CALL TO ORDER
Mayor Brinley called the Joint Study Session to order at 4:06 p.m.

Also present were: City Manager Watenpaugh, Assistant City Manager
Best, City Attorney Leibold, Administrative Services Director Boone,
Community Development Director Brady, Community Services Director
Sapp, Information/Communications Manager Dennis, Public Works
Manager Payne and Deputy City Clerk Paredes.
DISCUSSION ITEMS (F:44.1)
Councilman Buckley addressed the Warrant List. Administrative Services
Director Boone clarified all check numbers referenced. Councilman
Hickman also addressed the Warrant List, and Administrative Services
Director Boone provided further clarification.
City Manager Watenpaugh addressed Item No. 32, Traffic Signal
Maintenance - County of Riverside. He indicated that after extensive
review by staff, it was recommended that Council void the existing contract
and allow a new agreement with the County of Riverside.

Councilman Hickman addressed the traffic signal on the corner of Collier
Ave. and Hwy. 74 noting that it "didn't look righY'. Community
Development Director Brady noted that prior to activation of a new signal
the heads were turned and upon activation, the heads would be turned to face
the proper direction. There was discussion on the work done to the roadway
in that area.
Councilwoman Kelley addressed item No. 33, Ordinance No. 1091. City
Manager Watenpaugh provided an overview of the item, noting that staff
was working on a revised citation program. He indicated that a Resolution
would be presented to Council in two weeks covering the citation fees.
Councilwoman Kelley clarified the use of signs and publicity to notify the
community of the potential changes in the policy. Community Development
Director Brady indicated that a citation would be issued without a warning.
City Manager Watenpaugh indicated that it would give staff the opportunity
to be more productive and noted that an additional Code Enforcement
Officer who was familiar with the area would be joining the staff.
Councilman Hickman questioned if Code Enforcement could report
potholes. Community Development Director Brady confirmed and noted
that any staff inember who noticed a pothole was encouraged to report it.
There was discussion of the accessibility of Code Enforcement Officers on
the weekends.
City Manager Watenpaugh addressed Item No. 34, Consideration of WIN.
He provided an overview of the program and noted that it would be
discussed with a representative at the Regular City Council Meeting.
City Manager Watenpaugh addressed Item No. 35, Mayor's Task Force on
the Homeless, and noted that it was at the Mayor's request and supported by
Council. He gave an explanation of staff's recommendation for
appointments to the task force. He stated that an inventory was in process to
count the number of homeless in the County and the services they needed.
He commented that City residents only were approved for appointment to
the Task Force. Councilwoman Kelley requested a copy of the question the

County used in their survey. There was discussion on the method used by
the County far the inventory to be done in three days. There was discussion
on the rights of the County regarding the City Land Use Regulations and
their status as exempt. Councilwoman Kelley requested clarification of the
services provided at the site. City Manager Watenpaugh stated that it was
being evaluated. Councilman Schiffner noted that he would support the
homeless in the City. Mayor Brinley addressed the funding and
maintenance of the site. There was discussion on the possibility of another
site location out of the area.
Councilwoman Kelley addressed State regulations regarding the homeless
and the issue of liability. City Attorney Leibold confirmed that there were
regulations in place at the State level for homeless shelters, however since it
was not a project through the City, and she was not familiar. There was
discussion on Building Codes and Health & Safety Codes; and the potential
violations at the site. City Manager Watenpaugh noted that the State had
jurisdiction of the site, the City did not. There was further discussion on the
condition and location of the campground site. Councilman Hickman
clarified the number of appointments to the Task Force. Mayor Brinley
provided an overview of the potential appointees and a brief description of
their professional responsibilities. There was discussion on the method of
appointment and the issues to be addressed. There was further discussion on
the homeless to be served by the City homeless shelter and where they came
from. City Attorney Leibold addressed the issue of residency requirements.
Councilman Hickman addressed the issue of location of the homeless
shelter. There was further discussion on the location of the facility.
Mayor Brinley addressed Item Na 36, Regional TUMF. She noted the
problems the County was having with the Farm Bureau and indicated that
Mr. Bill Kipp would be at the Regular Council Meeting to answer questions.
City Manager Watenpaugh provided a brief history of the Regional TUMF.
He suggested that Council direct a study session to further discuss the issues
and to give staff to time gather additional information in order to provide for
accurate answers. He provided a brief overview of the issues that could be
addressed. There was discussion on the various issues that had not been
clarified by the agencies. City Attorney Leibold indicated that due to notice

requirements to adopt an ordinance like the TUMF the issues would be
presented to Council prior to the April 8, 2003 Council Meeting. City
Manager Watenpaugh explained that the TUMF and MSHCP needed to
clarify remaining issues staff was unable to explain. There was discussion
on the TUMF implementation plan, the administrative plan and the
possibility of a penalty incurred for the City choosing not to participate in
the TUMF.
Councilwoman Kelley addressed the issue of litigation. Councilman
Buckley noted that WRCOG would defend any TUMF related lawsuit. City
Attorney Leibold noted that the administrative part of the TUMF needed
clarification. City Manager Watenpaugh suggested a study session to further
discuss the issues. He clarified that adopting the TUMF and MSHCP would
guarantee Measure A funds.
