Mayor Hickman called the JOint Study Session to order at 4 02 P m

Mayor Hickman gave an overview of the presentations and confirmed that the

(8) Memorandum of UnderstandlnQ with Riverside County for Easements Related to
the Future Nichols Road
Councilman Magee inqUired about the length of term of the MOU and Indicated
Item No 3 could probably be eliminated related to parking
Public Works Director/City Engineer Seumalo concurred With Councilman Magee
regarding Item No 3 and responded that the construction easement WIll be
specified once the City has an alignment He indicated the City will enter Into an
agreement With the County for the length of time for the construction and for the
permanent alignment of the roadway It Will be a permanent easement
Councilman Magee Inquired If there was a construction start and end date
Public Works Director/City Engineer Seumalo responded It IS not on the hOrizon
due to the development

Amendment to Parks Landscape Maintenance Contract
Mayor Hickman inquired If the developer would proVide fertilizer In all City parks
Parks and Recreation Director Gonzales confirmed
Councilman Magee inquired If the Linear Park referenced was the small park on
the east Side of Railroad Canyon Road
Parks and Recreation Director Gonzales confirmed
(10) Final Map 35348 for Condominium Purposes
Mayor Hickman asked If these were the two buildings presently being built over
on Canyon Estates
Community Development Director Prelsendanz confirmed

(11) General Plan Update Status Report
Councilman Magee suggested making an adjustment of $100 000 In the budget
for the remaining General Plan Update expenses
(12) Grant of Easement to Southern California Edison Companv
Councilman Magee inqUired If Edison was gOing to be on the hook for any
replanting should there be any needed after the rehabilitation has taken place
Public Works Director/City Engineer Seumalo responded that It has not been
considered but certainly would be placed In the reqUirements He stated he has
been In contact With the City s environmental consultant and she has adVised him
that environmental easement that goes over thiS has provIsions for utilities and
he Will confirm With her that the reconstruction of any damage for utility
easements are covered
(13) I 15/Rallroad Canvon Road and I 15/SR 74 Interchanoe Update
Councilman Schiffner InqUired if the configuration IS the Intermediate or final
PubliC Works Director/City Engineer Seumalo responded the configuration
presented is the ultimate and It was the result of some fire lighting He also stated
he was sent a schedule by the deSign engineer and delay for analYZing thiS
Interchange a new connection IS a big deal and staff has gone through three
reiterations of traffic studies including comments which take a long time He also
stated right now that Interchange project Improvement IS fOCUSing on the Franklin
connection to I 15
CounCilman Magee indicated Mike PeroVich District 8 Director has just
announced hiS retirement and a new acting director IS coming In who currently IS
the No 3 person In CalTrans back Sacramento and IS a close personal friend of
Ann Meyer who IS the Executive Director for RCTC He noted that there IS an
Assemblyman on each Side of the Interchange and both have committed to be
one of the first sharks In the water when the new director comes on board He
stated the City can no longer play these games He noted the Railroad Canyon
Project Study report began In 1999 He indicated what he has asked staff RCTC
and of the other electeds to come together to have one meeting and outline a
tlmellne for approval The City needs to lock CalTrans Into a commitment
CounCilman Magee indicated the Republican Assemblymembers are
contemplating a bill to privatize CalTrans because they are so frustrated With
what is has become

(14) Retainer AQreement for Foreclosure LeQal Services
Mayor Hickman inquired If this was related to the recent foreclosure ordinance
recently passed
City Manager Brady indicated this was more related to the CFD s with the
foreclosures and a separate Issue from the ordinance that was recently passed
related to the maintenance of properties
(15) Grant of Easement for Storm Drain Construction and Maintenance
Mayor Hickman inquired If there was any reason why Malaga Road turns Into
Sylvester Street
Public Works Director/City Engineer Seumalo responded that he did not know
(16) A Request bv the Dlstnct Attornev for the Countv of Riverside for the CltV of Lake
Elsinore to Adopt a Resolution SupportlnQ Additional FundlnQ for JudiCial Officers

(17) Citizen Corps Framework - Public Safetv Advlsorv Commission
Councilman Magee inqUired about the recrUitment process that was not part of
the Draft Citizen Corps Framework document
Information/Communications Manager Dennis responded that the recrUitment
phase would be defined In the actual action plan developed by the Citizen Corp
Council He noted the Framework generally get the Council put together and
then turns them loose on some of the more speCific pragmatic tasks
Schiffner requested If the Chief of Police had any comments related to the
program
City Manager Brady indicated the Chief Will be happy to respond to any
questions the Council may have
