CALL TO ORDER
Mayor Schiffner called the Joint Study Session to order at 4:20 p.m.
ROLL CALL
PRESENT: COUNCII,MEMBERS: BRINLEY, KELLEY,
SCHIFFNER
ABSENT: COUNCILMEMBERS: PAPE, METZE
Also present were: City Manager Watenpaugh, Assistant City Manager
Best, City Attorney Leibolc}, Adtninistrative Services Director Boone,
Community Development Director $rady, Community Services Director
Sapp, Information/Communications Manager Dennis and Depury City Clerk
Paredes.
DISCUSSION
1. Agenda Review
Councitwoman Kettey addressed Item No. 8, regarding the Towing
Franchise Agreements. City Manager Watenpaugh stated that he had
met with the four Towing companies in question and found that all
four met the requirements of the Franchise Agreement. Mayor
Schiffner quesrioned the attitude of the various Towing companies.
City Manager Watenpaugh presented an overview of the attitude of
the vendors and explained the criteria that the Police Department
required. "Fhere was general fliscussion regarding the requirements of

Council Meeting to attend the League of California Cities Annual
Conference.

the t~uto Uealerships were going to r~place ttle signs. ~ity It~lanager
Watenpaugh stated that they were. ~ouncilwoman Kelley asked if tlie
new Dealership was moving forward. City Manager Watenpaugh
indicated that there had been no further action. He advised that there
had been some purchase of.property in the area; however there had

p.m., Monday through Thursday andwould remain closed on Friday.
Mayor Schiffner asked that a comment be made regazding the latest

Schiffner stated that the public should be informed in regazd to
meetings with the property owners and Habitat Conservation peopte
and the progress that had been made. '
