HomeMy WebLinkAbout07-10-2007 SSMINUTES JOINT CITY COUNCIL/REDEVELOPMENT AGENCY STUDY SESSION CITY OF LAKE ELSINORE 183 NORTH MAIN STREET LAKE ELSINORE, CALIFORNIA TUESDAY, JULY 10, 2007 *,~.:.***«****:~~~.~.~*~«*«******~.~~*««****~.~.~~****..::~~*~****.~..~~.*******~~~~*****~~*~*«««***.~~~*,~ CALL TO ORDER Mayor Magee called the Joint Study Session to order at 4:00 p.m. ROLL CALL PRESENT: MAYOR MAGEE MAYOR PRO TEM HICKMAN COUNCILMEMBER SCHIFFNER ABSENT: COUNCILMEMBERBUCKLEY COUNCILMEMBER KELLEY Also present were: City Manager Brady, Assistant City Attorney Mann, Administrative Services Director Pressey, City Treasurer Weber, Community Development Director Preisendanz, Lake and Aquatic Resources Director Kilroy, Information/Communications Manager Dennis, Planning Manager Weiner and Administrative Specialist Dana Porche. DISCUSSION ITEMS Mayor Magee gave an overview of the presentations and confirmed that the awardees would be present at the 7:00 p.m. meeting. PUBLIC COMMENTS - NON-AGENDIZED ITEMS (1 MINUTE No comments. CONSENT CALENDAR Investment Report - Mav 2007 No comments. 2. Claims aaainst the Citv - Douqlas Rosenbera and SITL Investment LLC Mayor Pro Tem Hickman inquired what was going on at Pine Street and Skyline Drive. Mayor Magee stated there was a claim against the City by an individual stating that the City had paved over his property and he was now asking for monetary damages. Public Works Director Seumalo stated an investigation was being conducted. Assistant City Attorney Mann stated he would follow up with the matter. PUBLIC HEARING 21. Resolutions orderinp Apportionments Approvinq Preliminarv Amended Assessments. Orderina Hearinq and Directina Actions with Resqect to Northwest Sewer Assessment District No. 86-1, Series 1999 and Assessment District No 93-1 (Canvon Hillsl Mayor Pro Tem Hickman expressed a concern regarding paving over residents land. He inquired if new areas were being made. Administrative Services Director Pressey stated that parcels were being split into multiple parcels. He indicated that according to the assessment district law, they need to reapportion a tax for the two assessment districts amongst the new parcels. 22. Citvwide Liqhtinq & Landscapina Maintenance District and the Landscape and Liqhtinq Mamtenance District No. 1 for the Fiscal Year 2007-08 Mayor Pro Tem Hickman inquired if the figures were the same as last year. He further inquired if there would be an increase. Administrative Services Director Pressey confirmed that the same figures were being used from last year and there was no increase. 23. Consideration of Tentative Tract Map No 35348 for the proiect known as "Lake Elsinore Medical Plaza" Mayor Pro Tem Hickman inquired where the wall would go. Community Development Director Preisendanz stated the wall was for the parcels designated for the hotel. He indicated a wall would be needed for those projects. He further indicated there was a need for cooperation in building the retaining wall. He noted the wall would retain dirt for the Medical Plaza. Mayor Pro Tem Hickman inquired if City had to help with cost. Community Development Director Preisendanz stated the City did not have to help with the cost. He noted it was a civil matter. Mayor Magee inquired if Staff had received a copy of the letter from the developer's attorney. Community Development Director Preisendanz indicated that they had received two letters. 24. Summarv of street vacation for the riaht-of-wav known as Flint Street No comments. BUSINESS ITEMS 31. Second Readinq - Ordinance No. 1227 - actinq as the Leqislative Bodv of Citv of Lake Elsinore Communitv Facilities District No 2007-1 (Law Enforcement Fire and Paramedic Services) authorizina the lew of a special tax No comment. 32. Commercial Desiqn Review No. 2006-18 for a aroposed Lonestar Steakhouse Restaurant located at 18601 DexterAvenue 4ahyor Magee stated Staff was requesting a continuance on this item until July Mayor Pro Tem Hickman wanted to know the reason for the continuance. Community Development Director Preisendanz indicated there was not enough time to get the results to include in the Staff report. He stated the applicant was working with Staff on the item. City Treasurer Weber inquired if Lonestar Steakhouse was a chain restaurant. Mayor Magee indicated that the restaurant was part of a chain. City Treasurer Weber inquired if the City would be receiving any financial incentives. Mayor Magee stated they had not asked for anything. 3 Community Development Director Preisendanz stated the architecture was enhanced. City Treasurer Weber suggested having the applicants ask for any incentive reimbursement up front. REDEVELOPMENT AGENCY CONSENT CALENDAR 1. Investment Reoorts - Mav 2007 No comments.
