Mayor Magee called the meeting to order at 5:02 p.m.

CITY COUNCIL CLOSED SESSION
(1A) CONFERENCE WITH LEGAL COUNSEL -- ANTICIPATED LITIGATION
Significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of
Section 54956.9: (1 potential case)
Assistant City Attorney Mann announced that the City Council would be meeting in Closed
Session to discuss Agenda Item No. (1A).
The City Council recessed to Closed Session at 5:02 p.m.

Mayor Magee called the meeting back to order at 7:00 p.m.

Director of Administrative Services Riley, Community Development Director Taylor, Public
Works Director Seumalo, Lakes, Parks and Recreation Director Kilroy, Parks and
Recreation Manager Davis, Police Chief Kennedy- Smith, and Deputy City Clerk Gutierrez.
CLOSED SESSION REPORT
Assistant City Attorney Mann announced that the City Council met in Closed Session to
discuss Agenda Item No. (1A) and that there was no reportable action.
PRESENTATIONS / CEREMONIALS
Certificates of Recognition of the Lake Elsinore Queens
Presentation by the Center Against Sexual Assault and Rape Crisis Center
Mayor Magee presented the Certificates of Recognition to the outgoing 2012 Lake Elsinore
Queens and presented ceremonial 125th Annual City Pins to the incoming 2013 Lake
Elsinore Queens.
Vance White, from the Center Against Sexual Assault (CASA), provided City Council with
an overview of the services that CASA provides to persons who have been sexually
assaulted. They also offer educational programs to Elementary, Junior High and High
Schools and local senior centers.
Larry McAdara, from the Riverside Area Rape Crisis Center, informed that they represent
all the Western Riverside County, with the exception of Hemet and San Jacinto, and
provided an overview of the services they provide to City Council. Their organization
focuses on educating in a positive and non - frightening manner.
PUBLIC COMMENTS — NON- AGENDIZED ITEMS — 1 MINUTE
Benson Goldstein expressed his concerns regarding the cleanliness of the walking path
located on the south side of the Diamond Stadium. He also stated that he has observed
people walking their dogs without leashes or plastic bags for cleanup.

Terry Thielen stated that he is an owner of property on Lakeshore Drive and asked for
clarification whether or not building is allowed on Lakeshore Drive west of Chaney Street.
He also reported storage bins on Lakeshore Drive.
Harvey Ryan introduced Mariana Fontana who is from Italy and has lived with his family for
the past 11 months and would be leaving to return to Italy the following day. Miss Fontana
thanked the City Council and the Lake Elsinore School Board for the opportunity she
experienced this past year.
CONSENT CALENDAR
(2) Approval of Minutes
Recommendation: It is recommended that the City Council approve the Minutes of
the Regular City Council Meeting of May 28, 2013.
(3) Warrant List dated May 30 2013
Recommendation: Receive and file Warrant list dated May 30, 2013.
(4) Resection of Claim
Recommendation: It is recommended that the City Council direct the City Clerk to
notify claimant Terry Thielen that his claim submitted to the City Clerk's Office on
May 15, 2013 is rejected.
(5) Proclamation Suspending Burning Permits and Other Uses of Open Fire
Recommendation: It is recommended that the City Council approve the proclamation
suspending burning permits and other uses of open fire within the City of Lake
Elsinore.
(6) Award of Contract for Engineering Plan Check Services
Recommendation: It is recommended that the City Council approve the agreements
with Willdan Engineering, Sustainable Civil Engineering Solutions, and Bureau
Veritas North America, Inc., to provide engineering plan checking services, and
authorize the City Manager to execute the contracts.
(7) CR &R Annual Consumer Price Index Increase
Recommendation: It is recommended that the City Council receive and file this
report as the proposed rate increase falls within the allowable amount of the
approved contract.
Motion by Council Member Hickman, seconded by Council Member Manos, to approve the
Consent Calendar; passed by unanimous vote.

(8) Presentation by CAL FIRE on Building a Disaster Kit on a Budget for Emergency
Preparedness
Recommendation: It is recommended that the City Council receive and file this
report.
Zuzzette Bricker of CAL FIRE provided an overview presentation on how to prepare an
inexpensive disaster kit.

CITY COUNCIL COMMENTS
Council Member Manos announced the Clean Extreme event to be held on Saturday, June
15, at 7:30 a.m., at the Sears Plaza and invited the public to participate.
Council Member Hickman informed that the Sears Plaza is near the Lakeside High School
and wished all Fathers a "Happy Father's Day!"
Mayor Magee announced that he will be attending the Clean Extreme event. He announced
that he received notification from South Coast Air Quality Management District (AQMD)
regarding their proposed Rule 444 which is looking to ban fire pits on beaches. Mayor
Magee asked for Council's support to write a letter in opposition of the regulation. With the
concurrence of Council, Mayor Magee directed staff to draft a letter to the AQMD and copy
the City's Governing Board Member Ben Benoit and invite Mr. Benoit to visit and tour the
beaches at the lake.
