF AND OTHER MATTERS AS ARE PROVIDED BY
LAW.
2. Recognition of Outgoing Elected Officers. (F:49.1)
City Manager Watenpaugh recognized Richard Knapp as the outgoing
City Treasurer and presented him with a City Tile Plaque in thanks
and recognition. Mr. Knapp thanked the City Manager and wished
good luck to the new City Treasurer.

3. Oath of Office - Reelected and Elected Officers (F:44.1)
City Clerk Kasad issued Oaths of Office and presented Certificates of
Election to Reelected Councilmembers Pamela Brinley and Genie
Kelley and Elected Councilman Robert Schiffuer.

City Clerk Kasad assumed the chair and invited the new and reelected
Council to make comment.
Councilwoman Kelley thanked the people that contributed to her
election and stated that she was looking forward to the next four
years. She commented that it had been a pleasure to serve for the last
four years and especially the last year as Mayor.
Councilwoman Brinley thanked everyone that assisted with her
campaign and gave a special thanks to Julie Pape for her help and
assistance. She gave a special thanks to her family and grandchildren.
Councilman Schiffuer thanked the people who supported him and
noted that all three Councilmembers shared the support and he
appreciated their help as well. He promised to conduct himself well
over the next four years, so that the people that voted for him would
not be sorry that they made a decision in his favor.

4. Selection of Mayor (F:44.1)(X:44.2)
City Clerk Kasad opened nominations for the position of Mayor.
Councilman Schiffuer congratulated Councilwoman Kelley for the
time that she spent as Mayor and commended her for ajob well done.
He noted that at the time that he was appointed to Council the policy
had been changed to rotate the position of Mayor among the Council
and reduce it to a one-year term. He further noted that there is a
member of the Council that has served for five years and is entitled to
and worthy of the position of Mayor at this time.

MAYOR AND ASSUMED THE CHAIR.
Mayor Brinley stated that she wished to start a new tradition and
thanked Councilwoman Kelley for her service as Mayor over the last
year and commended her for the wonderful job. She then presented
Councilwoman Kelley with a Ceremonial Gavel to commemorate her
year as Mayor.
5. Selection of Mayor Pro Tern (F:44.1)
Mayor Brinley opened nominations for the position of Mayor Pro
Tern.

Meeting and invited them to join the Council for cake and punch.
