CALL' TO'ORDER " Mayor Pro Tem Schiffner called the Study Session to order at 4:06 pm ROLL CALL PRESENTK. _, .,-., COUNCILMEMBERSc BUCKLEY, AICKMAN, _ , -.: _, . . ~ - SCHIFFNER ABSENTc COUNCILMEMBERS: BRiNLEY; KELLEY Also present were: Assistant City Manager Best,' City Attorney Leibold, Administrative Services Director Boone, Community Development Director Brady, Community Services Director`Sapp, ' Information/Communications Manager Dennis and Deputy City Clerk Paredes. _ DISCUSSION 1. A~enda Review Mayor Pro Tem Schiffner mvited any questions or comments from Council to be brought forward. Councilman Hickman stated that he had no questions. Councilman Buckley questioned the Korn Memorial Scholarship Presentarions. Information/Communications Manager Dennis provided an overview of the process and PAGE TWO - STUDY SESSION - JUNE 11, 2002 procedure for the Awards to the students m the L.E.U.S.D. Councilman Hickman questioned Item No. 4, regarding the CR&R Annual CPI Tncrease - Refuse Collection, Recycling & Disposal and expressed his concern far the contract with CR&R and their quality of street sweepmg. "There was general discussion on the eguipment they used for the sweeping of the City streets and the scheduled sweeps on various streets. Community Services Director Sapp provided an overview of negotiations between the Ciry and CR&R regarding the placement of their fees on the t~ rolls of the property owners. Councilman Buckley addressed Item No. 4 and requested clarification of the term of the contract between the City and CR&R. City Attorney Leibold gave an explanation of the term of the contract and the Council's options far,contract termination. She provided a background on the history of the franchise for trash removal and the typical contract term for that franchise. Assistant City Manager Best indicated that staff could investigate the contract and speak to CR&R about it. Mayor Pro Tem Schiffner suggested that a study session on the subject would be necessary to discuss the item further. Councilman Buckley addressed Item No. 31, Master Plan of Drainage - Annual Increase of Fees - Resolution No. 2002-24, and requested clarification of the properties affected by the increase. Community Development Director Brady clarified that the fee was a dollars per acre fee for the developers of the drainage facilities and provided a brief explanation of the Master Plan of Drainage. Mayor Pro Tem Schiffner addressed Item No. 32, Adoption of Resolutions Extending the Abandoned Vehicle Abatement Program (A. V.A.). - Resolution No. 2002-25 and clarified that it was an PAGE THREE - STUDY SESSION - Ji1NE 11, 2002 extension of an existing program. Assistant City Manager Best noted _ that the City benefited by the extension in both the revenues collected and the management of the removal of the abandoned vehicles in the City. She detailed the reason the item was brought,before Council prior to the expiration of the service, and the legislation at the State level could affect the extension if it was not granted'prior to implementation of the legislation. Mayor Pro Tem Schiffner addressed Item No:` 34; Ord'mance No. 1082 - relating to Animals and Animal Control Officers and questioned as to whether the City was the only one in Riverside County to require cat licensing. Assistant City Manager Best confirmed. Community Services Director Sapp indicated that other cities in California ' required licenses for cats. Councilman Hickman addressed Item No. 35, Letter of Agreement with Elsinore Va11ey Municipal Water Districtregarding Island Wells, and indicated the Water Department would not get money to refurbish the wells unless they complied within 20 years. Mayor Pro Tem Schiffner confirmed and noted that the District was requesting that the City to commit and split the responsibility of the wells. Further discussion was withheld pending closed session. Councilman Hickman addressed Item No. 36, Formation of City Council Subcommittee far Planning Commission Appointments, and requested an explanation of the process. Mayor Pro Tem Schiffner provided an overview of the process; Councilman Hickman expressed concern that the Mayor was able to appointthe new Pluming Commissioner. Assistant City Managei Best noted that the action had to be ratified by Council. City Attorney Leibold confirmed. Mayor Pro Tem Schiffner explained the process of comxnittee appointment. City Manager Best noted that a similar appointment method was used for most advisory committees. PAGE FOUR - STUDY SESSION = JUNE 11, 2002 Councilman Buckley requested that in the future a staff report be included 'm the agenda to explain the item. He indicated that it raised suspicion with the public. Mayar Pro Tem Schiffner indicated that the public did not receive copies of staff reports.
