MAIN STREET LAKE ELSINORE, CALIFORNIA TUESDAY, FEBRUARY 16, 1999 deeYa'e~Fka'e*kk>ekdekaFka'eaFkxkk*kkaF~F~Yak~Fx*xxkxa'ekkatk**x*kdea2knekatka'e~FotaF*x~tkk4ckk9eat CALL TO ORDER The City Council Study Session was called to order by Mayor Kelley at 9:02 p.m. ROLL CALL PRESENT: COUNCILMEMBERS: BRINLEY, METZE, PAPE, KELLEY ABSENT: COUNCILMEMBERS: VACANT Also present were: City Manager Watenpaugh, Assistant City Manager Best, City Attorney Leibold, Administrative Services Director Boone, Community Development Director Brady and City Clerk Kasad. CITY COUNCIL INTERVIEWS (F:44.1) Mayor Kelley detailed the proposed ground rules for this interview process, which was necessary due to the court ordered removal of Councilman George G. Alongi. City Attorney Leibold stressed the importance of consistency in this process. The City Council agreed to a 20 minute interview process involving a rotation of the following questions: 1. Describe any past or current community involvement you may have had in Lake Elsinore or other communities in which you have lived. 2. What do you see as three major issues facing the City of Lake Elsinore currentiy and in the next five years? 3. How do you see yourself in the role of a City Councilmeinber? 4. How do you currently perceive the City's image, and how would you change that image, if needed? 5. As a Councilmember, how much weight should you give the publids input? 6. How do you perceive the role of City Staff in support of the City Council? 7. A City Councilmember needs to be available for City Coiuzcil Meetings, Special Meetings, and occasionally an out uf ~~wn rr:eeting.; Are you prepared and available to dedicate this much ?im,e to fne PAGE TWO - CITY COUNCIL STUDY SESSION - FEBRUARY 16,1999 position? How would you establish and keep open lines of communication with staff Council and the public? 8. What do you see as your goals in serving as a City Councilmember? 9. What is the strongest asset you bring to the Council? 10. Do you intend to seek election in November? 11. How do you see the role of the Redevelopment Agency, as a useful tool to be used to encourage development or as a misuse of public tax dollars to finance developers? 12. All cities ha~e Sphere's of Influence. How do you feel about the Communities of Interest being created around the City of Lake Elsinore? Do you think they have an effect on the economic growth of the City? 13. Could you give us your thoughts with regard to the City's new economic program called "Economic Gardening Strategy"? How do you feel this will serve the needs of our local businesses, and will it help to promote new business? The above listed questions were asked of the following City Council Applicants: Robert Polk, Robert Schiffner, Kenneth Olivarez, Daniel DeSimone, David Cheney, Raymond Moon, Chris Hyland, Beverly Gibson. John Seepe, George Alongi, Max Aragon, Jason Marquez, James Gray, Kenneth Niemi (Applicant George Rivera was not present for interview) There was general discussion of the procedure for appointing the new Councilmember at the next regular City Council meeting on February 23, 1999.
