Chairman Buckley called the meeting to order at 7:40 p.m. ROLL CALL PRESENT: CHAIRMAN BUCKLEY VICE-CHAIR BHUTTA MEMBER MAGEE MEMBER MELENDEZ ABSENT: MEMBER HICKMAN n Also present: Executive Director Brady, Agency Counsel Leibold, Acting Administrative Services Director Riley, Acting Community Development Director Weiner. Public Works Director/City Engineer Seumalo, Director of Lake and Aquatics Kilroy, Parks and Recreation Director Gonzalez, Captain Cleary, Communications/Information Manager Dennis; and Interim Secretary Cowley CLOSED SESSION REPORT Agency Counsel Leibold reported that the Redevelopment agency met in closed session at 5:00 pm to discuss six matters of closed session all involving real property negotiations under the authority of government code 9 54956.8. In each . case, Items 1(a) through 1(e). The properties in question are identified on the agenda by parcel number and the negotiating parties in each case involved the Agency and owners. Under negotiation price and terms of payment. ABSENT: Member Hickman. n In (2) Approval of Redevelopment Aqencv Minutes Recommendation: Approve the following minute(s): a) Regular Meeting - December 9, 2008. (3) Warrant List Dated December 15. 2008 Recommendation: Authorize payment of Warrant List dated December 15, 2008. (4) Update to State of California Local Aqencv Investment Fund (LAIF) Resolution Recommendation: That the Redevelopment Agency approve Resolution No. 2008-05 which removes Matt N. Pressey and David W. Sapp as authorized signers for all Local Agency Investment Accounts held at the State of California. (5) Investment Report - November 2008 Recommendation: Receive and File. n PUBLIC HEARING{S) No public hearings scheduled. BUSINESS ITEM{S} (6) Annual financial Report for the fiscal vear Endinq June 30. 2008 Recommendation: That the Agency Board receive and file the report. Member Magee moved to receive and .file the report; second by Member Bhutta. The motion unanimously carried by the following vote: AYES: Chairman Buckley, Vice-Chairwoman Bhutta, Member Magee, and Member Melendez. NOES: None. ABSENT: Member Hickman. (7) Resolution Makinq Various findinqs Related to the Aqencv's Low and Moderate Income Housinq Fund n Recommendation: The Agency Board Adopt Resolution No. 2008-06 Making Various Findings related to the Lake Elsinore Redevelopment Agency's Low and Moderate Income Housing Fund. n n I In Agency Counsel Leibold advised the Agency Members that this is a housekeeping item that involves certain findings by the Redevelopment Agency in connection with its Low and Moderate Income Housing Fund. Essentially the Agency is finding that it has established a Low and Moderate Income Housing Fund; that the Agency routinely deposits, as required by law, not less than 20% of the Agency's total increment into the Housing Fund; that the Agency expends those monies solely for purposes of increasing, improving and preserving the community's supply of affordable housing; that interest income earned on the account accrues to the Low and Moderate Income Housing Fund; and that the Agency's expenditures for planning and administrative costs are necessary toward the goals of affordable housing. Member Melendez moved to adopt Resolution No. 08-06; seconded by Member Bhutta.
