HomeMy WebLinkAbout03-11-2008 SS MINUTES JOINT CITY COUNCIL/REDEVELOPMENT AGENCY STUDY SESSION CITY OF LAKE ELSINORE 183 NORTH MAIN STREET LAKE ELSINORE, CALIFORNIA TUESDAY, MARCH 11,2008 **************************************************************************************************** CALL TO ORDER Mayor Hickman called the Joint Study Session to order at 4:04 p.m. ROLL CALL PRESENT: MAYOR HICKMAN MAYOR PRO TEM KELLEY COUNCILMAN MAGEE COUNCILMAN SCHIFFNER ABSENT: COUNCILMAN BUCKLEY Also present were: City Manager Brady, City Attorney Leibold, City Treasurer Weber, Administrative Services Director Pressey, Information/Communications Manager Dennis, Director of Community Development Preisendanz, Director of Lake and Aquatic Resources Kilroy, Director of Public Works Seumalo, Finance Manager Riley, Planning Manager Weiner, Building/Safety and Code Enforcement Manager Chipman, Public Works Manager Payne and City Clerk Munson. DISCUSSION ITEMS There were no presentations. PUBLIC COMMENTS There were no public comments. CONSENT CALENDAR (1) Minutes of the Followinq Meetinq(s) No comments. 1 (2) Warrant List Dated February 28. 2008 Mayor Hickman inquired about Check Nos. 94158 and 94197. Administrative Services Director Pressey responded to his inquiries. (3) Bid Award for Purchase of Industrial StrenQth Aluminum FencinQ No comments. (4) Amendment to Extend AQreement and Extra Work CharQes for EnQineerinQ Services for the Boat Launch Facility Improvements Proiect Councilman Magee noted that the price of this is going up in response to other agencies comments which cause our tax payers more money. He also reminded staff that the City is 13 months out. (5) Award of Contract - Traffic StripinQ and Pavement MarkinQ Maintenance Work No comments. (6) Quitclaim Deed for a Portion of Flint Street in Favor of Carolyn MaQuire No comments. (7) Senior Center Capital Improvement Proiect Mayor Hickman inquired if the extension of the parking will take away the horse shoe pits. Parks & Recreation Director Gonzales responded the horseshoe pits and some flower beds will have to be relocated. (8) Authorize Purchase of Parks IrriQation System Mayor Pro T em Kelley stated this was a great grant and asked for confirmation that the irrigation system will be installed in 90 days. She also noted this was the first time a grant of this type was given to a City. Parks & Recreation Director Gonzales confirmed the irrigation system will be installed in 90 days. Mayor Hickman inquired if staff had an estimate of how much money it will save the City on water. Parks & Recreation Director Gonzales responded it should save the City 15-20%. 2 Parks & Recreation Director Gonzales also thank Jesse Culpepper, Parks Supervisor, for being instrumental on securing the grant and working with the water department. (9) Parks and Trails Master Plan Contract for Services No comments. (10) Median Modification on Malaqa Road - Contract Award Mayor Hickman inquired if these medians were being installed further down towards the stadium. Public Works Director/City Engineer responded this work will provide openings in the medians that have already been constructed. (11) Grant of Easement to Elsinore Valley Municipal Water District No comments. (12) Professional Services Aqreements with Vision Internet Providers. Inc. for Web Site Development. Maintenance Services and Web Site Hostinq No comments. (13) Amendment to City Manaqer's Employment Aqreement No comments. PUBLIC HEARINGS (14) Resolution Adoptinq Mitiqated Neqative Declaration For Capital Improvements Proiect No. 4237: City of Lake Elsinore Boat Launch Facility Improvements Proiect Councilman Magee commented Mr. Kilroy's people have set a new standard for beach maintenance at Elm Grove Beach and hope that staff replicates these same standards at Seaport Beach. He inquired if that was the intent. Lake & Aquatic Resources Director Kilroy responded it certainly was staff's intent to maintain these standards whether it is done by staff or by Destination RV Resorts. (15) An Ordinance Amendinq. and Restatinq Section 19.16.090 of the Lake Elsinore Municipal Code Reqardinq the Automatic Annual Fee Increase for the Multiple Species Habitat Conservation Plan Fee 3 Councilmember Magee noted he received an e-mail from Tommy Thompson, representing the BIA, stating the BIA felt the automatic increase was not warranted this year and there was no reasonable economic justification for the fee increase. BUSINESS ITEMS (16) Continuance of Residential Desiqn Review No. 2005-24, Amendment No. 1 for "Trieste" by MBK Homes (TTM 34231 No comments. (17) Second Readinq - Adoption of Ordinance No. 1246, Approvinq Zone Chanqe No. 2005-07 and Adoption of Ordinance No. 1247, Approvinq Specific Plan No. 2008- 02. Related to Spyqlass Ranch No comments. (18) Second Readino - Adoption of Ordinance No. 1248. Addinq Chapter 17.37 to the Lake Elsinore Municipal Code Reqardinq a Planned Unit Development Overlay District Mayor Hickman inquired if existing businesses would be grandfathered in. City Attorney Leibold responded this ordinance would not affect already developed property. (19) Second Readinq - Urqency Ordinance No. 1249, Eliminatinq and Amendinq Certain Time Limits with Respect to the Redevelopment Plans for the Lake Elsinore Rancho Laquna Redevelopment Proiect Areas No. I. II. and III No comments. REDEVELOPMENT AGENCY CONSENT CALENDAR (1) Approval of Redevelopment Aqency Minutes No comments.
