CALL TO ORDER Mayor Schiffner called the City Council/Redevelopment Agency Study Session to Order at 4:00 p.m. PLEDGE OF ALLEGIANCE Assistant City Manager Best led the Pledge of Allegiance. ROLL CALL PRESENT: COUNCILMEMBERS: ABSENT: COUNCILMEMBERS: KELLEY, SCHIFFNER BRINLEY, METZE, PAPE Also present were: City Manager Watenpaugh, Assistant City Manager Best, City Attorney Leibold, Deputy City Attorney Mann, Community Development Director Brady, Information/Communications Manager Dennis and Deputy City Clerk Bryning. A~enda Review.(F:44.1~ Consent Calendar Mayor Schiffner commented that he did not have any questions regarding the Consent Calendar. Councilwoman Kelley commented that she was going to pull Item No. 4, which addresses the Memorandum of Understanding for the Library Funding in fiscal year 2000-01. She e~lained that the public should be made aware of the item and that the City was giving $20,000 to the Library. She indicated that she would also announce the Joint Use Public School Library for the new High School on Riverside Drive. She noted that she had seen the drawings and it appears to be a very nice facility. She stated that it appears to be a Joint Use Library between the School District and the County of Riverside but the City was not made a part of that Joint Use, however she has informed the PAGE TWO - STUDY SESSION - JANUARY 9, 2001 Library that the City would like to help in any way possible. City Manager Watenpaugh stated that the City Treasurer had informed them of the same willingness to participate. Councilwoman Kelley indicated that the Library Planning Committee was coming to a close and the group had set three goals. She explained that they would disband for a period of time to give the Library the opportunity to review the goals and investigate how to implement them. City Manager Watenpaugh noted that Councilman Metze had questioned Item No. 5, regarding the Maintenance Equipment Lease for Stadium Operations - Pacific Equipment, and why the City was not going with the lowest bidder. He explained that the second lowest bidder had included the equipment necessary as well as additional equipment for the maintenance of the Stadium. City Attorney Leibold noted that she had a minor correction to the Minutes from December 12, 2000 on lf. Page 8, Item No. 35, second paragraph. She indicated that she might have said one conduit, however she was sure that it was more and would get back to the Clerk's Office with the correct number. Mayor Schiffner noted a typo on the Minutes of December 12, 2000 - and stated that the Clerk's Office had already made the correction. Business Items City Manager Watenpaugh asked if Mayor Schiffner would make changes to Committee Assignments. Mayor Schiffner noted that Item No. 31, addressed Council Committee Assignments, and he did have changes. He indicated that he would make his appointments at the Council Meeting this evening. City Manager Watenpaugh noted that there was one committee that was not included on the list and asked if he should suggest inclusion at the Council Meeting. City Attorney Leibold stated that he should add it at the time the item was introduced. IVlayor Schiffner indicated that he had d'iscussed the Mutual Interest Committee with Chairman Ben Wicke of EVMWD. He noted that it would be an Ad Hoc Committee with the Mayor and Chair of the RDA as representatives of the City and the Mayor Pro Tem and Vice Chair of the RDA as alternates. Councilwoman Kelley stated that she understood that the first meeting would be on January 22, 2001 at 1:30 p.m., in City Hall. City Manager indicated that the Technical Meetings would be moved to City Hall and EVMWD had assigned Roger Schintako and Phil Miller to attend the meetings. He indicated that Michele Jecter of Community Services would take the minutes. PAGE THREE - STUDY SESSION - JANUARY 9, 2001 Mayor Schiffner indicated that some time ago the Satisfy 2020 Committee and requested another member and he had been appointed to that Committee. He stated that his name needed to be added to the list. Redevelopment Agency City Manager Watenpaugh noted that there was a Closed Session for the Redevelopment Agency.
