Mayor Magee called the meeting to order at 5:00 p.m.

City Attorney Leibold announced that the City Council would be meeting in Closed Session
to discuss Agenda Item Nos. (1A) and (1 B).
The City Council recessed to Closed session at 5:01 p.m.

CALL TO ORDER - 7:00 P.M. — EVMWD Boardroom, 31315 Chaney St., Lake Elsinore
Mayor Magee called the meeting back to order at 7:00 p.m.

Administrative Services Riley, Community Development Director Taylor, Acting Planning
Manager MacHott, Public Works Director Seumalo, Parks and Recreation Manager Davis,
Police Chief Kennedy- Smith, Division Chief Williams, Fire Chief Barr, and Deputy City
Clerk Gutierrez.
CLOSED SESSION REPORT
City Attorney Leibold announced that the City Council met in Closed Session to discuss
Agenda Item Nos. (1A) and (1 B) and that there was no reportable action.
PRESENTATIONS / CEREMONIALS
Mayor Magee presented a Certificate of Recognition to Diane Block in recognition of her
years of service with the City.
Mayor Magee presented Cary Poindexter with a Proclamation Declaring May as Asthma
Awareness month; Mr. Poindexter provided an overview on public awareness of Asthma as
a disease.
Gillian Larson presented a video of the Reality Rally event and trophy for the 1St Place City
Council team. Judy Zulfiqar thanked Council for participating in the Reality Rally and
announced next year's Reality Rally to be held on April 12 -14, 2014. Ms. Zulfiqar also
announced that there would be a presentation of trophies at the Storm Stadium on Friday,
June 28th to the winning teams and invited Council to attend.
Warren Stephenson, President of the Lake Elsinore Rotary Club, presented a video of the
Bird Tract Clean Up project. Craig Evans, President of the Board of Directors for Habitat for
Humanity addressed the Council regarding their projects in the City of Lake Elsinore and
presented a plaque to Council from the Rotary Club and Habitat for Humanity.

(2) Approval of Minutes

Recommendation: It is recommended that the City Council approve the Minutes of
the Regular City Council Meeting of May 14, 2013.
(3) Warrant List dated May 16 2013
Recommendation: Receive and file Warrant list dated May 16, 2013.
(4) Investment Report for Month of April 2013
Recommendation: It is recommended that the City Council receive and file report.
(5) Cooperative Agreement with EVMWD for GIS Data Conversion for the Storm Drain
System
Recommendation: It is recommended that the City.Council approve the Cooperative
Agreement with EVMWD (Elsinore Valley Municipal Water District) to collaborate in
the conversion of Storm Drain plans into a GIS system layer.
(6) Notice of Completion for Bicycle and Pedestrian Improvements on Riverside Drive —
Project No. 4356
Recommendation: It is recommended that the City Council: (A) Accept the
improvements into the City maintained system; (B) File the Notice of Completion
with the County Recorder; and (C) Release all retention monies 35 days after the
filing of the Notice of Completion.
(7) Purchase of Picnic Shelters for Machado Park
Recommendation: It is recommended that the City Council approve the purchase of
two picnic shelters for Machado Park from Poligon /Porter Corp Inc. and authorize
the City Manager to execute a purchase order.

(8) A Resolution of the City Council of the City of Lake Elsinore Supporting the
Redesignation of Riverside County as a Recycling Market Development Zone Due
to an Increase in Boundaries and Adoption of Initial Study and Negative Declaration
Recommendation: It is recommended that the City Council approve Resolution No.
2013 -023 A RESOLUTION OF THE CITY OF CITY OF LAKE ELSINORE
SUPPORTING THE REDESIGNATION OF RIVERSIDE COUNTY AS A
RECYCLING MARKET DEVELOPMENT ZONE DUE TO AN INCREASE IN
BOUNDARIES AND ADOPTION OF INITIAL STUDY AND NEGATIVE
DECLARATION.
Motion by Council Member Tisdale, seconded by Council Member Manos, to approve the
Consent Calendar; passed by unanimous vote.

BUSINESS ITEM(S)
(9) Proposal for the City of Lake Elsinore to Enter Into a Wildland Fire Protection
Agreement with Cal Fire
Recommendation: It is recommended that the City Council approve the Fire
Protection Agreement and authorize the Mayor to sign the Fire Protection
Agreement with Cal Fire.
Fire Chief Barr presented report to the City Council.
Council Member Manos asked if the two areas presented on the map are the only two
areas in Lake Elsinore that are designated as State responsibility areas. Fire Chief Barr
responded that those areas are covered under a Mutual Threat Zone.
Council Member Tisdale asked where the City falls in priority in the case of a countywide
fire. Fire Chief Barr responded the City is currently part of the County Region Fire
Protection System that can draw resources from the Oregon State border to the Mexican
border. Also, the state will cover the cost of federal resources if those are the closest
resources available.
Motion by Council Member Hickman, seconded by Council Member Manos, to approve the
Fire Protection Agreement and authorize the Mayor to sign the Fire Protection Agreement
with Cal Fire.
Mayor Magee asked if RCA and RCHCA organizations where clients of the Cal Fire. Fire
Chief Barr responded no.

Mayor Magee indicated that he recently read that DC -10 aircrafts had been moved to
Wyoming and commented that the flight time would increase significantly. Chief Williams
explained that the headquarters were moved to Wyoming and that aircrafts are
prepositioned as needed and based upon the location of the fires. The aircrafts will remain
in California, however as the fire season changes across the nation those aircrafts are
moved. Mayor Magee offered that the City has a lake that can provide water at no cost
and the La Laguna Resort has the capability to accommodate the Martin Mars aircraft.
Mayor Magee asked Fire Chief Barr to work with the City Manager to possibly bring the
Martin Mars aircraft back to the lake.
The motion passed by unanimous vote.

Motion by Board Member Manos, seconded by Board Member Tisdale, to approve the
Consent Calendar, passed by unanimous vote.

CITY COUNCIL COMMENTS
Council Member Manos inquired regarding the improvement project for overpasses on the
freeway that was approved. Public Works Director Seumalo responded that staff had
completed the review of the design and submitted an encroachment permit to Caltrans.
Council Member Manos asked Public Works Director Seumalo to follow up on progress of
the project. Council Member Manos acknowledged Habitat for Humanity and the Rotary
Club for their work in the community; he reported his attendance at the ICSC Conference.
Council Member Manos also announced the Memorial Day celebration at the Elsinore
cemetery and gave credit to Pastor Fred Rodriguez, VFW, and American Legion.
Council Member Hickman announced that graduation ceremonies for Elsinore High School
and Lakeside High School will be held on May 30th; the Kids Fishing Derby to be held on
June 16t; and the Extreme Bass Tournament to be held on June 1st and 2 "d.

Council Member Tisdale stated that he participated in a 10K Run at the Storm Stadium in
honor of the Veterans over the Memorial holiday weekend. He thanked staff for all their
work and announced the opening of the Rosetta Fire Station on June 22 "d
Mayor Pro Tern Johnson reported on her attendance at the ICSC Conference. She
congratulated the Lake Elsinore Rotary Club and Habitat for Humanities on the Bird Tract
project. Mayor Pro Tern Johnson announced the Special Budget Workshop to be held at
the Lake Elsinore Senior Activity Center on Thursday, May 30th at 5:00 p.m.
Mayor Magee recognized Public Works Director Seumalo for completion of the Sidewalk
Safety Program. Mayor Magee also recognized and thanked the public safety officials for
their calm and professional response to a credible bomb threat at the Storm Stadium during
the previous week.
ADJOURNMENT
Mayor Magee adjourned the meeting at 7:56 p.m. to the City Council Special Budget
Workshop to be held on Thursday, May 30, 2013 at the Lake Elsinore Senior Activity
Center at 420 Lakeshore Drive, Lake Elsinore.
