Superior Court Case #3 56131)(F:52.1)(X:40.1) , City Attorney Leibold announced the Closed Session items as listed above. THE REGULAR CITY COUNCIL MEETING WAS RECESSED TO CLOSED SESSION AT 5:05 P.M. RECONVENE PUBLIC SESSION (7:00 p.m.) Mayor Schiffner reconvened the public session at 7:03 p.m. ROLL CALL PRESENT: COUNCILMEMBERS: BRINLEY, KELLEY, PAPE, SCHIFFNER ABSENT: COUNCILMEMBERS: METZE Also present were: City Manager Watenpaugh, Assistant City Manager Best, City Attorney Leibold, Administrative Services Director Boone, Community Development Director Brady, Community Services Director Sapp, Fire Chief Gallegos, Police Chief Walsh, Information/Communications Manager Dennis, City Treasurer Ferro and City C1erWHuman Resources Director Kasad. CONSENT CALENDAR ITEMS MOVED BY KELLEY, SECONDED BY BRINLEY AND CARRIED BY UNANIMOUS VOTE OF THOSE PRESENT TO APPROVE THE CONSENT CALENDAR AS PRESENTED. 1. The following Minutes were approved: a. Joint Study Session - August 28, 2001. b. Regular City Council Meeting - August 28, 2001. (F:44.4) The following Minutes were received and ordered filed: c. Planning Commission Meeting - August 15, 2001. (F:603) 2. Ratified Warrant List for August 30, 2001. (F:123) 3. Rejected and referred to Claims Administrator for handling, the Claim Against the City submitted by James Patrick Womack (CL #2001- 26). (F:52.2) 4. Approved 2000-2001 Community Development Block Grant Supplemental Agreement for 27`~ Year Funds including $2,500 for HOPE, $25,000 for Lake Elsinore Senior Center, $2,500 for Operation School Bell, $100,000 for Code EnforcemenUStructure Abatement, and $93,762 for Curb, Gutter, , PAGE FOUR - CITY COUNCIL MINUTES - SEPTEMBER 10, 2001 Sidewalk, Poe Street Parking Lot Improvements; and authorized execution and forwarding of the appropriate documents. 5. Approved Final Tract Map 23848-11, subject to City Engineer's acceptance as being true and correct; and accepted all dedications for recordation. (F:160.2) 6. Approved Final Approval of Tract Map 29304, subject to City Engineer's acceptance as being true and correct; and accepted all dedications for recordation. (F:160.2) 7. Approved additions to the Fiscal Year 2000-01 RDA Amended and Restated Reimbursement Agreement for a total of $6,429,478. (F:134.7) 8. Approved the following applications for Towing Franchise Agreements - Brothers Towing, Steve's Towing, LEAR Auto Body, Town & Country Towing; and authorized execution of the agreements. (F:68.1) 9. Approved Public Hearing Date of October 9, 2001 for the following: a. Ordinance Replacing Chapter 15.64 Flood Plain Damage Prevention of Lake Elsinore Municipal Code. (F:81.1) PUBLIC HEARINGS 21. Proposed Casino Drive Street Name Change to Auto Center Drive - ' Resolution No. 2001-39. (F:158.1) Mayor Schiffner opened the public hearing at 7:06 p.m. PAGE FIVE - CITY COiJNCIL MINUTES - SEPTEMBER 10, 2001 area is already zoned C-2, which would allow for additional auto dealerships. He noted that the cost of signage changes would be appro~mately $6,000. He indicated that the property owners had all been notified and surveyed, and the majority were in favor and supportive of the change. He noted that some residents of the apartments were not in favor of the change; and that correspondence had been provided to the Councilmembers previously. Mayor Schiffner requested clarification that the auto dealers would be bearing the costs of the change. Community Development Director Brady confirmed their participation. Mayor Schiffner asked those persons interested in this item to speak. There were no requests to speak. Mayor Pro Tem Brinley indicated that she had no problem with the change. Councilman Pape indicated that he had no problem with the change, and suggested that it made sense to bring in more dealerships. Councilwoman Kelley indicated that she was not opposed to the change; and noted that seventeen residents were in favor of the change and five were in opposition. Mayor Schiffner concurred with the other Councilmembers' comments; and indicated that he was in favor of the change, particularly if it helps promote business in the community. Mayar Schiffner closed the public hearing at 7:06 p.m. MOVED BY BRINLEY, SECONDED BY KELLEY AND CARRIED BY UNANIMOUS VOTE OF THOSE PRESENT TO ADOPT RESOLUTION NO. 2001-39, ORDERING THE NAME CHANGE OF CASINO DRIVE TO PAGE SIX - CITY COUNCIL MINUTES - SEPTEMBER 10, 2001 AU'I'O CENTER DRIVE AND DIRECT STAFF TO PROCEED WITH SIGN CHANGES. ~ RESOLUTION NO. 2001-39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, CHANGING THE STREET NAME OF CASINO DRIVE FROM DIAMOND DRIVE TO FRANKi.IN STREET TO AUTO CENTER DRIVE. THE CITY COUNCIL MEETING WAS RECESSED AT 7:08 P.M. THE CITY COUNCIL MEETING RECONVENED AT 7:09 P.M. PUBLIC COMMENTS - NON-AGENDIZED ITEMS Tammy Walsh, representing Cops for Kids, invited the City Council, Staff and Public to the Cops for Kids fundraising event scheduled for September 215` at 6 p.m. She advised that the $25 ticket would include dinner, dancing, entertainment, and an automatic entry in the drawing far a DVD Player, Digital Camera or Stereo System. She noted that there will also be a silent auction. She indicated that the event will be held at the Diamond Club; and tickets were available at the Police Department, Chamber of Commerce, or the Outlet Center Business Office. She read the Cops for Kids Mission Statement and noted that flyers for the event were available this evening. CI'TY MANAGER COMMENTS City Manager Watenpaugh commented on the following: 1) Addressed the Multi-Species Habitat Conservation Plan, noting that it was part of the County°s Integrated Plan. He noted that the Plan would have a tremendous impact on the pending larger developments PAGE SEVEN - CITY COi1NCIL MINUTES - SEPTEMBER 10, 2001 in the City. He noted Council and Staffs participation in a summit on this topic last week for an update. He indicated that staff was meeting with the four larger property owners to develop a plan and reduce the amount of acres being requested. He provided an overview of a possible solution to which the County was receptive. He indicated that staff would provide a more extensive report to the Council on September 25'i', so the meeting will be televised and the information will be available to the public. CITY ATTORNEY COMMENTS City Attorney Leibold advised that the Closed Session items as listed were discussed, with no reportable action. CITY COUNCIL COMMENTS Mayor Pro Tem Brinley comriiented on the following: 1) Congratulated Councilwoman Kelley on the success of the concert series. 2) Congratulated the Storm on their success. 3) Indicated that Try Z'ransit Day was a great success with about 30 children participating on the trip to Riverside, and detailed the events of the day. Councilman Pape commented on the following: 1) Advised that a week from this date construction would start on the Franklin Street/Canyon Estates connection. Mayor Schiffner commented on the following: 1) Provided a list of the following upcoming events: Historical Society's Casino Night on September 15`t' at the Diamond Club. MINUTES JOINT CITY COUNCIL/REDEVELOPMENT AGENCY STUDY SESSION CITY OF LAKE ELSINORE 130 SOUTH MAIN STREET LAKE ELSINORE, CALIFORNIA TUESDAY, SEPTEMBER 25, 2001 *~*~~**~**~*~~~~~*~~~*~**~**~**~**~~*~******+**~~~~**~****~** CALL TO ORDER Mayor Schiffner called the Joint Study Session to order at 4:05 p.m. ROLL CALL PRESENT: COUNCILMEM~ERS: ABSENT: COUNCILMEMBERS: \ KELLEY, SCHIFFNER BRINLEY, METZE, PAPE Also present were: City Manager Watenpaugh, Assistant City Manager Best, City Attorney Leibold, Administrative Services Directar Boone, Community Development Director Brady, Recreation/Tourism Manager Edelbrock, Information/Communications Manager Dennis and Deputy City Clerk Paredes. DISCUSSION 1. A~enda Review (F:44.1~ City Manager Watenpaugh addressed item No. 5 regarding Swick/ Matich Park Improvements. He explained that Mr. Slack would be available for questions should Council wish to discuss the item. Mayor Schiffner asked if the Padres Ball Club was going forward with improvements. City Manager Watenpaugh indicated that there was a possibility that they would be doing improvements to the backstop and fencing on Swick Field. PAGE TWO - JOINT STUDY SESSION - SEPTEMBER 25, 2001 City Manager Watenpaugh addressed a memorandum that he had distributed to Council and staf£ He indicated that the memorandum was an update regarding the Riverside County Integrated Project. , Mayor Schiffner commented that he had received letters from Castle and Cook and Murdock Development regarding the RCIP. He further commented that they were determined regarding their opinions of the RCIP. City Manager Watenpaugh agreed. Mayor Schiffner asked the City Attorney if their firm had received any information from the courts. City Attorney Leibold stated that they had not. Mayor Schiffner stated that he had received a letter from EVMWD Board President Christine Anderson. City Attorney Leibold stated that the letter should be presented in Closed Session.
