Mayor Magee called the meeting to order at 5:00 p.m.

Study Session
Recommendation: It is recommended that the City Council review the Fiscal Year
2013 -14 Proposed Operating and Capital Improvement Plan (CIP) Budgets and
provide direction to staff.
City Manager Yates provided an overview of the budget priorities indicating that the general
fund balance is increasing. City Manager Yates also provided a summary of the estimated
General Fund Reserves.

Administrative Director Riley provided an overview of the general fund revenue and
reviewed the revenue sources from sales and property taxes.
City Manager Yates presented the overview of the budget expenditures and reviewed the
public safety and personnel costs. He also explained the increase in public service and
additional employee positions, as well as the funding sources.
Council Member Manos asked if the membership expenditure for the League of California
Cities would be included in this year's budget. Administrative Services Director Riley
responded that the expense will be included. Council Member Manos stated that he did not
see any monies in the proposed budget from the City of Canyon Lake relating to fire
services. Mayor Magee responded that the cities of Lake Elsinore, Menifee, and Canyon
Lake have not yet entered into an MOU regarding that matter.
Mayor Magee stated that the City is coming out of a recession which is partly attributed to
good management of the City's assets. He noted that the City is opening its 4th fire station;
increasing deputy patrol hours; reserves are increasing by 17.5 %; Community Facilities
Districts are forming for new housing developments, and the City is adding staff to meet
community needs.
Mayor Pro Tenn Johnson asked why the funds under civic beautification decreased.
Administrative Riley explained that $30,000 was used for structure abatement.
City Manager Yates reviewed the proposed Capital Improvement Projects (CIP) for the
Lakes, Parks, and Recreation Department and Public Works Department. He explained
that staff is recommending improvements to Whiskers and Elm Grove Beaches; the
development of fish farms; standardizing play - ground equipment for all City parks; and has
researched and will be proposing the purchase of two infrared electric asphalt heaters for
pavement repairs and pavement management. City Manager Yates updated the Council
on the monument sign program, as well as the bridge overpass monument projects.
CITY COUNCIL COMMENTS
Council Member Manos inquired as to City Hall technology upgrades for project tracking.
City Manager Yates indicated that the Acting IT Supervisor recommends that the current
system be carefully analyzed in order for staff to fully utilize the current system. He offered
that staff also plans to purchase tablets with grant funds. Council Member Manos spoke to
the lack of sidewalks and bike lanes on Highway 74 and Lakeshore Drive. He suggested
the need to promote trails to improve civic morale and health. City Manager Yates stated
that staff could get a cost estimate to bring back to the Council. Council Member Manos
asked if there were restrictions for median improvements in the downtown area, and stated
he has concerns with parking in the downtown area. He announced that he would like to
see the City acquire the empty lot across the street from the Cultural Center to build a new
City Hall with additional parking for downtown visitors; would like to see police horse
patrols; and would like downtown to be a free wi -fi zone.
Council Member Hickman stated that he would like to see sidewalks and /or trails on the
streets that border the lake and for IT to look at a tracking system for complaints submitted
via the City's website.

Council Member Tisdale stated that the City needs more parks with amenities for children
and stated that he would like to see the waiver removed from the use at McVicker Skate
Park.
Mayor Pro Tern Johnson inquired as to the police radio system upgrade. Chief Kennedy -
Smith responded that the new system is being updated and should be completed by
September of this year. Mayor Pro Tern Johnson asked what the City could do to identify
the empty lot across the street from the Cultural Center as a parking structure. City
Manager Yates stated that he had a discussion with an individual associated with the
University of Norte Dame to research economic development options within the City's
downtown.
Mayor Pro Tern Johnson stated that she would like staff to focus on the gateway arteries
that lead into the City and focus on the monuments to draw people into the City.
Council Member Manos asked if the City would be continuing with the business license tax
holiday. Administrative Services Director Riley stated that it was the decision of the Council
whether to continue with this program; however, he asked that the City Council provide
significant notice to allow staff to prepare and present the impacts of the program to the
City Council prior to adoption.
Mayor Magee asked City Manager Yates to schedule another CIP workshop to be held at
the end of the summer so that as revenue comes into the City, Council could identify the
CIP projects that could not be addressed with this budget. Mayor Magee stated that he
wants to see the City monument signs that are scheduled to be installed on City property to
occur by next month.
Chris Hyland, resident, asked if the City could charge the utility companies for their
inadequate street repairs. Mayor Magee responded in the affirmative and explained that the
City requires encroachment permits and would be more aggressive with enforcement.
Bart Desai offered that he has been a resident of Lake Elsinore since 1994 and is a retired
engineer from Cal Trans with experience in capital projects. He offered his volunteer
services to the City.
ADJOURNMENT
Mayor Magee adjourned the meeting at 6:13 p to the next regular City Council meeting
to be held on Tuesday, June 11, 2013, the El " re Valley Municipal Water District
