CALL TO ORDER Mayor Brinley called the City Council Study Session to order at 3:30 p.m. ROLL CALL _ PRESENT: COUNCILMEMBERS: ABSENT: COUNCILMEMBERS: KELLEY, SCHIFFNER, BRINLEY ' METZE, PAPE Also present were: City Manager Watenpaugh, Assistant City Manager Best, City Attorney Leibold, InformaCion/Communications Manager Dennis, and City Clerk/Human Resources Directar Kasad. Liav ua~ivi~ _ _ L City of Lake Elsinore - Web Pa~e Demonstration: Informarion/Communications Manager Dennis introduced Mr. Ken Poliard, Website£reator. He ga~e an overview of the background of the development of the website, He explained that currentiy work has been done on thenavigation, organization and design of the website. He explained We template process that the City would utilize to provide information to Mr; Pollard.: Mr. Dennis stated; that the final launch of the website would occur sometime in November 2000. He presented a breakdown of the process to provide material that_wall be presented co the public. ; . Mr. Pollard noted that the City has requested a website ttiat the public can interact with and tltat was his goa1. He noted that the website was appro~mately 80% done. .He presented exhibits of the website and what the public will see. , : Mayor Brinley asked'if one of the 1oca1 webmasters would be able to ; gain access to the email and load it up. Mr. Pollard stated that there was a potential of that happening, however he. explained that there are ways to block the site tq individuals if they abuse the: website. Mayor Brinley asked if there was a way to require the person using the website to identify themselves. Mr. Pollard stated that it was not advisable to exclude thousands of legitimate things because of a handful of people and explained that the site can be filtered. Mr. PAGE TWO - STUDY SESSION - SEPTEMBER 12, 2000 Pollard promised that:he would personally:stay one step ahead of problem making individuals. He explained that email can be filtered and if there was language that was offensive the email can be sent to a dump box. He stated that it`was' his job to allow Council to see the big picture and he would take care of the people that choase to disrupt the site, Mayor Brinley sated that she wished to be sure that everyone understands that she does not want to see Mr. Reinbold or people like him take advantage of the website ar abuse it. Mr. Pollard assured Mayor Brinley that he would be in control of the situarian. _ Information/Communications Manger Dennis explained that there were still some minor design changes that wouid occur. He asked Mr. Pollard to present same of the other web pages that would be aeailable to the public. Mr. Pollard commented on the amount of work that goes into building a website that was not seen by the public: He noted that now the fmal phase of consts-uction could begin and all of the information could be fine-tuned. Information/Communications Manager Dennis stated that the key was ' not only the infrastructure, but also the image library that could be utilized for update and to get the-City's messages out to the public. Mx. Pollard noted tha dynamics of the web and explained that the public comes to the web to be educated and to obtain data. - 1Vlayor Brinley clarified the ability to p~esent pictures of recent projects on the web immediately after they are finished. Mr. Pollard noted that pictures could be placed on the -v~eb within one hour of the event. He ' noted that the web was a tool and noted that Murrieta website gets in ! excess of 1000 hits a day, which can be tracked: He stated that the goal was to provide anything that the public comes to the-counter to obtain on the web. He stated that it was found that the traffic from ! i 1:00 p.m. to 2:00 a.m. was enormous on the Murrieta website. He noted that current information would be provided in the beginning and as the website grows, fhe archived information would be made available. Councilwoman Kelley asked if maps would be made a~ailable on the web to direct the'visitor to the different sites: Mr: Pollard explained that the different sites of interest in the City would have maps and pictures of the sites for the public to view as well as request forms and applications should they need to reserve camp sites or obtain PAGE THREE - STUDY SESSION - SEPTEMBER 12, 20U0 further information for events:that can be downloaded; printed out; and mailed to the Ciry. He gave an overview of how the different layers of : the website work. _ Informarion/Communications Manager Dennis clarified the format of _. information :and how;it would encouxage the public:to interact with the City with feedback forms that could be emailed to the City. Councilman Schiffner asked if the City Clerk could transfer her minutes from her computer onto the website without special action. Mr. Pollard clarified that the site will utilize existing technology and will be user friendiy and e~lained how information could be transferred to keep the information up to date. Councilman Schiffiier stated that when he accessed tke website for Murrieta he observed that their minutes were approximately two to three meetings behind. Mr. Pollard stated that they were working on providing more tirnely information. City Clerk Kasad stated that Murrieta's :turn around tune was slower than the City of Lake Elsinore. Information/Communications Manager Dennis noted that currently teat was being built into the website and explained that the fmal step would be tlie design for the final website. ; Councilman Schiffner asked how much detail would bs provided of the Gity Council Agenda: TnformationlCommunieations Manager Dennis stated that: the agenda cover sheet would be provided, however the staff reports would not, since. the minutes will provide the information once they are approved. He noted that the website would include the agenda cover sheets from the Platniuig Gommission as well as any other posted meetings. Mr: Pollard explained that the agendas would not be arcMved and once the minutes were posted; the agendas would be discarded. _ Mayor Brinley asked if there would be pictures of staff with job descriptions to give the' pubic the ability to decide wlueh department they should contact. Information/Communications Manager Dennis eaplained thatthe website was rnore-to provide information about governmentaction; ratherlthan problem solving, : Mr. Eollard;explained that: peppered throughout the web would be informatiom to inform the public; which staff inember should be contacted. for speci~c : infortnation. Mayor Brinley stated that she would like to see that type of information included. Information/Communications Manager Dennis presented an example of one area of the web page which would address the procedures in the Planning Department and would inform the public where they would start if they wished to build a business or home in the City. PAGE FOUR - STUDY SESSION - SEPTEMBER 12, Z000 Mayor Brinley asked if there would be a section in the web that would ~be dedicated to tlie Historic Downtown Overlay. She stated that she felt it was irnportant for the public to be informed of the different types of development and what was required for that area. She noted that by being able to go to the website and clicking on Historic Downtown the public would be able to obtain the necessary information to determine if they wished to-move forward and what would need to be done to do sa Councilman Schiffner stated that' once the website was up and running,:themmore and more information could be added to facilitate public informarion. InformationLCommunications Manager Dennis noted that a site eouldn't be built all at one time: He noted how distressing it was to enter a site and find it listed under construction. Mr. Rollard stated that if a button were provided on the site there wouid be data available. He noted statistical tracking that woutd be available and provide valuable information to the City regarding the use of the site and provide a good source to decide the information that the public wishes to access: He noted that once the site was tracked; then it would drive itself and staff will know what information would'be needed: He explained that a website was never done and would continue ta grow. Mayor Brinley stressed the importance of the information regarding the Historic Downtown OverlayDistrict. She noted the annount of ° confusion regarding the District and the website would provide inforniationto avoid that problem. Councilwoman Kelley asked to have the Community Calendar explained: Mr. Pollard noted that a calendar would be presented and a speci~c date could be accessed and more detail regarding the event would ha~e more detaii. Information/Communications Manager Dennis stated that the Home Page would be used to highlight special functions such as Visions and Views and the Downtown Street Faire. He noted that' the home page! sfiould provide that type of information. Couneilwoman Keltey asked when the web page would be launched. Information/Communications Manager Dennis stated that it would be in November. He noted that it would take approximately a year to ..' fine-tune the page to best address public interest. Councilwoman Kelley. asked if the City would be able to link with the School District and the Water DisMct. Information/Communications Manager Dennis stated that there wouid be at least one other presentation prior to the finallaunch. Mayor Brinley thanked Mr. Pollard for his demonstration and information.
