HomeMy WebLinkAbout09-24-2002 City Council/RDA Study SessionMINUTES CITY COUNCIL/REDEVELOPMENT AGENCY STUDY SESSION CITY OF LAKE ELSINORE 183 NORTH MAIN STREET LAKE ELSINORE, CALIFORNIA TUESDAY, SEPTEMBER 24, 2002' CALL TO ORDER Mayor Kelley called the Study Session to order at 4:05 p.m: ROLL CALL PRESENT: COUNCILMEMBERS: BUCKLEY, SCHIFFNER, KELLEY, HICKMAN ABSENT: COUNCILMEMBERS: BRINLEY (Councilman Hickman arrived at 4:12 p.m.) Also present were: City Manager Watenpaugh, Assistant City Manager Best, City Attorney Leibold, Administrative Services Director Boone, Community Development Director Brady, Community Services Director Sapp and Deputy City Clerk Paredes. DISSCUSSION 1. Agenda Review.(F:yy.1) Mayor Kelley added two presentations to the agenda. There was brief discussion on the Animal Friends of the Valley presentation to the City. Councilman Buckley addressed the Animal Friends of the Valley administrative citations. Community Development Director Sapp indicated that they were close to resolving the situation. PAGE TWO — STUDY SESSION - SEPTEMBER 24, 2002 Councilman Buckley addressed Item No. 2, the Warrant List. Administrative Services Director Boone clarified to whom the checks in question were made payable to; and City Manager Watenpaugh provided the purpose of the disbursements of those funds. Councilman Buckley addressed Item No. 4, CL 42002 -16. He requested clarification for the investigative process involved in a claim of that nature. City Manager Watenpaugh provided an explanation of the process and indicated that a copy of the police report could be provided to Council. Mayor Kelley addressed item No. 5, Acquisition of vacant lake -front property. City Manager Watenpaugh explained that this item had been brought to Council at a previous meeting, in which they gave Administrative Services Director Boone direction to move forward with the acquisition. There was brief discussion on the location of the lot. Councilman Hickman addressed the cost of the property. Councilman Hickman addressed Item No. 21, Design Review of Single Family Residence at 405 Pottery St. City Attorney Leibold provided clarification of the requirement of the dedication, per the General Plan. Community Development Director Brady provided a brief explanation of the requirements, per the Ordinance, Municipal Code and the General Plan. There was discussion on the issues involved in the dedication of that property. City Attorney Leibold addressed Item No. 6, Granting of Easements in Back Basin to EVMWD. She requested that the item be continued in order to permit further dialogue with the District for some unanswered questions. Councilman Buckley addressed Item No. 31, Alesco Development, LLC and expressed his dislike for the appearance of the project. Community Development Director Brady expressed the concerns of the Planning Commission and explained that they were the same as PAGE THREE STUDY SESSION— SEPTEMBER 24, 2002 Councilman Buckley's. He stated that the applicant was working with staff to address the design of the building. There was discussion regarding the layout of the Map and the appearance of the wall that could be viewed by the public. There was further discussion of the future developments surrounding the project. Mayor Kelley suggested a joint City Council I Planning Commission study session to discuss their concerns and issues. City. Manager Watenpaugh noted that could be done. Councilman Buckley addressed Item No. 32, Bread of Life Fellowship Church and the back elevation landscaping. Community Development Director Brady indicated that there would also be a block wall. There was discussion on the appearance and purpose of block walls. Community Development Director Brady indicated that a block wall on the perimeter was a requirement on all subdivisions. There was brief discussion on the reasons block walls were required for subdivisions. Councilman Buckley addressed Item No. 33, Funding of the San Jacinto Watershed Council. City Manager Watenpaugh clarified that the Santa Ana Watershed Association was a group of stakeholders. He expressed staff s support for the organization and their desire to see it continue in order to seek their support in the future. He indicated that the amount of the donation was negotiable. He gave a brief overview of the donations from other agencies. Mayor Kelley addressed Item No. 34, Outlet Center Gas Service. City Manager Watenpaugh provided an overview of the project and the benefits to the City. He detailed the requirements from the City and the Outlet Center. There was discussion regarding the process of extending the gas line to accommodate future business. City Manager Watenpaugh provided an overview of the Redevelopment Agency's project which provided the installation of the utilities on Collier Ave. He stated that a gas line was not included in that project, but it was reasonable to install it at this time to ensure future development on PAGE FOUR STUDY SESSION - SEPTEMBER 24, 2002 Nichols Road. Mayor Kelley reiterated that this item was to authorize staff to explore the possibilities further. Redevelopment Agency No comments were made.
