CALL TO ORDER
Mayor Schiffner called the Special City Council Meeting to order at 3:01
p.m.

Also present were: City Manager Watenpaugh, Assistant City Manager
Best, City Attorney Leibold, Administrative Services Director Boone,
Community Development Director Brady, Community Services Directar
Sapp, City Engineer O'Donnell, Public Works Manager Payne, Information/
Communication Manager Dennis, City Treasurer Ferro and Deputy City
Clerk Bryning.
CLOSED SESSION
City Attorney Leibold announced the closed session as follows:
CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED
LITIGATION - Significant e~osure to litigation pursuant to
subdivision (b) of Government Code Section 54956.9 (1 potential

THE CITY COUNCIL RECESSED TO CLOSED SESSION AT 3:02
P.M.
THE CITY COUNCIL RECONVENED AT 3:12 P.M. WITH NO
REPORTABLE ACTION.
BUSINESS ITEM
Award of Contract for McVicker Park Fire Station. (F:127.3)
City Manager Watenpaugh indicated that since the Council was
meeting, he decided to bring the Award of Contract for the Fire
Station forward to allow staff to move forward with the project.
Community Development Director Brady indicated that the opening
of the bids occurred on Apri126, 2001; eight bids were accepted and

the results provided in the attached exhibit. He noted that the low
bidder, Triquest Builders Inc., submitted their bid at $1,868,310. He
further indicated that the bid was for the Fire Station and the off-site
improvements for road construction. He explained that La Laguna
Estates would reimburse a portion of the funds for the roadway, once
the project started. Mayor Pro Tem Brinley asked how much the
refund would be. Community Development Director Brady stated
that it would be between $150,000 and $170,000. Mayor Schiffner
commented that it was just about the amount by which the bid was
over the City Engineer's estimate. Community Development Director
Brady stated that overhead costs were included in the amount. He
noted that the City would contract for a project manager, which had
been included in the cost. He indicated the staff recommended that
Council award the contract to Triquest Builders Inc. Mayor Schiffner
asked if the amount of bid included the cost of inspections.
Community Development Director Brady stated that it did include the
cost of inspections, administration, project manager and construction.
He provided a breakdown of the costs. Councilman Pape asked if a
Fire Truck had been ordered. City Manager Watenpaugh stated that
the Fire Truck had been ordered and would be delivered prior to
completion of the Fire Station. Mayor Pro Tem Brinley asked when
the contractor would begin to pull permits. Community Development
Director Brady stated that a pre-construction meeting would be held
as soon as possible and a schedule would be drawn from there. He
further stated that he would keep Council informed of the progress of
this project.
MOVED BY PAPE, SECONDED BY BRINLEY AND CARRIED BY A
4-0 VOTE WITH COUNCILMAN METZE ABSENT TO APPROVE
THE AWARD OF CONTRACT FOR THE MCVICKER PARK FIRE
STATION TO TRIQUEST BUILDERS INC. IN THE AMOUNT OF
$1,868,310.
Community Development Director Brady stated that Council needed
to included the transfer of $450,000 from Measure A for the offsite
improvements and $900,000 from the General Fund for the Fire
Station, in their motion.
City Manager Watenpaugh explained that in the current adopted
budget there was an allocation of $730,000 for the Fire Station;
however the $900,000 included the additional $270,000 for the
overage.
Mayor Pro Tem Brinley noted that the road acquisition bid was under
the predicted estimate, however the cost of the actual Fire Station had
increased. City Manager Watenpaugh confirmed. Mayar Schiffner
clarified that money was budgeted for Operations and Maintenance,
which had not been spent. City Manager confirmed the budget

allocation for the Fire Station and stated that the Operations and
Maintenance funds would be carried over into the ne~ct budget year.
City Attorney Leibold asked that Council move to include the transfer
of funds for clarification in the minutes.
MOVED BY PAPE, SECONDED BY BRINLEY AND CARRIED BY
UNANIMOUS VOTE OF THOSE PRESENT TO AMEND THE
PREVIOUS MOTION TO INCLUDE THE TRANSFER OF $450,000
FROM MEASURE A FOR THE OFF-SITE IMPROVEMENTS AND
$900,000 FROM THE GENERAL FUND FOR THE FIItE STATION.
Community Development Director Brady stated that it would take
approximately nine months to build the Fire Station, therefore the Fire
Station would be finished and ready to staff some time in 2002.
Mayor Schiffner reminded the public that part of the reason that the
Special City Council Meeting was called was to move the Fire Station
forward as quickly as possible.
Ace Vallejos, 15631 Cobre, asked if the roadway would tie into the
back of La Laguna Estates. City Manager Watenpaugh explained that
La Laguna Estates engineers had been working with the City in an
attempt to design the road to the Fire Station. He further explained
that beyond that point it would be up to the developer to design the
roadway. He noted that at the present time the only area the City was
concerned with was the roadway to the Fire Station. Mayor Schiffner
noted that the roadway would be elevated and there would be
considerable fill done to the elevation of the roadway.

MOVED BY BRINLEY, SECONDED BY KELLEY AND CARRIED
BY UNANIMOUS VOTE OF THOSE PRESENT TO ADJOURN THE
SPECIAL CITY COUNCIL MEETING AT 3:20 P.M.
