DISCUSSION ITEMS No presentations. PUBLIC COMMENTS No comments. CONSENT CALENDAR (2) Approval of Minutes No comments. (3) Warrant List Dated November 29. 2007 Mayor Pro Tem Hickman inquired about Check Nos. 93140 and 93254. Administrative Services Director Pressey responded to his inquires. (4) Pine Street Realiqnment and Pavinq - Notice of Completion No comments. (5) Landscape Plan Check and Inspection Services, Selection of Consultant for Remainder of 2007-2008 Fiscal Year Mayor Pro Tem Hickman inquired if the City has ever done any business with this company. Community Development Director Preisendanz responded this was the first time the City has contracted with this company. Mayor Magee inquired if Kobata & Associates applied for the services. Community Development Director Preisendanz replied they did not respond to the RFQ. (8) Resolution of Intention to Establish Communitv Facilities District No. 2007-6 (Holidav Inn Express) Mayor Pro Tem Hickman inquired how much money were they looking for on the CFD. Administrative Services Director Pressey responded the amount was a flat $5,000 per year that will go toward the CFD that the residents pay into which is 98-01 which was approved over a year ago. PUBLIC HEARINGS (9) Commercial Desiqn Review No. 2007-08. and a Subsequent Mitiqated Neqative Declaration for Mitiqated Neqative Declaration No. 2005-06 for Lake Elsinore Tovota 2 City Manager Brady stated Toyota expressed a concern with the length of time of the approval of the design period which is good for one year. He stated he has asked the City Attorney to return with an ordinance amending the time period to two years for ail design review projects which will apply to Toyota. Community Development Director Preisendanz stated Toyota has agreed with adding two conditions of approval which are as follows: 1) The appiicant shall provide vine pockets and shall plant wall climbing vines to grow along the "residential" side of the masonry wall along Avenue 12; and 2) The light standards located along Avenue 12 shall be set on a separate timer and shall be programmed to the approval of the Director of Community Development. (10) Extension of Time for Tentative Tract Map No. 32786 No comments. (11) Residential Desiqn Review 2007-13, for Facade Improvements to an Existinq Apartment Buildinq Located at 16465 Jov Street (APN 379-132-009) No comments. BUSINESS ITEMS (12) Second Readina - No comments. (13) 2008/09 CDBG Fundinq Parks and Recreation Director Gonzales presented the staff report. He stated the City is requesting $250,000 allocation of CDBG Funds for the following: City projects: Lake Community Center ($57,500); Machado Park Restroom ($80,000); Code Enforcement Structures Abatement ($50,000); Nuisance Abatement $25,000) and for Public Service Programs: The Boys and Girls Club ($18,750) and H.O.P.E.($18,750). Mayor Magee requested an explanation on the $10,000 minimum request and also inquired if the City will have the ability to administrate the program once Lake Elsinore reaches the population of 50,000. Parks and Recreation Director Gonzales confirmed that once the City of Lake Elsinore reaches the population of 50,000, the City becomes entitled and will be able to apply for that process. He also responded that one of the County's requirements this year was to allocate a minimum of $10,000 grants to various organizations. 3 Leticia Plummer, representative from the Assistance League of Temecula Valley, provided a summary of what their organization provides for needy children in the area, and requested City Council to reconsider their organization for grant monies. Rhonda Guaderrama, Director of Operations for the Boys and Girls Clubs of Southwest County, requested Council support though grant funds for the services they provide for before and after school programs; sports programs; summer and winter camps; and transportation to and from local schools for more than 1,000 Lake Elsinore youth. Ron Hewison, Executive Oirector of the HOPE Program, provided statistics of HOPE's growth and the distribution of ineals to citizens of Lake Elsinore, now and in the future. He also outlined those individuals that HOPE is helping. He requested City Council consider the poverty rates in Lake Elsinore. (14) Annual Financial Reports for the Fiscal Year Endinq June 30. 2007 No comments. (15) Web Site Replacement Proiect: Authorization to Finalize Scope of Work and Professional Services Aqreement with Vision Internet of Santa Monica, CA Mayor Magee inquired when the new web site will be operational. IT Supervisor Soto replied in about 4-5 month, late spring. (16) Joint Discussion - Resolution Authorizinp the Refundinq of Bonds for Communitv Facilities District No. 88-3 (West Lake Eisinore Public Improvements) City Treasurer Weber inquired if these bonds had already been refunded. Mr. Don Hunt, representative from Rod Gunn & Associates, stated under Federal tax law, there are two types of refunding bonds that can be issued. Every tax exempt bond issued is entitled to one advanced refunding. Advance refunding means that the old bonds remain outstanding for more than 90 days after the new bonds are issued. He indicated the Treasury does not want to have multiple bond issues for the same purpose outstanding at the same time. He stated if the bond is outstanding for more than 90 days, it does not meet the Treasury's criteria. However, there is no limit to the current refundings that one can have on a bond issue, which means if the old bonds are paid off within 90 days and the new bonds are issued within that period, you can have multiple current fundings where you have cost savings. 4 (17) Request for Support to Desiqnate Old Route US 395 as a Historic Route Mayor Magee indicated he had received a letter of support from the Riverside County Historical Commissioner. He noted he had received verbal support from the president of the Lake Elsinore Historical Society. (18) Re-Orpanization of the Citv Council No comments. PUBLIC COMMENTS - NON-AGENDIZED ITEMS - 3 MINUTES Mike Bertetto, resident of Lake Elsinore, submitted a letter to City Council regarding the City's Building DepartmenYs disrespect for the limitations imposed. He requested a meeting with the Mayor, City Manager, Chief of Police, Community Development Director, Building Inspectors and City Attorney to discuss his issues.
