YATES CITY MANAGER DATE: JUNE 25, 2013 SUBJECT: CAPITAL IMPROVEMENT PROGRAM FOR FY 2013 -2014 THROUGH 2017 -2018 Recommendation Staff recommends that City Council adopt Resolution 2013 — � adopting the proposed 5 -year Capital Improvement Program for fiscal years 2013 -2014 through 2017 -2018. Total cost for FY 2013/14 is $6,736,940 from all revenue sources. Background By direction of the City Council, City staff updates and maintains a 5 -year Capital Improvement Program (CIP) in conjunction with the annual budget cycle. Included in the CIP are construction projects, facility improvements, and purchases. Utilizing input from Council, staff and the public, provided at the Budget Study session held on May 30, 2013; various projects were developed and proposed in this Cycle of the CIP. In compliance with Government Code 65401, the Planning Commission reviewed the City's program and found it in conformance with the City's General Plan. Projects are prioritized as: 1 — Current year completion 2 — 1 to 2 year completion 3 — 3 to 5 year completion Reclassification CIP Projects have been reclassified in to two types of projects, Construction and Non - Construction CIP type of projects. The Construction CIP are projects concerning major infrastructure or specific improvement projects. The Non - Construction CIP are major purchases by the City or recurring street improvements (i.e., annual slurry seal, traffic lights, IT /Computer implementations, etc.). AGENDA ITEM NO. 11 Page 1 of 16 2013 -2018 CIP June 25, 2013 Page 2 Discussion The proposed CIP budget includes some key elements which staff has focused on for FY 13/14 which are: - Underground project along Lakeshore Drive — Rule 20A SCE funded; - Collier Avenue Median improvements; - Summerhill Street Improvement; - Paving Elm St. Phase I — Design; - Slurry Street Improvements; - Hot Wurx Street Projects; and - Welcome to Lake Elsinore Monument Signs Fiscal Impact The Capital Improvement Program for Fiscal Year 2013/2014 includes improvements throughout the City. Funding sources include development fees from TIF and Area Drainage; grants including CDBG, Measure -A and Gas Tax; and assessment districts for specific project areas. Yates City Manager Attachment: City Council Resolution No. 2013-01 Planning Commission Resolution No. 2013 -051 2013 -2018 Capital Improvement Program Summary Page 2 of 16 RESOLUTION NO. 2013-031 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, ADOPTING THE CAPITAL IMPROVEMENT PROGRAM FOR FISCAL YEARS 2013 -14 THROUGH 2017 -2018 WHEREAS, the City of Lake Elsinore annually adopts and updates a long -range program of proposed capital improvement projects with single and multiple -year capital expenditures to guide the planning, scheduling and budgeting of capital improvement projects during the next five -year period; and WHEREAS, staff has prepared a proposed Capital Improvement Program ( "CIP ") for Fiscal Years 2013 -2014 through 2017 -2018 which includes appropriations for each capital improvement project presented in the budget, with some projects spanning multiple fiscal years; and WHEREAS, on May 30, 2013 the City Council held a study session on the proposed budget for Fiscal Years 2013 -2014; and WHEREAS, the May 30, 2013 study session included discussions about the 2013/2014 to 2018/2019 CIP; and WHEREAS, the proposed CIP for Fiscal Years 2013 -2014 through 2017 -2018 was submitted to the Lake Elsinore Planning Commission at its regularly scheduled public meeting of June 19, 2012; and WHEREAS, in accordance with Government Code Section 65401, the Lake Elsinore Planning Commission, by PC Resolution 2013 -057, made a finding that CIP for Fiscal Years 2013 -2014 through 2017 -2018 conforms to the Lake Elsinore General Plan; and WHEREAS, the Planning Commission has caused to be transmitted to the City Council a copy of its report and resolution finding that the CIP for Fiscal Years 2013- 2014 through 2017 -2018 conforms to the Lake Elsinore General Plan; and WHEREAS, the proposed CIP for Fiscal Years 2013 -2014 through 2017 -2018 was submitted to the City Council at a noticed public hearing on June 25, 2013, which date precedes the beginning of the Lake Elsinore 2013 -2014 fiscal year; and WHEREAS, the City Council considered testimony and evidence presented at the public hearing on June 25, 2013, and reviewed the proposed CIP for Fiscal Years 2013 -2014 through 2017 -2018 in light of all information presented. Page 3 of 16 City Council Resolution No. 2013 -031 Page 2 of 2 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. The City Council confirms and accepts the finding of the Lake Elsinore Planning Commission that the CIP for Fiscal Years 2013 -2014 through 2018- 2019 conforms to the Lake Elsinore General Plan. SECTION 2. The City Council finds that the CIP for Fiscal Years 2013 -2014 through 2017 -2018 demonstrates the efficient appropriation of public funds relating to the implementation of capital improvement projects anticipated to be undertaken throughout the City over the course of the ensuing five years. The City Council further finds that the CIP is a governmental fiscal activity which does not involve a commitment to a specific project that may result in potentially significant impacts on the environment and that the adoption of the CIP is not a "project" within the meaning of CEQA. Individual projects developed pursuant to the CIP will be subject to CEQA. SECTION 3. The CIP for Fiscal Years 2013 -2014 through 2017 -2018 is hereby approved and adopted. A copy of the CIP for Fiscal Years 2013 -2014 through 2018- 2019 hereby adopted and certified by the City Clerk, shall be filed with the City Manager or a designated representative, and a further copy so certified shall be placed and shall remain on file in the Office of the City Clerk where it shall be available for inspection. SECTION 4. This Resolution shall take effect from and after the date of its passage and adoption. BLOOM CITY CLERK Page 5 of 16 RESOLUTION NO. 2013-57 RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE, CALIFORNIA, FINDING THAT THE CAPITAL IMPROVEMENT PROGRAM CONFORMS TO THE LAKE ELSINORE GENERAL PLAN WHEREAS, the City Council of the City of Lake Elsinore ( "City') has directed Staff to assemble a five (5) year program of capital improvement projects to be used as a guideline for construction of City facilities and infrastructure; and WHEREAS, this program of projects is collectively called the Capital Improvement Program; and WHEREAS, the list of construction projects and improvements either enhances existing facilities or provides for new facilities in accordance with the guidelines and requirements contained in the Lake Elsinore General Plan; and WHEREAS, Staff has reviewed all projects both funded and unfunded and finds them to be consistent with the guidelines set forth in the Lake Elsinore General Plan; and WHEREAS, pursuant to California Government Code Section 65401, the Planning Commission, as a recommending body, must make a finding that proposed capital projects conform with the Lake Elsinore General Plan; and WHEREAS, the Planning Commission shall submit a report to the City Council regarding the capital projects conformity with the general plan in accordance with California Government Code Section 65401; and WHEREAS, the Planning Commission has considered evidence presented by the Public Works Department, the Community Development Department and other interested parties at a public meeting held on June 4, 2013. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF LAKE ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. The Planning Commission has considered the capital improvement projects and has determined that the Capital Improvement Program conforms to the Lake Elsinore General Plan based upon the following findings: 1. The Capital Improvement Program is consistent with the policies and restrictions of the City's Parks and Recreation Department and is consistent with the General Plan's Land Use and Circulation Elements. 2. The Capital Improvement Program includes various projects which will add park space within the City's jurisdiction thereby enhancing quality of life in an urban Page 7 of 16 PLANNING COMMISSION RESOLUTION NO. 2013-57 PAGE 2OF3 community through the creation and preservation of new parkland in accordance with the Parks and Recreation Department policies set forth in the General Plan. In addition, the Capital Improvement Program facilitates upgrades and improvements to existing parks and related amenities throughout the City. 3. One of the stated purposes of the Land Use Element is to "enhance the quality of life for the residents of Lake Elsinore ". The element encourages future urbanization while preserving the environmental characteristics of the City. The proposed capital improvement projects integrate and reflect these objectives as demonstrated by the Palm Street Preservation Project, the preservation of existing historic street lights and incorporating them into the streetscape, and fire station and community center construction. The implementation of these facilities adds to the enhancement of the community. 4. The proposed roadway improvements are consistent with the Circulation Element because they contribute to a balanced circulation system that supports the travel demands of the land uses by increasing circulation capacity, streamlining the flow of traffic through signalization, and improving travel quality through the installation of asphalt overlay.
