Tn nRDF.R The City Council StudySession was called to order by Mayor Schiffner at 4:06 p.m. R~T.i, r.ar.r, PRESENT: GOUNCILMEMBERS: KELLEY, SCHIE`FNER ABSENTc G'OUNCLLMEMBERS: BRINI~EY, METZE, PAPE Also present were: Assistant Gity Manager Best, City Attorney Leibold, Community Development Director Brady, Information/Communicarions 1vlanager Dennis and City Clerk Kasad. 8, , ~enna rceview, Mayor Schiffner indicated that he did not have too many questions on this agenda. Councilwoman Kelley eommented on the Clairns Against the City. Giry Clerk - Kasad clarified the'process~ Councilwoman Kelley questioned the Southern California Edison Company claim: City Attorney Leibold clarified the responsibiliry of the contractor on this claim. Councilwoman Kelley quesrioned the Public Safery Grant Application and why it was being directed toward 1rafFc enforcement: Assistant City Manager Best e~lained that this grantprogram was specifically targeted for that use. Mayor Schiffner questioned the proposed right-of-way dedication and the continuarion of the road beyond tkus dedication: Gommunity Development Director Brady clari~ed that the properry beyond this dedication was developer owned. Councilwoman Kelley questioned the time line for improvement of Mission Trail. Assistant City Manager Best indicated that work should begin in Mazch. Community Development Director Brady indicated that it would depend on the weather, but he was not certain of the timing. Mayor Schiffner inquired if the plans complete. City Attorney Leibold confinned and noted that she understood that the contract had been let. Communiry Development Director Brady explained that Item No. $ of this agenda was the right-of-way which was holding up the project. . PAGE TWO - STUDY SESSION NIIl~IUTES - FEBRUARY 13, 2001 City Attorney Leibold :noted thaf: the City holds the right-of-way, and work is ready to proceed; howevex she noted that she got a message that a property owner was re-igniting.some of'the issaes arid it might;be necessary to go back to closed session on the matter. Mayor Scl~iffner noted the potential fire station site, and suggested that the total acreage mighb cost-less than acquiring two separate piece: City Attorney Leibold indicated tliat she cvould follow-up on the matter. Assistant City Manager Best noted liat further `decisions would be coming forward in the Budget Study Sessions. City Attorney Leibold stressed the need to be sure that the right peopie have the right parcel information. Councilwoman Kelley questioned Item No. 22 and inquired if this was the last piace in the fmancial workout. Assistant Ciry Manager Best confirmed, noting that this would be a verybeneficial action for`the City. Councilwoman Kelley noted that she had see ad~ertisements for Forecast's products. Community Development Director Brady noted Farecast'§ otlier locations. City Attorney Leibold noted the revised Tentative Tract Map. Mayor ScMffner noted that the project would come down to the County Boundary; and Commission Wiisey was happy with the Urail option. Councilwoman Kelley questioned how the streets would be laid out within the project. Community Development Director Brady indicated that it would be a basic tract, linear layout, with a number of not-thraugh or cul-de-sac streets. Mayor Schiffner supported the Pla~uiing Commission recommendatians and stressed that it would wind up a lot of loose ends. City Attorney Leibold noted that the fee reducrion would occur in, areas where tl~e work has already been completed. Councilwoman Kelley noted that the County area surrounding this project loaked horrible. She noted that there was a wood stake fence with graffiti on it and no landscaping, :Community Development Directar Brady clarified that this project would ha~e ta meet esfablished standazds; and indicated that Forecast Homes would be building three different models from 1,500 to 2,300 square feet on good sized lots. Mayor Schiffner noted that there would be considerable terracing in the area, and noted the objections of the property owners with regard to visibility into their yards: Community Development Director Brady indicated that at the last meeting only one resident came out to speak regarding protecting his view lot. Mayor Schiffner noted the graffiti in the County area and his past efforts to get it removed from another location; he " advised that during a meeting with the Third District Supervisor he was able to get the name and number of the appropriate County contract to+address the graffiti. Assistant City Manager Best suggested that he provide staff with the number for follow-up. Councilwoman Kelley noted that there seemed to be less graffiti in the last couple of weeks; but noted a location at four corners. _ Councilwoman Kelley questioned , the status of Lou's Lakeshore Lounge. Community Development Director Bradq indicated that the structure abatement hearing-had been s¢haduled. PAGE TARE~ - CITY COUNCIL STUDY SESSION - FEBRUARY 13, 2001 Councilwoman Kelley questioned the lot next to Jack in the Box and noted that she had heard that they want to put a trailer park there. Community Development Director Brady indicated that plans had not yet been submitted, but he would not be surprised if this was the case. Mayor Schiffner indicated that it would be an extension of what already exists; and noted a new retainnig wall being built on the site. Communiry Development Director Brady indicated that he would follow-up. Mayor Schiffner noted that the properiy owner doesn't seem to recognize Lake Elsinore's conirol of the site. Councilwoman Kelley questioned the need for Closed Sessions. City Attorney Leibold confirmed and clarified. The City Council Study Session was adjourned at 4:25 p.m. ,~~ ROBERT L.
