DISCUSSION ITEMS Mayor Magee gave an overview of the presentations and confirmed that the awardees would be present at the 7:00 p.m. meeting. PUBLIC COMMENTS There were no public comments. CONSENT CALENDAR Warrant List - Julv 16, 2007 Mayor Pro Tem Hickman requested clarification of various checks issued on the warrant list. Staff clarified the items. 2. Warrant List - Julv 31 2007 Mayor Pro Tem Hickman requested clarification of various checks issued on the warrant list. Staff clarified the items. 3. Resolution revisinq and confirminq F/Y 2007-08 special taxes for• CFD No 2006- 10 (Riverlake Villasl Mayor Pro Tem Hickman inquired if the same would be done for other developers. Administrative Services Director Pressey noted the developer indicated that the fees would be too high. He stated the fees were evaluated and reduced. 4. Notice of Completion for Storm Drain Improvements alona Chanev Street between Flint Street and Alberhill Creek No comments. 5. Notice of Completion for Lincoln Street Park Councilmember Kelley commented she had been approached by numerous people thanking her for the park. Mayor Pro Tem Hickman thanked City staff for doing a nice job. 6. Notice of Completion for Interim Improvements at I-15/Railroad Canyon Road Interchanqe Mayor Pro Tem Hickman inquired if the stripping would be able to be changed. Public Works Director Seumalo indicated staff approached Caitrans with a revised stripping plan. He noted Caltrans had some minor changes. 7. Notice of Completion for Siqnal and Intersection Improvements at Grand Avenue and Ortepa Hiqhwav (SR -74) No comments. 8. Final Map No. 30494-8 - B.V. Enqineerinq No comments. 9. Grant of Easement for the installation of Elsinore Vallev Municipal Water District Facilities Mayor Pro Tem Hickman inquired if EVMWD would be crossing the outflow channel. Mayor Magee confirmed. He inquired if in Environmental Review Process, EVMWD's environmental document could include the topic of dredging. Public Works Director Seumalo responded it was his belief that the Environmental Document was completed. He noted he would speak to EVMWD's staff regarding the matter. 11. Extra work chanqes for enqineerina desiqn services for boat launch facilitv rehabilitation proiect City Treasurer Weber commented on the fill dirt to be used by the developer and inquired if the developer was going through a study to see how much the dirt was worth. Lake & Aquatic Resources Director Kilroy indicated there was approximately 1.2 million cubic yards of dirt identified on the property in the back basin. He noted the boat launch needs an estimated 150,000 cubic yards of fill material. City Treasurer Weber indicated 150,000 cubic yards of dirt was worth $1 million Mayor Pro Tem Hickman inquired if the original project cost was $5 million. Lake & Aquatic Resources Director Kilroy responded the engineer's estimate for the original project was $5.2 miilion. He stated nine months later, after completing 50% of the plans and specs submittal, the estimated project cost was revised upwards of $3 million. Lake & Aquatic Resources Director Kilroy commented on a meeting he had with the California Department of Boating and Waterways in July 2006. 12. Request for waiver to sell alcohol - Concerts in the Park No comments. 13. Contract extension - Parks Maintenance Mayor Pro Tem Hickman requested further clarification on the item. Mayor Magee indicated the item was an extension of time while the bid process was on-going. City Manager Brady stated Greenscape Landscape had agreed to extend the Parks Maintenance Contract to October 315t 14. Authorization for Citv Manaqer to enter into Contract with Temoleton Plannina Group to prepare CEQA compliance documents for the residential develoqment project known as "Classic Pacific Courtvard Estates" Mayor Magee inquired if the residents of the Butterfield Viilage were notified. Community Development Director Preisendanz indicated they were not notified. Mayor Magee commented he had met with the project proponent and several residents regarding their concerns. He noted both himself and the applicant had promised to give the residents notices of each and every hearing with respect to the item. Mayor Magee suggested pulling the item in order to allow the applicant and staff to work on notifying the residents of Butterfield Village. 15. Amendment No. 1 to Lake Elsinore Comprehensive Water Manaqement Aqreement Mayor Pro Tem Hickman inquired if the City was still covered in reference to the LEAPS project. City Attorney Leibold confirmed. 16. New copier lease with Innovative Document Solutions for Citvwide usaqe No comments. PUBLIC HEARING 21. Annexation No. 79; General Plan Amendment No 2007-01 • Pre-Annexation Zone Chanae No. 2007-01: Ramsqate Specific Plan No 89-7 Sixth Revision (SPA6): Tentative Tract Map No 32537~ Tentative Tract Map No 35422 and Mitiqated Nepative Declaration No 2007-01 Kristine Zortman, Shopoff Group, indicated she really appreciated staff's cooperation with the project. She noted her company was excited to bring the project forward to Council for approval. 4 APPEALS 22. Consideration of an Appeal of the Planninq Commission decision to denv Uniform Siqn Proqram No. 2007-06 for the Alesco Development known as "Skvpark Automotive Center" Mayor Magee stated his concern was that the applicant lead him to believe that staffs issue was with respect to height. He noted that was not the case. He indicated the issue was the "menu" that the applicant proposed. He noted his concern was in regard to the 14 temporary signs that currently appear on the property. He commented he was in favor of one sign. BUSINESS ITEMS 31. Tobacco Retail Licensinq Zoninq Ordinance City Manager Brady indicated Department of Public Health Representative Robert Peterson was available for questions. Robert Peterson, Department of Public Health, commented on a decoy-sting operation that was conducted in the City the night before. He noted Lake Elsinore came in at 30%, which meant that a little under 1/3 of the City's merchants were selling to underage kids. He indicated there was no net cost to the City. Mayor Magee inquired if the list of violators from the decoy-sting operation could be made available to the City's Police Chief. Mr. Peterson confirmed. Mayor Pro Tem Hickman inquired if warnings would be given or if it was a zero- tolerance policy. Mr. Peterson indicated there would be no warnings. 32. Commercial Desian Review No. 2006-17 - DPSS Administration Office Buildinq Mayor Magee inquired if the project met the City's new upgraded landscaping requirements. Community Development Director Preisendanz confirmed. 33. Residential Desiqn Review No. 2005-04 - Delco Haqan No comments. REDEVELOPMENT AGENCY CONSENT CALENDAR 1.
