HomeMy WebLinkAbout07-30-2002 City Council/RDA Study SessionMINUTES CITY COUNCIL /REDELOPMENTAGENCY STUDY SESSION CITY OF LAKE ELSINORE 183 NORTH MAIN STREET LAKE ELSINORE, CALIFORNIA TUESDAY, JULY 30, 2002 CALL TO ORDER Mayor Kelley called the Study Session to order at 4:11 p.m. ROLL CALL PRESENT: COUNCILMEMBERS: BUCKLEY, HICKMAN, SCHIFFNER, KELLEY ABSENT: COUNCILMEMBERS: BRINLEY Also present were: City Manager Watenpaugh, Assistant City Manager Best, City Attorney Leibold, Administrative Services Director Boone, Community Development Director Brady, Community Services Director Sapp, Information /Communications Manager Dennis and Deputy City Clerk Paredes. DISSCUSSION Agenda Review. (17:44.1) Mayor Kelley addressed the presentations and clarified who would be present to provide the updates. Assistant City Manager Best stated that the Manager of the Outlet Center and Jeanie Corral would be present. Councilman Buckley addressed Item No. 2 regarding the Warrant List and clarified the purpose of checks 70167, 70208 and 70213. PAGE TWO — STUDY SESSION — JULY 309 2002 Mayor Kelley addressed Item No. 4, regarding the Award of Contracts for the clean up of former underground storage tanks at 161 South Main Street. She questioned why it was the responsibility of the City to do the clean up. City Manager Watenpaugh explained that the City removed three fuel storage tanks from the City right -of -way in 1992, and Riverside County Department of Environmental Health discovered residual contamination, which must be removed. Councilman Hickman addressed Item No. 6, regarding the Notice of Completion for McVicker Skate Park and asked if the landscaping was part of the project. City Manager Watenpaugh explained that the landscaping was not part of the project addressed, it was a separate issue. Councilman Hickman addressed Item No. 7, regarding the Resolutions confirming Fiscal Year 2002 -03 Special Taxes for CFD 91 -2 and questioned the purpose of the item. City Manager Watenpaugh explained that the Community Facilities Districts must be brought before Council each year to authorize the Tax Collector to place the Assessments on the tax roll. Councilman Hickman questioned Item No. 21, regarding CR &R Inc. Refuse Bills. City Manager Watenpaugh explained that it was a housekeeping item to allow CR &R to place the Delinquent Refuse Bills on the Fiscal Year 2002 -03 Tax Roll. Councilman Buckley addressed Item No. 22, regarding the Citywide Lighting and Landscape Maintenance District. He commented that he did not have a problem with the LLMD, however he felt it was important to be careful of how the funds were handled. Councilman Hickman addressed Item No. 31, regarding the Resolution of Support for Measure A. He inquired if the Measure A Funds would pay for the corridor through the forest. Councilman Buckley stated that Measure A funds were not allocated for that project and presented an overview of the plans for the corridor. PAGE THREE — STUDY SESSION — JULY 309 2002 Councilman Hickman addressed Item No. 32, regarding the Resolution authorizing the issuance of Refunding Bonds of CFD 90 -2 through the Redevelopment Agency. He questioned if this action would extend the term of the loan. Administrative Services Director Boon stated that it would not and would be instrumental in reducing the percentage rate of the Bonds, however they would pay -off at the same rate of time. City Manager Watenpaugh explained that the City could not increase the amount or extend the time limit of the Bonds. Councilman Buckley addressed Item No. 33, regarding the Parity Study and Process Audit. He questioned the selection of L.B. Hayhurst and Associates. City Manager Watenpaugh presented an overview of the proposals received and explained that L.B. Hayhurst and Associates was the only firm that included proposals for both the Parity Study and the Process Audit. Councilman Buckley stated his displeasure at not sending better letters requesting proposals to Reason Foundation, Rand Corporation and Rose Institute. He noted that the three names mentioned were big "Think Tanks" and would have provided better analysis and a better level of comfort for the community. He suggested a study session with the various firms that submitted proposals to allow Council to evaluate the type of services that each firm would provide. Redevelopment Agency Agenda Review Mayor Kelley addressed Item No. 7, regarding the RDA Strategy. City Manager Watenpaugh explained that the RDA Chair and Vice Chair held a strategy meeting and requested a Study Session to address an update of the project areas; low and moderate housing programs; business support programs; and implementation of strategy. City Manager Watenpaugh stated that it had been a number of years since the Agency had made a review of its strategies and the Chairwoman and Vice Chairman felt that it was a good time to make a review of the project areas. Mayor Kelley stated that the City had received an award for recycling.
