CALL TO ORDER
The Regular City Council Meeting was called to order by Mayor Kelley at 5:00
p.m.

City Attorney Leibold announced the Closed Session Items as listed above.

Mayor Kelley reconvened the public session of the Regular City Council Meeting
at 7:02 p.m.

The Invocation was provided by Pastor Phil Saenc, representing Bread of Life
Fellowship Apostolic Assembly.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE, CALIFORNIA APPROVING THE PLAN OF SERVICES

FOR AND REQUESTING LOCAL AGENCY FORMATION
COMMISSION (LAFCO) APPROVAL OF ANNEXATION NO. 70
WHICH REPRESENTS AN AMENDMENT TO THE CITY'S
CORPORATE BOUNDARY (BY ANNEXING AND DETACHING
CERTAIN PROPERTIES ALONG HWY. 74) WITHIN THE
VICINITY OF THE RAMSGATE SPECIFIC PLAN.

4. Claim A~ainst the City submitted bv Richard Beach (CL#2002-051.(F:52.2)
Councilwoman Brinley requested that the City Attorney Leibold clarify this
item. City Attorney Leibold explained that Councilwoman Brinley would
not be participating in this vote on this claim as her vehicle was involved
and she was advised to not participate in this vote. She clarified that
Councilwoman Brinley was the victim in this incident.
MOVED BY SCHIFFNER, SECONDED BY KELLEY AND CARRIED BY
A VOTE OF 4 TO 0, WITH COUNCILWOMAN BRINLEY NOT
PARTICIPATING TO REJECT AND REFER THE CLAIM OF RICHARD
BEACH TO THE CLAIMS ADMINISTRATOR FOR HANDLING.

PUBLIC COMMENTS - NON-AGENDIZED ITEMS
Chris Hyland, 15191 Wavecrest, indicated that since the park assessment issue
came up, a problem was generating in the floodplain. She inquired if it would still
go forward with the apparent change in the 3,000 floodplain acres. She indicated
that she felt it ought to be brought to the attention of the public. She noted her
participation in a group called Citizens Against Additional Park Taxes; and
suggested that they would not stop or go away.
Kenneth Keyser, 15176 Coral Court, indicated that he was a Boy Scout in Troop
99, and thanked the Council for building the Skatepark at McVicker. He
commented that the facility would be a lot of fun.
Mayor Kelley noted that the Skatepark Opening Ceremonies would be held on
Saturday, March 30~' at 2 p.m.
CITY MANAGER COMMENTS
City Manager Watenpaugh commented on the following:
1) Addressed the comments by Mrs. Hyland and advised that he had
received a packet regarding the flood easements in the back basin
today and would be reviewing the materials and their impacts.

CITY COUNCIL COMMENTS
Councilman Buckley had no comments.
Councilman Hickman commented on the following:
1) Indicated that Jessie Strong asked that staff look at 217 Campus Way,
as there was a falling tree, which was dangerous.
2) Thanked Chief Walsh for his assistance with a situation at the Middle
School.
3) Noted that the John Henry Company, which handles baskets and
merchandise from China, would be holding a major garage sale on
Saturday, March 16~' at 8 a.m.
4) Thanked City staff for picking up 30 shopping carts, noting that
developing a positive image was reached through small steps.
Councilwoman Brinley commented on the following:
1) Announced the EDC Lunch of March 14"' at the Diamond Club, with
the topic of the City's Economic Gardening Program. She indicated
that Assistant City Manager Best would be the featured speaker and
encouraged attendance.
Mayor Pro Tem Schiffner commented on the following:
1) Agreed with Kenneth Keyser that the Skatepark would be a lot of fiin,
and noted that he would be bringing his grandson to try i± out.
Mayor Kelley commented on the following:
1) Announced the following upcoming events:

a. STORM Open House - Saturday, March 16`h at the Diamond
Club.
b. Fred Hall Boat Show - March 20-24 at the Del Mar
Fairgrounds.

d. Lake Elsinore Children's Fair & Egg Hunt - Saturday, March
30`" from 10 a.m. to 2 p.m. at McVicker Park.
e. McVicker Canyon Skate Park Dedication - Saturday, March
30`" from 2 to 4p.m. at McVicker Park.
2) Wished Hazel Sherman a Happy 101 St Birthday, noting that Mrs.
Sherman had lived in Lake Elsinore since 1923. She indicated that
the City would be arranging for recognition.

UNANIMOUS VOTE TO ADJOURN THE REGULAR CITY COUNCIL
