CALL TO ORDER
Mayor Magee called the Joint Study Session to order at 4:00 p.m.

Also present were: City Manager Brady, Deputy City Attorney Mann, City Treasurer
Weber, Administrative Services Director Pressey, Community Development Director
Preisendanz, Community Services Director Gonzales, Information/Communications
Manager Dennis, Public Works Director Seumalo, Planning Manager Weiner and City
Cierk Munson.
DISCUSSION ITEMS
Mayor Magee gave an overview of the presentations and confirmed that the awardees
would be present at the 7:00 p.m. meeting.

CONSENT CALENDAR
(3) Minutes - Various Meetinas

(4) Warrant List Dated October 31, 2007
Mayor Magee and Mayor Pro Tem Hickman requested clarification of various
checks issued on the warrant list.
Administrative Services Director Pressey clarified the items.
(5) Investment Reports for Julv, Auqust and September
No comments.
(6) Selection of Vendor for Recodification/Republication and Leqal Review of the
Lake Elsinore Municipal Code
Mayor Pro Tem Hickman inquired the last time the Municipal Code was
recodified.
City Clerk Munson responded the last time the Municipal Code was recodified
was in 1985.

Levv of a Special Tax within Annexation Area No. 24 (River's Edqe)
Mayor Magee inquired if this was the last annexation that will be done for 2003-1.
Administrative Services Director Pressey confirmed.
(8) Resolution of Intention to Annex Propertv into Communitv Facilities District No

(9) Franklin Street Rehabilitation and Storm Drain Improvements - Professional
Survev Services Contract Award
Mayor Pro Tem Hickman inquired about the work being done on Franklin. He
also inquired when the paving would begin.
Public Works Director Seumalo responded there was storm drain installation
being done related to this project. He indicated they were preparing the streets
for paving and all of the storm drain installation should begin in within a week or
two.
Mayor Magee inquired about the estimated completion date.

Public Works Director Seumalo responded the estimated completion date is
around mid-February; however, he feels the project is ahead of schedule but is
holding to mid-February.
(10) Railroad Canvon Road/I-15 Interchanqe Update
Leonard Leichnitz, LUMOS Communities, inquired about a statement made in
the staff report related to the traffic report "their backlog" and inquired who had
the backlog. He also inquired if the City had a policy with respect to development
applications in areas that could potentially be subject to right-of-ways.
Public Works Director Seumalo responded the traffic section of Cai-Trans is
backlogged whereby holding up the Cal-Trans evaluation the City is waiting on.
He stated the City will be meeting with Cal-Trans on November 26th and
completion of the traffic evaluation would be in January.
Mayor Magee aiso responded that area is not designated under the General Plan
as a roadway. He stated if a development application were to be submitted, then
the City would have an obligation to review and make a determination.
Mayor Pro Tem Hickman inquired about making Franklin Street an exit.
Public Works Director Seumalo responded that was part of this Cal-Trans
evaluation.
Mayor Magee indicated Assemblymembers Jeffries and Benoit will be at an EDC
Luncheon and indicated a good question to pose to the Assembiymembers
would be how the City would get Cal-Trans to perForm in a timelier manner.
(11) Purchase of PC Tablets for Code Enforcement Public Works and Geoqraphic
Information Technoloqv
Mayor Pro Tem Hickman inquired why these tablets are so expensive
information/Communications Director Dennis responded a tablet is a very
different device from a lab top where the screen is the input device, the screen is
made to be viewable upon all lighting conditions and is ruggedized. He noted
the tablets also have global positioning software and hardware.
Mayor Magee inquired about the life span of the tablets.
Information/Communications Director Dennis responded staff feels these new
generation tabiets will last longer than three years than the last one's lasted due
to better upgrades.

City Treasurer Weber inquired if staff researched other vendors for these tablets.
Information/Communications Director Dennis confirmed they had.

(15) Award Bid for Purchase and installation of Plavaround Eauipment and Authorize
the Citv Manaqer to Siqn the Aareement
Mayor Pro Tem Hickman inquired about the matching grant.
Parks and Recreation Director Gonzales confirmed the matching grant is 45%,
which provided a total grant savings of $75,314. He noted it is an offer the City
could not pass up.

Administrative Services Director Pressey confirmed.
(17) Annexation No. 82 - General Plan Amendment No. 2007-05 and Zone Chanqe
No. 2007-05 - Runninq Dear Annexation
Mayor Magee inquired if any letters of support or opposition have been received.
Community Development Director responded there was one letter received
regarding the density concerns in relation to down zoning.

(20) Partnership with the Lake Elsinore Unified School District to Construct a
Gvmnasium at Terra Cotta Middle School
City Treasurer Weber inquired if the School District approached the County of
Riverside about participating in the funding for this project.
Greg Bowers, representing the Lake Elsinore Schooi District, responded the
County was not interested in this project because of the location of the actuai
proposal.
City Treasurer Weber inquired what the School District would do if they do not get
this money. He expressed his concerns regarding the $750,000 the City is being
asked for by the School District.
Greg Bowers indicated about a year ago, the School District had conversations
with the City and submitted a joint application contingent upon City Council
approval. He stated the School District appreciates the City considering this item
and if it does not move forward then the gymnasium is not built.
Mr. Bowers explained how the gymnasium would be utilized by the City and
what the joint use facilities agreement encompasses and how it would make the
gymnasium available for City run programs.
(21) Formation of an Ad Hoc Committee with the Lake Elsinore School District and the
Selection of Committee Members
Mayor Magee indicated Mayor Pro Tem Hickman expressed desire to serve on
this committee.
Councilmember Kelley also expressed her desire to serve on this Ad Hoc
Committee.

BUSINESS ITEMS
(6) Consider Acauisition of Downtown Propertv
Mayor Magee inquired if the $8,000 estimated cost was per parcel or the total
price. He also inquired from which account the appraisals would be paid from.
Administrative Services Director Pressey confirmed $8,000 was the total price.
He noted the average price per parcei was $200. He also indicated the
appraisals would be paid from the Redevelopment Project Area 1.
