HomeMy WebLinkAbout03-12-2002 City Council/RDA Study SessionMINUTES CITY COUNCIL/REDELOPMENTAGENCY STUDY SESSION CITY OF LAKE ELSINORE 183 NORTH MAIN STREET LAKE ELSINORE, CALIFORNIA TUESDAY, MARCH 12, 2002 :~~~*:~~~*~*:~~:~~~~~:~~:~*~:~~~~~~~~~~*:~~~~~~~~~:~x~*~:~~~: ~*:~~~~*~:~~~ CALL TO ORDER Mayor Kelley called the Study Session to order at 4:02 p.m. ROLL CALL PRESENT: COUNCILMEMBERS: BRINLEY, BUCKLEY, HICKMAN, SCHIFFNER, KELLEY ABSENT: COUNCILMEMBERS: NONE Also present were: City Manager Watenpaugh, Assistant City Manager Best, City Attorney Leibold, Community Development Director Brady, Community Services Director Sapp, Information/Communications Manager Dennis and Deputy City Clerk Paredes. AsendaReview. (F:44.1) Councilman Hickman addressed Item No. 2, regarding the Warrants. He questioned the large amounts paid to Union Bank. City Manager Watenpaugh indicated that it was semiannual payments for CFD debt service. Councilman Buckley addressed Item No. 5, regarding SB 1122 Disclosure Authorization Agreement for Special Districts. He asked when the disclosure would occur. City Manager Watenpaugh PAGE TWO - STUDY SESSION - MAR. 12, 2002 indicated that the disclosure would occur at the time of escrow. Administrative Services Director Boone explained that it was part of the closing of escrow. Councilman Hickman commented that when he closed escrow on his home he was given the opportunity to pay-off his Mello Roos and at the time of escrow closing it amounted to $20,000. He further commented that he had heard that the Mello Roos was converted to Ma~ Roos and the pay-off was now $36,000. He indicated that he was told that the people wishing to purchase the remaining new home would have to pay $76,000. He stated that he had several people from Tuscany Hills questioning the Mello Roos pay-off. Administrative Services Directar Boone explained that the pay-off was based on the value of the property. He further explained that the taxes were based on square footage plus a set amount. He stated that he would get back to Mr. Hickman with the exact amounts. Redevelopment A,~encv A~enda Review No Comments. Mayor Kelley stated that she had received a notice from Jeff Bennet that he wished to be placed on the Agenda for Apri19. Mayor Pro Tem Schiffner stated that there would be a Republican Meeting at the Canyon Lake City Hall on Thursday, March 14, at 7:00 p.m. to meet the new State Senator.
