CITY COUNCIL STUDY SESSION

CALL TO ORDER
Mayor Schiffner called the City Council Study Session to order at 3:30 p.m.
ROLL CALL
PRESENT: COUNCILMEMBERS: BRINLEY, KELLEY,

ABSENT: COUNCILMEMBERS: METZE
Also present were: City Manager Watenpaugh, Assistant City ~Ylanager

City Manager Watenpaugh requested that the items listed on the Notice of
Study Session regarding Animal Friends of the Valley Contract 2001-2002
and the Animal Shelter be continued He explained that the Animal Friends
of the Valley did not have all the necessary information to present to
Council. Council concuned to continue the two items to a future date.
DISCUSSION
1. Pronosition 12 Grant Pro~.osals.
City Manager Watenpaugh presented an overview of staff's
recommendations for the Proposition 12 Grant monies as follows:

Back Basin Wetiands •
• Acquire property
• Develop wetlands habitat and educational areas
• Partner with EVMWD, Riverside County and Private
developers
In-Lake Marsh/Recreation Trails and Lake Access
• Acquire properiy
• Develop marsh areas
• Deveiop trails and Lake access for recreation and education
area
• Partner with School District, EVMWD, private property
owners and developers
Historic Restoration
• Restoration of Cultural Center
• Partners with Historical Society
City Manager Watenpaugh noted that it was hoped that the City could
acquire some of the property in the back basin for mitigation,
wetlands and habitat. He further noted that the acquisitions would
aliow "trade-offs" for the MSHCP; litigation of trade-offs for
development in the back basin area; and provide land for filtering
water through the wetlands for Lake Elsinore water quality. He
explained that parlnering for grant applications provided a better
chance of receiving funding through a credit system.
Councilman Pape stated that he was under the impression that if the
Applications were turned in early there wouid be a better chance of
being awarded the grant monies. City Manager Watenpaugh stated
that there were various grants available and they all had different
closing dates. He indicated that the State would accept the
applications early, however consideration and rating of the
applications would not occur until after each closing date.

City Manager Watenpaugh presented an over-view of the Sumrnary
Report done by the Dangermond Group and detailed the various
funding mechanisms available.
Councilman Pape asked if the City would have to apply to each
separate funding source. City Manager Watenpaugh nDtedxhe.tables
in the baek of the Summary Report that listed the proposed Project
Features; Potential Direct & Indirect Public Benefits; Possible
Proposition 12 Funding Programs associated with Project Benefits;
and Other Possible Funding Sources. He explained that depending on
how much the Council wished to spend on the Consultants time would
deternune the amount of different grants that the Consultant would
apply for. He indicated that the grants considered would be grants the
City could partner within specified areas, Council cauld consider
broadening the scope subject to a~aiiable matching fiinding being
secured.
Councilman Pape noted that there was no mention of the acquisition
of property along Lakeshore Drive for development of permanent
restroom/shower facilities and beaches. City Manager Watenpaugh
noted that Lakeshore Drive ~uas lumped into Category No. 2, which
would facilitate the purchase of the Four Comers area. He noted that
it was hoped that the City could use Federal Transportation Funds as
match money, since part of the project would include the
improvement of Lakeshore Drive and a redesign of a non-motorized
trail to tie into the City's Trail System. He indicated that in the same
section it would include the Outiet Channel and Levee.
Mayor Pro Tem Brinley asked if the City would partrier with the
County to facilitate the project on Lakeshore Drive. City Manager
Watenpaugh confirmed. He explained that the City hoped to partner
with the School District, County, EVMWD, private property owners
and developers to acquire grant funds.

City Manager Watenpaugh explained that the intent of the Study
Session was to gain a consensus from Council regarding the suggested
direction that staff is proposing. He indicated that staff wouid also
like Council's authorization to hire a consultant to prepare the grant
applications and work them through the process. He stated that it was
anricipated that the process could be completed for less than the
Dangermond Group and had better access and contacts in Sacramento.
He noted the various steps of discussion tkiat would be taken with the
Consultant anfl noted the first deadline would be November 1.
Councilwoman Kelley stated that she felt the Lake edge was of the
utmost importance, since it presented the image of the City. Mayor
Pro Tem Brinley concurred. Councilwoman Kelley detailed the
proposed improvements on the Lakeshore Drive and sri-essed the
improvements that would occur.
There was general discussion regarding property acquisition and .
potential improvements. -1. ,~ .
Mayor Pro Tem Brinley noted that there was a need for a General
Plan Amendment to bring the proposals into conformance. City
Manager Watenpaugh noted that a Revision to the General Plan
should be considered in next year's budget.
There was general discussion regarding the use of grant money and
potential projects that would be addressed.
It was the consensus of Council to place the Proposition 12 Grant
Proposals on the Consent Calendar at the next Regular City Council
Meeting:
