UPDATE AND ADD SIGNAGE AND ADD SITE AMENITIES SUCH
AS OUTDOOR LIVING ROOMS, FURNISHINGS, WATER
FEATURES AND FIREPLACES.
UNIFORM SIGN PROGRAM NO. 2013 -02 - FOR THE LAKE
ELSINORE OUTLET CENTER PROPOSING TO AMEND THE
SIGNAGE GUIDELINES AND STANDARDS TO INCLUDE THE
ADDITION OF A SUPER GRAPHICS WALL ALONG THE
FREEWAY SIDE OF THE PROJECT AS WELL AS ADD GRAPHIC
PANELS AND BANNERS TO EXISTING BUILDINGS WITHIN THE
OUTLET CENTER. THE PROJECT SITE IS GENERALLY
LOCATED ON THE EAST SIDE OF COLLIER AVENUE
APPROXIMATELY 600 LINEAR FEET SOUTH OF NICHOLS
ROAD (APN'S: 389 - 210 -063, 064, & 066). ENVIRONMENTAL
CLEARANCE FOR THE PROJECTS IS PROVIDED BY THE FINAL
EIR FOR THE LAKE ELSINORE OUTLET CENTER SPECIFIC
PLAN, IN CONFORMANCE WITH THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT (CEQA).

2. Adopt Resolution No. 2013 -Q] A Resolution of the City Council of the City of Lake
Elsinore Approving Uniform Sign Program No. 2013 -02 for the Lake Elsinore Outlet
Center proposing to amend the signage guidelines and standards consistent with the
Fourth Amendment to the Lake Elsinore Outlet Center Specific Plan No. 2013 -01 to
include the addition of a super graphics wall along the freeway side of the project as
well as add graphic panels and banners to existing buildings within the Outlet Center
and associated improvements based on the Findings and Exhibits, and subject to
the proposed Conditions of Approval.
Background
At its regular meeting on June 4, 2013, the proposed Specific Plan Amendment and
Uniform Sign Program were jointly reviewed by the Planning Commission. The
Planning Commission expressed their support for the project and agreed with Staff's
recommendation to amend or delete most of the Engineering Department's draft
conditions of approval, which were not applicable to the proposed signage. The
Planning Commission also agreed with the applicant's request to delete Condition 15
which would have required the proposed 1000 -foot freeway signage to be divided into
two 500 -foot sections. The Commission had no concerns with a single 1000 -foot long
freeway sign. There was discussion regarding the proposed inclusion of on -site and
"off- site" advertising within the Signage Guidelines and Standards of the Specific Plan
and "Third Party Advertising" in the accompanying Sign Program. As to freeway
oriented signage, it was decided that because any signage installed along the freeway
must comply with all applicable State laws and regulations, that any issues related to
the possibility that the freeway signage would advertise off -site businesses would be
addressed by those laws and regulations. The Commission also acknowledged the
opportunity for the City Council to address the "off- site" and "Third Party Advertising" in
the various elements of the proposed Sign Program.
Overall, the Planning Commission expressed satisfaction with the project and
recommended approval (4 -0 vote) of Specific Plan No. 2013 -01 as the fourth
amendment to the Lake Elsinore Outlet Center Specific Plan and the companion
Uniform Sign Program No. 2013 -02.

Discussion
Specific Plan No. 2013 -01 - Amendment No. 4 to the Lake Elsinore Outlet Center
Specific Plan
Specific Plan Amendment (SPA) No. 4 proposes to amend those Architectural and
Signage Guidelines and Standards contained in the Specific Plan so as to better
respond to the Outlet Center's design enhancements and improvements by revising the
sign guidelines and standards. The intent is to provide more flexibility in the
interpretation, and to ensure that the design, material and signs better compliment the
colors and materials found at the Outlet Center. The following describes the proposed
changes within the Specific Plan Amendment:
Revise the Land Use Development Guidelines of the approved Specific Plan with
amendments to Section 4 for:
a. The removal of two existing buildings and two partial existing buildings to
open up the center at each end for greater visibility into the Pedestrian
Concourse and Stores and, with the removal of two partial existing
buildings, allowing greater space between two sets of buildings creating
two additional areas for on -site dining opportunities and /or site "living
rooms" along with greater visibility into the Pedestrian Concourse itself,
b. The addition of a new building pad for a retail building in a current open
space /parking field to replace some of the retail square footage lost due to
the removal of existing buildings and two partial existing buildings and to
attract a single retail tenant,
c. The relocation of the curb cut on Collier Road for a new entry and egress
in close proximity to the new building pad location ( "New Pad Building ") for
circulation,
d. To revise the curbs and parking fields. The removal and addition of
buildings requires parking and curb adjustments to the overall site which
will create more interesting parking fields and pedestrian and vehicular
circulation. (Revised Section 4.1 and 4.2.)
2. To revise Architectural Design Guidelines Section 5.3. Amendments include
revisions for:
a. The updating of the look of the center with new style finishes, materials
and colors
b. The Design Guidelines for the New Pad Building
c. The additions of Site Amenities creating site "living rooms" allowing for
focal points, rest and shade places, and creating transition points to break
up the monotony of the Pedestrian Concourse.

3. To revise the Signage Guidelines and Standards of the approved Specific Plan
and its subsequent Amendments 1 through 3 with amended Signage Guidelines
and Standards (Revised Section 5.5). The amendments included are as follows:
a. Addition of Super Graphics along the Freeway for visibility enhancement
b. Addition of Graphic Panels at the Concourse Promenade (the interior
walkway of the Center) for advertising visibility and interest
c. Addition of Graphic Panels facing Collier Road for advertising visibility and
creating a refreshing "facade"
d. Addition of Graphic Panels added to the Building Towers for advertising
visibility and interest
e. Addition of Graphic Banners throughout the Pedestrian Concourse,
Parking and Drive Entries for creating seasonal interest, advertising, way
finding
f. Design Standards and placement criteria are revised to update the
signage styles, lighting and placement of signs for both on -site and off -site
advertising.
Uniform Sign Program No. 2013 -02
As noted above, the Fourth Amendment to the Specific Plan includes revisions to the
Signage Guidelines and Standards. In order to implement those changes, the following
proposed components are included in the Outlet Center Uniform Sign Program 2013 -02.
Entry Pylon Sign
The entry pylon signs will be constructed to a total height of twenty four feet (24') from
the finish grade. The pylon signs will identify the outlet title and six (6) tenant panels.
Two entry pylon signs are proposed along Collier Avenue at the north and south project
entries respectively.
Freeway Tower Sign
The Sign Program will allow for the redesign of the existing freeway tower structure and
associated tower mounted signage. The freeway tower structure is located in the central
portion of the project site. The freeway tower signage will include tenant name and
logo, graphic advertising as well as third party, seasonal and special events.
Internal Concourse Graphic Panels and Tenant Banners
The Sign Program includes internal graphic panels and tenant banners to identify
advertising of a tenant name and logo, products as well as third party, seasonal and
special events. The graphic panels will range in size from ten (10), twenty (20) and
thirty (30) feet wide up to ten (10), eighteen (18) and possibly twenty (20) feet in height.
The panels and banners are proposed internally throughout the mall.

Building Mounted and Pole Mounted Graphic Panels
These graphic panels may be mounted against building walls or cantilevered from the
walls and existing poles. These panels will face the parking lot and Collier Avenue.
The panels will range in size between ten (10) and twelve (12) feet by thirty (30) to thirty
six (36) feet. The content will include tenant name and logo, project and product
advertisement as well as third party, seasonal and special events.
Super Structure Freeway Graphic Panels & Signage
The purpose of the stand alone structure with graphics and signs is to give the Outlets a
new presence for passing freeway traffic. The content will include tenant name and
logo, product advertisement as well as third party, seasonal and special events. The
structure will include twenty five (25) graphic panel signs ranging in size with an
average of approximately twelve (12) by forty (40) feet. In addition, two (2) "V" shaped
billboards approximately twelve (12) by thirty six (36) feet in size spaced 500 feet apart
will be used for third party advertising. Proposed in the middle of the structure are
illuminated channel letters to read "Outlets at Lake Elsinore ". The letters in the word
"Outlet" are proposed to be eight (8) feet in height. Lastly, the structure itself is
proposed of metal poles and cables located approximately five (5) feet off of the back
(freeway side) of the Outlet Center buildings and will stand approximately sixty five (65)
feet in height (from finish grade) and stretch approximately 1000 feet in length.
Analysis
Specific Plan Amendment No. 2013 -01 - Amendment No. 4 to the Lake Elsinore
Outlet Center Specific Plan
Staff has reviewed the Specific Plan Amendment No. 4 document and has no major
concerns regarding the proposed building demolition as well as the amendments to the
architectural and signage guidelines and standards, if the Conditions of Approval are
satisfied. SPA No. 4 will provide the applicant with more flexibility in regards to design
and signs while still giving the City final approval of the Sign Program. Signs within the
pedestrian concourse do not require City review and approval. All other signs are
subject to City review and approval prior to the issuance of a sign and /or building
permit. SPA No. 4 will result in a better design and advertising of stores and greater
visibility of the Outlet Center itself which will benefit both the Outlet Center and the City.
Uniform Sign Program No. 2013 -02
The objective of the proposed Sign Program is to provide standards and specifications
regarding quality, composition, size and placement of signage in order to ensure
consistency throughout the Outlet Center. Moreover, the Sign Program would be used

by staff when reviewing sign permit applications for the proposed signage in the Lake
Elsinore Outlet Center. Finally, the Sign Program will assist the landlord and /or property
management group in selection and approval of the proposed signage.
The proposed Sign Program is consistent with the goals and objectives of the Outlet
Center Specific Plan, as amended by SPA No. 4. Because the Specific Plan controls
signage within the Outlet Center project, the criteria of Chapter 17.196 of the Lake
Elsinore Municipal Code does not control. The guidelines and standards under the Sign
Program and SPA No. 4 recognize the unique character of the project and the
opportunity for the use of signs within the Outlet Center by allowing greater flexibility as
to signage. The proposed Outlet Center Sign Program will provide for consistent and
uniform standards within the Outlet Center project and will avoid the indiscriminant and
substandard assembly, location, illumination, coloring and size of signs and will
mandate proper maintenance within the Outlet Center.
Third Party and Off -Site Advertising
The applicant has requested flexibility with respect to signage regulations and has
included on -site and off -site advertising within the Signage Guidelines and Standards of
the Specific Plan and in the accompanying Sign Program. While the Lake Elsinore
Municipal Code generally prohibits off -site advertising, the City Council has the
discretion to authorize off -site advertising as part of the Specific Plan and companion
Sign Program for the Outlet Center based upon the project's unique signage needs and
economic development goals.
Advertising for tenants in the Outlet Center, products provided in the Outlet Center, and
services provided within the Outlet Center all fall within the definition of on -site
advertising. Commercial advertising of businesses, products and services not located
within the Outlet Center are considered "off- site ". Non - commercial speech, such as
public service announcements, is generally not included within City -based sign
regulation and such signage is controlled by the property owner. Consequently, the
applicant could allow signage for City sponsored special events, public service
announcements, City promotional advertising and other non - commercial displays.
Based upon discussions with the applicant following the Planning Commission hearing,
the applicant proposes to include advertising for tenants within the Outlet Center,
products and services provided on -site (i.e. Coca -Cola, Monster Drinks, Wrangler
Jeans, etc.) special events at the Center, and City sponsored special events. In
addition, the applicant intends to pursue State permits for limited off -site advertising
pursuant to the requirements of the Outdoor Advertising Act and applicable state
regulations governing freeway oriented signage.
Although the distinction between on -site and off -site advertising is permissible, City sign
regulations must otherwise focus on content neutral regulation such as sign types, size,

location and color. For example, differentiating between an out of town business and
City business within the category of off -site signage would not be permissible.
In evaluating the application, the City Council could allow off -site signage throughout the
project or only as to certain areas or components of the Sign Program. For example,
off -site businesses and special commercial promotions could be allowed in the
promenade /concourse, but not on the building mounted and pole mounted graphic
panels. In addition to any applicable City regulation, signage within the purview of the
Outdoor Advertising Act, including the Freeway Tower Sign and the Super Structure
Freeway Graphic Panels, will be required to obtain Caltrans approval which includes
strict provisions for location, sign separation, etc.
Environmental Determination
Environmental clearance and analysis for the proposed application is provided by Final
Environmental Impact Report (FEIR) for Lake Elsinore Outlet Center Specific Plan.
Said environmental document was prepared in accordance with the CEQA Guidelines
and was certified by the City Council in June 1990. The proposed project is consistent
with Lake Elsinore Municipal Code (LEMC) and does not conflict with the findings and
discussions contained in the FEIR. No further environmental clearance is necessary.
It should also be noted that the Lake Elsinore Outlet Center Specific Plan for which the
project is located is an existing outlet retail mall. Since the project is an existing center
with existing structures no further action is necessary relating to the Multiple Species
Habitat Conservation Plan (MSHCP).
Fiscal Impact
Ultimately, the proposed project will have a positive fiscal impact to the community and
the City. It is estimated that the tenants within the Lake Elsinore Outlet Center Specific
Plan will generate sales tax revenues for the City of Lake Elsinore. In addition to the
sales tax revenue that will be generated, it is anticipated that the development of the
project will provide necessary construction jobs.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAKE
ELSINORE APPROVING SPECIFIC PLAN AMENDMENT NO. 2013 -01,
AMENDMENT NO. 4 TO THE LAKE ELSINORE OUTLET CENTER
SPECIFIC PLAN
WHEREAS, Jeff Lochner, Athena Property Management, has filed an application
with the City of Lake Elsinore requesting approval of Specific Plan No. 2013 -01,
Amendment No. 4 to the Lake Elsinore Outlet Center Specific Plan (the "Project "); and
WHEREAS, the Lake Elsinore Outlet Center Specific Plan site is generally
located on the east side of Collier Avenue approximately 600 linear -feet south of
Nichols Road; and
WHEREAS, on June 18, 2013 at a duly noticed public hearing, the Planning
Commission considered evidence presented by the Community Development
Department and other interested parties with respect to this item and made its
recommendation in favor of Specific Plan Amendment No. 2013 -01 by adopting
Planning Commission Resolution No. 2013 -61 recommending to the City Council
approval of Specific Plan Amendment No. 2013 -01; and
WHEREAS, the City Council of the City of Lake Elsinore has been delegated
with the responsibility of making decisions for approval of specific plans and specific
plan amendments; and
WHEREAS, public notice of the Project has been given, and the City Council has
considered evidence presented by the Community Development Department and other
interested parties at a public hearing held with respect to this item on July 9, 2013.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
DOES HEREBY ORDAIN, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. Prior to making a decision, the City Council has reviewed and
analyzed Specific Plan Amendment No. 2013 -01, Amendment No. 4 to the Lake
Elsinore Outlet Center Specific Plan pursuant to the Planning and Zoning Laws (Cal.
Gov. Code §§ 65000 et seq.) and Chapter 17.204 of the Lake Elsinore Municipal Code
( "LEMC ").
SECTION 2. That in accordance with State Planning and Zoning Laws and the
Lake Elsinore Municipal Code, the Planning Commission makes the following findings
for the approval of Specific Plan Amendment No. 2013 -01, Amendment No. 4 to the
Lake Elsinore Outlet Center Specific Plan:
1. The location and design of the proposed development shall be consistent
with the goals and policies of the City's General Plan and with any other
applicable plan or policies adopted by the City.

Specific Plan No. 2013 -01, Amendment No. 4 to the Lake Elsinore Outlet
Center Specific Plan Amendment meets the City's Specific Plan criteria for
content and required implementation of the General Plan established by
Section 65450 et se q. of the California Government Code and Section
17.204 of the City of Lake Elsinore Municipal Code. Accordingly, the
proposed Specific Plan Amendment No. 4 complies with the objectives of
the General Plan and the purpose of the planning district in which the site
is located.
2. The proposed location shall allow the development to be well- integrated
with or adequately buffered from its surroundings, whichever may be the
case.
The Project is appropriate to the site and surrounding developments in
that implementation of the Project will result in the demolition of two
buildings, address on -site circulation issues, update and add signage and
add site amenities such as outdoor "living rooms'; furnishings, water
features and fire places as well as associated improvements. The
amendment will result in a better design and advertising of stores and
greater visibility of the Outlet Center itself which benefits both the Outlet
Center and the City.
3. All vehicular traffic generated by the development, either in phased
increments or at full build -out, is to be accommodated safely and without
causing undue congestion upon adjoining streets.
The width and type of pavement needed to carry the type and quantity of
traffic generated that will result from implementation of Specific Plan
Amendment No. 2013 -01, Amendment No. 4 to the Lake Elsinore Outlet
Center Specific Plan has been reviewed and accounted for. The City has
conditioned the Project to be served by roads of adequate capacity and
design standards to provide reasonable access by car, truck, transit, and
bicycle.
4. The Specific Plan Amendment shall identify a methodology(s) to allow
land uses to be adequately serviced by existing or proposed public
facilities and services. In appropriate circumstances, and as provided
elsewhere by the Municipal Code, the City may require that suitable areas
be reserved for schools, parks and pedestrian ways; or public open
spaces shall be dedicated or reserved by private covenant for the
common use of residents, establishments or operations in the
development.

Specific Plan No. 2013 -01, Amendment No. 4 to the Lake Elsinore Outlet
Center Specific Plan identifies methodologies to allow land uses to be
adequately serviced by existing or proposed public facilities and services.
The Specific Plan Amendment No. 4 identifies necessary streets and
circulation to support the proposed land use allocations, as well as all
necessary wet and dry utilities for proper and adequate infrastructure
services. In addition, the amendment will result in a better design and
advertising of stores and greater visibility of the Outlet Center itself which
benefits both the Outlet Center and the City.
5. The overall design of Specific Plan Amendment No. 2013 -01, Amendment
No. 4 to the Lake Elsinore Outlet Center Specific Plan will produce an
attractive, efficient and stable development.
Specific Plan Amendment No. 2013 -01, Amendment No. 4 to the Lake
Elsinore Outlet Center Specific Plan has been designed in consideration
of the size and shape of the property, thereby, strengthening and
enhancing the immediate areas. The Project will complement the quality
of neighboring existing and future uses by creating visually - pleasing
development.
Specific Plan Amendment No. 2013 -01, Amendment No. 4 to the Lake
Elsinore Outlet Center Specific Plan will not be detrimental to the health,
safety, comfort or general welfare of the persons residing or working near
the Project or within the City, nor will it be injurious to property or
improvements in the project area or within the City. In addition, staff has
substantiated that all applicable City Departments and Agencies have
been afforded the opportunity for a thorough review of the Specific Plan
Amendment No. 4 and have incorporated all applicable comments and /or
conditions related to installation and maintenance of landscaping, street
dedications, regulations of points of vehicular ingress and egress and
control of potential nuisances, so as to eliminate any negative impacts to
the general health, safety, comfort, or general welfare of the surrounding
neighborhood or the City.
6. In accordance with the requirements of the California Environmental
Quality Act (CEQA), impacts have been reduced to a less than significant
level, or in the case where impacts remain, a statement of overriding
considerations must be adopted to justify the merits of project
implementation.

Environmental clearance and analysis for the proposed application is

Plan.
SECTION 4. This Ordinance shall take effect thirty (30) days after the date of its
final passage. The City Clerk shall certify as to adoption of this Ordinance and cause
this Ordinance to be published and posted in the manner required by law.

WHEREAS, Jeff Lochner, Athena Property Management, has filed an application

02 for the commercial retail development known as "The Lake Elsinore Outlet Center
Specific Plan ", which is generally located on the east side of Collier Avenue
approximately 600 linear -feet south of Nichols Road ( "Project "); and
WHEREAS, on June 18, 2013 at a duly noticed public hearing, the Planning
Commission considered evidence presented by the Community Development
Department and other interested parties with respect to this item and approved Uniform
Sign Program No. 2013 -02 by adopting Planning Commission Resolution No. 2013 -62
approving Uniform Sign Program No. 2013 -02; and
WHEREAS, on July 9, 2013 at a duly noticed public hearing, the City Council
considered evidence presented by the Community Development Department and other
interested parties with respect to this item
NOW THEREFORE, the City Council of the City of Lake Elsinore, California,
does hereby resolve as follows:
SECTION 1. The City Council has reviewed and analyzed Uniform Sign
Program 2013 -02 according to the standards and guidelines set forth in Lake Elsinore
Municipal Code Chapter 17.196 and the proposed Amendment No. 4 to the Lake
Elsinore Outlet Center Specific Plan.
SECTION 2. The City Council finds and determines that this project, as
conditioned, is consistent with the Lake Elsinore Municipal Code and the proposed
Amendment No. 4 to the Lake Elsinore Outlet Center Specific Plan. In addition,
environmental clearance and analysis for the proposed application is provided by Final
Environmental Impact Report (FEIR) for Lake Elsinore Outlet Center Specific Plan.
Said environmental document was prepared in accordance with the CEQA Guidelines
and was certified by the City Council in June, 1990, and does not conflict with the
findings and discussions contained in the FEIR. No further environmental clearance is
necessary.
SECTION 3. That in accordance with State Planning and Zoning law and the
City of Lake Elsinore Municipal Code, the City Council makes the following findings for
the approval of Uniform Sign Program No. 2013 -02:
1. The project, as approved, will comply with the goals and objectives of the General
Plan, and the Zoning District in which the project is located.

The Project complies with the goals and objectives of the General Plan and the Lake
Elsinore Outlet Center Specific Plan in that the approval of this Sign Program will
assist in achieving the development of a well - balanced and functional mix of
residential, commercial, industrial, open space, recreational and institutional land
uses, diversifying Lake Elsinore's economic base, in that the proposed signage will
enhance the quality of development in the immediate area.
2. The project complies with the design directives contained in Section 17.184.080 and
all other applicable provisions of the Municipal Code.
The Project is appropriate to the site and surrounding developments. The project
has been designed in consideration of the size and shape of the property, thereby
creating interest and varying vistas as a person moves along the streets. Further
the project as conditioned will complement the quality of existing development and
will create a visually pleasing, non - detractive relationship between the proposed and
existing projects in that the architectural design, color and material and site designs
proposed by the subject sign program evidence a concern for quality and originality,
in that the applicant has creatively included designs that will raise the standards
within the community for on -site signage.
3. The proposed project will not result in any significant adverse environmental
impacts.
Environmental clearance and analysis for the proposed application is provided by
Final Environmental Impact Report (FEIR) for Lake Elsinore Outlet Center Specific
Plan. Said environmental document was prepared in accordance with the CEQA
Guidelines and was approved by the City Council in June, 1990. The proposed

4. Conditions and safeguards pursuant to Section 17.184.070 of the Municipal Code,
including guarantees and evidence of compliance with conditions, have been
incorporated into the approval of the subject project to ensure development of the
property in accordance with the objectives of Chapter 17.184.
The Planning Commission and City Council have considered the Project at duly
noticed public meetings and find that, the Project complies with the purposes and
objectives of the General Plan, the Lake Elsinore Outlet Center Specific Plan and
the Municipal Code.
SECTION 4. Based upon all of the evidence presented, the above findings, and
the conditions of approval imposed upon the Uniform Sign Program, the City Council
hereby approves Uniform Sign Program No. 2013 -02.
SECTION 5. This Resolution shall take effect from and after the date of its
passage and adoption.

GENERAL
Specific Plan No. 2013 -01 is the fourth amendment to the Lake Elsinore Outlet Center
Specific Plan which proposes to demolish two buildings, address on -site circulation
issues, update and add signage and add site amenities such as outdoor living rooms,
furnishings, water features and fire places. Uniform Sign Program No. 2013 -02 for the
Lake Elsinore Outlet Center proposes to amend the signage guidelines and standards
to include the addition of a super graphics wall along the freeway side of the project as
well as add graphic panels and banners to existing buildings within the Outlet center.
The project site is generally located on the east side of Collier Avenue approximately
600 linear -feet south of Nichols Road. (APN's: 389 - 210 -063, 064 & 066).
2. The applicant shall defend (with counsel acceptable to the City), indemnify, and hold
harmless the City, its Officials, Officers, Employees, and Agents from any claim, action,
or proceeding against the City, its Officials, Officers, Employees or Agents to attach, set
aside, void, or annul an approval of the City, its advisory agencies, appeal boards, or
legislative body concerning the project attached hereto.

3. The Draft Lake Elsinore Outlet Center Specific Plan Amendment No. 4 shall be revised
to incorporate any corrections and changes required by the Planning Commission
and /or City Council. A Final Lake Elsinore Outlet Center Specific Plan Amendment No.
4 document shall be submitted for review and approval by the Community Development
Director or designee within 30 days of approval by the City Council. No permit shall be
issued until the Lake Elsinore Outlet Center Specific Plan Amendment No. 4 document
and any required revisions are administratively approved by the Community
Development Director or designee. The applicant shall provide the Community
Development Department — Planning Division with five bound (3 -ring binders) copies
and one PDF electronic version of the approved Final Lake Elsinore Outlet Center
Specific Plan Amendment No. 4 document within 14 days of the administrative approval
of the document.
4. Future development shall comply with those standards and guidelines of the Elements
contained in the Lake Elsinore Outlet Center Specific Plan Amendment No. 4 document.

to Chapter 17 — Zoning shall be utilized to address those issues, standards, guidelines,
etc. not addressed in the Lake Elsinore Outlet Center Specific Plan Amendment No. 4.
6. The applicant shall comply with all mitigation measures identified in the Mitigation
Monitoring Program for Lake Elsinore Outlet Center Final EIR.
7. At least 30 days prior to seeking a grading permit, the project applicant shall contact the
appropriate Native American Tribal Representative (Representative) to notify the
Representative of the initiation of the grading, excavation and the monitoring program, and
to coordinate with the City of Lake Elsinore and the Representative to develop a Cultural
Resources Treatment and Monitoring Agreement. The Agreement shall address the
responsibilities and participation of Native American Tribal monitors during grading,
excavation and ground disturbing activities; project grading and development scheduling;
terms of compensation; and treatment and final disposition of any cultural resources,
sacred sites and human remains discovered on the site.
*It is anticipated that the Pechanga Tribe will be the "appropriate" Tribe due to
prior and extensive coordination with the City in determining potentially
significant impacts and appropriate mitigation measures due to its demonstrated
cultural affiliation with the project area.
8. No buildings are approved with this project. All future building or buildings will be
subject to the City's development and environmental review process.
UNIFORM SIGN PROGRAM NO. 2013 -02
9. The decision of the Planning Commission shall be final fifteen (15) days from the date of
the decision, unless an appeal has been filed with the City Council pursuant to the
applicable provisions of the Lake Elsinore Municipal Code (LEMC).
10. Within 30 days of project approval, the applicant shall sign and complete an
"Acknowledgment of Conditions" and shall return the executed original to the
Community Development Department for inclusion in the case records.
11. No individual signs are approved as part of this Uniform Sign Program. The applicant or
designee shall submit an application for a sign permit, pay appropriate fees and receive
approval from the Community Development Department and any state or local
_governmental entity or department (including CalTrans) which exercises jurisdiction
over the sign, as applicable, for any sign installed at the project site. (As modified by
the Planning Commission at the June 18, 2013 meeting).
12. Within 30 days of project approval, the applicant shall submit three (3) bound copies

77. It is the responsibility of the recipient of these Fire Department conditions to forward
them to all interested parties. The permit number (as it is noted above) is required on

78. The following fire protection measures shall be provided in accordance with the Lake
Elsinore Municipal Code and /or recognized fire protection standards:
Super Fire Hydrants- Super fire hydrants (6" x 4" x 2 -2 1/2 "), shall be located
not less than 25 feet or more than 250 feet from any portion of the building as
measured along approved vehicular travel ways.
• Hydrant System- A combination of on -site and off -site super fire hydrant (s) (6" x
4" x 2" x 2. ") will be located not less than 25 feet or more than 250 feet from any
portion of the building as measured along approved vehicular travel ways. The
required fire flow shall be available from any adjacent hydrant (s) in the system
Average spacing between hydrants 210' and 350' maximum distance from any
point on the street or road frontage to hydrant.
• Automatic / Manual Gates- Gate (s) shall be automatic or manual operated,
minimum 20 feet width, with a setback of 35 feet from face of curb /flow line. Gate
access shall be equipped with a rapid entry system. Plans shall be submitted to
the Fire Department for approval prior to installation. Automatic /manual gate pins
shall be rated with shear pin force, not to exceed 30 foot pounds. Automatic
gates shall be equipped with emergency backup power. Gates activated by the
rapid entry system shall remain open until closed by the rapid entry system.

PRIOR TO BUILDING PERMIT ISSUANCE
79. Building plan check fee shall be made payable to The City of Lake Elsinore, and shall
be submitted to the Lake Elsinore Fire Protection Planning Division at the time building
plans are submitted.
80. Applicant and /or developer shall separately submit 2 sets of water system plans to the
Fire Department for review. Plans must be signed by a registered Civil Engineer and /or
water purveyor prior to Fire Department review and approval. Mylars will be signed by
the Fire Department after review and approval. Two (2) copies of the signed and
approved water plans shall be returned to the Fire Department before release of a
building permit.
PRIOR TO BUILDING FINAL INSPECTION
81. The applicant shall prepare and submit to the Fire Department for approval, a site plan
designating required fire lanes with appropriate lane painting and/ or signs. Fire lanes
path of travel shall no less than 24 feet in width and provide fire department vehicular
access to within 150 feet of all portions of all buildings. Appropriate turn - arounds or
circulation shall be approved by the fire department where the length of the fire lane
exceeds 150 feet.
82. Display Boards will be as follows: Each complex shall have an illuminated diagrammatic
representation of the actual layout which shows name of complex, all streets, building
designators, unit members, and fire hydrant locations within dimension and located next
to roadway access.
83. Portable fire extinguishers complying with Section 906 of the 2010 California Fire Code
with a minimum rating of 2A -10BC and signage shall be installed. Fire Extinguishers
located in public areas shall be in recessed cabinets mounted 48" (inches) to center
above floor level with maximum 4" projection from the wall. Contact Fire Dept. for proper
placement of equipment prior to installation.

Project Request/Location
The applicant is requesting approval of Amendment #4 to the Outlet Center Specific
Plan and a Uniform Sign Program for the Lake Elsinore Outlet Center. The project site
is generally located on the east side of Collier Avenue approximately 600 linear -feet

Environmental Setting
The site is bounded on the north by existing commercial businesses, the 1 -15 Freeway
to the east, vacant land to the south, and U.S. Army Corps of Engineers (ACOE)
Jurisdictional Waters to the west.
Background
Lake Elsinore Outlet Center Specific Plan was adopted in June of 1990. There were
three subsequent amendments to the plan which were approved and adopted.
Amendment No. 1 was approved in June of 1993 allowing an increase of the square
footage of Retail to the Center. Amendment No 2 was approved in August of 1994 for
Signage amendments. Amendment No. 3 further amended Signage Guidelines and
amended Land Use and was approved in September 2001.

Specific Plan No. 2013 -01 - Amendment No. 4 to the Lake Elsinore Outlet Center
Specific Plan
Specific Plan Amendment (SPA) No. 4 proposes to amend those Architectural and

Amendment No. 1 was approved in June of 1993 allowing an increase of the square
footage of Retail to the Center. Amendment No 2 was approved in August of 1994 for
Signage amendments. Amendment No. 3 further amended Signage Guidelines and
amended Land Use and was approved in September 2001.
Project Descriptions
Specific Plan No. 2013 -01 - Amendment No. 4 to the Lake Elsinore Outlet Center
Specific Plan
Specific Plan Amendment (SPA) No. 4 proposes to amend those Architectural and
Signage Guidelines and Standards contained in the Specific Plan so as to better
respond to the Outlet Center's design enhancements and improvements by simplifying
the sign guidelines and standards. The intent is to provide more flexibility in the
interpretation, and to ensure that the design, material and signs better compliment the

colors and materials found at the Outlet. The following describes the proposed changes
within the Specific Plan Amendment:
Revise the Land Use Development Guidelines of the approved Specific Plan with
amendments to Section 4 for:
a. The removal of two existing buildings and two partial existing buildings to
open up the center at each end for greater visibility into the Pedestrian
Concourse and Stores and, with the removal of two partial existing
buildings, allowing greater space between two sets of buildings creating
two additional areas for on -site dining opportunities and/or site "living
rooms" along with greater visibility into the Pedestrian Concourse itself,
b. The addition of a new building pad for a retail building in a current open
space /parking field to replace some of the retail square footage lost due to
the removal of existing buildings and two partial existing buildings and to
attract a single retail tenant,
c. The relocation of the curb cut on Collier Road for a new entry and egress
in close proximity to the new building pad location ( "New Pad Building ") for
circulation,
d. To revise the curbs and parking fields. The removal and addition of
buildings requires parking and curb adjustments to the overall site which
will create more interesting parking fields and pedestrian and vehicular
circulation. (Revised Section 4.1 and 4.2.)
2. To revise Architectural Design Guidelines Section 5.3. Amendments include
revisions for:
a. The updating of the look of the center with new style finishes, materials
and colors
b. The Design Guidelines for the New Pad Building
c. The additions of Site Amenities creating site "living rooms" allowing for
focal points, rest and shade places, and creating transition points to break
up the monotony of the Pedestrian Concourse.
3. To revise the Signage Guidelines and Standards of the approved Specific Plan
and its subsequent Amendments 1 through 3 with amended Signage Guidelines
and Standards (Revised Section 5.5). The amendments included are as follows:
a. Addition of Super Graphics along the Freeway for visibility enhancement
b. Addition of Graphic Panels at the Concourse Promenade (the interior
walkway of the Center) for advertising visibility and interest
c. Addition of Graphic Panels facing Collier Road for advertising visibility and
creating a refreshing "fagade"
d. Addition of Graphic Panels added to the Building Towers for advertising
visibility and interest

e. Addition of Graphic Banners throughout the Pedestrian Concourse,
Parking and Drive Entries for creating seasonal interest, advertising, way
finding
f. Design Standards and placement criteria are revised to update the
signage styles, lighting and placement of signs.
Uniform Sian Program No. 2013 -02
Entry Pylon Sign
The entry pylon signs will be constructed to a total height of twenty four feet (24') from
the finish grade. The pylon signs will identify the outlet title and six (6) tenant panels.
Two entry pylon signs are proposed along Collier Avenue at the north and south project
entries respectively.
Freeway Tower Sign
The Sign Program will allow for the redesign of the existing freeway tower structure and
associated tower mounted signage. The freeway tower structure is located in the central
portion of the project site. The freeway tower signage will include tenant name and
logo, graphic advertising as well as third party, seasonal and special events.
Internal Concourse Graphic Panels and Tenant Banners
The Sign Program includes internal graphic panels and tenant banners to identify
advertising of a tenant name and logo, products as well as third party, seasonal and
special events. The graphic panels will range in size from ten (10), twenty (20) and
thirty (30) feet wide up to ten (10), eighteen (18) and possibly twenty (20) feet in height.
The panels and banners are proposed internally throughout the mall.
Building Mounted and Pole Mounted Graphic Panels
These graphic panels may be mounted against building walls or cantilevered from the
walls and existing poles. These panels will face the parking lot and Collier Avenue.
The panels will range in size between ten (10) and twelve (12) feet by thirty (30) to thirty
six (36) feet.
Super Structure Freeway Graphic Panels & Signage
The purpose of the stand alone structure with graphics and signs is to give the Outlets a
new presence for passing freeway traffic. The content will include tenant name and
logo, product advertisement as well as third party, seasonal and special events. The
structure will include twenty five (25) graphic panel signs ranging in size with an
average of approximately twelve (12) by forty (40) feet. In addition, two (2) "V" shaped

billboards approximately twelve (12) by thirty six (36) feet in size spaced 500 feet apart
will be used for third party advertising. Proposed in the middle of the structure are
illuminated channel letters to read "Outlets at Lake Elsinore ". The letters in the word
"Outlet" are proposed to be eight (8) feet in height. Lastly, the structure itself is
proposed of metal poles and cables located approximately five (5) feet off of the back
(freeway side) of the outlet center buildings and will stand approximately sixty five (65)
feet in height (from finish grade) and stretch approximately 1000 feet in length.
ANALYSIS
Specific Plan Amendment No. 2013 -01 - Amendment No. 4 to the Lake Elsinore
Outlet Center Specific Plan
Staff has reviewed the SPA No. 4 document and has no major concerns regarding the
proposed building demolition as well as the amendments to the architectural and
signage guidelines and standards, if the Conditions of Approval are satisfied. SPA No.
4 will provide the applicant with more flexibility in regards to design and signs while still
giving the City final approval of all signs. The amendment will result in a better design
and advertising of stores and greater visibility of the Outlet Center itself which will
benefit both the Outlet Center and the City. .
Uniform Sign Program No. 2013 -02
The objective of the proposed sign program is to provide standards and specifications
regarding quality, composition, size and placement of signage in order to ensure
consistency throughout the Outlet Center. Moreover, the sign program would be used
by staff when reviewing sign permit applications for the proposed signage in the Lake
Elsinore Outlet Center. Finally, the Sign Program will assist the landlord and /or
Property Management Group in selection and approval of the proposed signage.
The proposed sign program is consistent with the goals and objectives of Chapter
17.196 of the Lake Elsinore Municipal Code in that it will avoid the indiscriminant and
substandard assembly, location, illumination, coloring and -size of signs and will
mandate proper maintenance within the Outlet Center. Additionally, the Sign Program
complies with Section 17.196.180.D of the Lake Elsinore Municipal Code, which
requires that; "Businesses in an integrated development shall comply with a uniform sign
program approved by the Planning Commission."
Staff is in general support of the proposed sign program with the exception of the length
of the proposed "super structure ". Staff feels that the freeway "super structure"
proposed at approximately 1,000 feet in length is too long and may create a wall -like
effect along Interstate 15. Staff's preference would be that the freeway signage be two
500 -foot structures with ample separation between each structure. Staff is proposing

Condition of Approval No. 15 to require the "super structure" freeway sign to consist of
two approximately 500 -foot structures.
Environmental Determination
Amendment No. 4 to the Lake Elsinore Outlet Center Specific Plan
Environmental clearance and analysis for the proposed application is provided by Final
Environmental Impact Report (FEIR) for Lake Elsinore Outlet Center Specific Plan.
Said environmental document was prepared in accordance with the CEQA Guidelines
and was certified by the City Council in June 1990. The proposed project is consistent
with Lake Elsinore Municipal Code (LEMC) and does not conflict with the findings and
discussions contained in the FEIR. No further environmental clearance is necessary.
It should also be noted that the Lake Elsinore Outlet Center Specific Plan for which the
project is located is an existing outlet retail mall. Since the project is an existing center
with existing structures no further action is necessary relating to the Multiple Species
Habitat Conservation Plan (MSHCP).
Recommendation
Staff recommends that the Planning Commission:
1. Adopt Resolution No. 2013- recommending to City Council approval of
Specific Plan No. 2013 -01 as the fourth amendment to the Lake Elsinore Specific
Plan which proposes to demolish two buildings, address on -site circulation
issues, update and add signage and add site amenities such as outdoor living
rooms, furnishings, water features and fire places as well as associated
improvements based on the Findings and Exhibits, and subject to the proposed
Conditions of Approval.
2. Adopt Resolution No. 2013- approving Uniform Sign Program No. 2013 -02
for the Lake Elsinore Outlet Center proposing to amend the signage guidelines
and standards to include the addition of a super graphics wall along the freeway
side of the project as well as add graphic panels and banners to existing
buildings within the Outlet center and associated improvements based on the
Findings and Exhibits, and subject to the proposed Conditions of Approval
