HomeMy WebLinkAboutCity Council Item No. 9CITY OF LADE LSINORE DREAM EXTREMEn REPORT TO CITY COUNCIL TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: RICK DE SANTIAGO PUBLIC WORKS SUPERINTENDENT DATE: MAY 14, 2013 SUBJECT: LOCAL HAZARD MITIGATION PLAN Recommendation It is recommended that the City Council approve and adopt Resolution No. f J- accepting the Riverside County Operational Area Multi- Jurisdictional Local Hazard Mitigation Plan. Background For the past year the City of Lake Elsinore has participated in a county wide project to develop a disaster - mitigation strategy for Riverside County. The "Riverside County Operational Area Multi- Jurisdictional Local Hazard Mitigation Plan" (the plan) is spearheaded by County Emergency Management Staff, and is a requirement of the United States Congress Disaster Mitigation Act of 2000 (DMA 2000). This law requires that to be eligible for future hazard mitigation grant awards every local, county, and state government entity must complete a hazard mitigation plan that includes the following: 1) Conduct an assessment of the natural hazards that pose a threat to the jurisdiction 2) Determine the potential financial impact of these hazards 3) Create a plan to mitigate these hazards 4) Implement the plan to reduce the impacts of natural disasters Final approval of the plan from FEMA requires a formal resolution from the City of Lake Elsinore City Council. AGENDA ITEM NO. 9 Page 1 of 6 Discussion Riverside County's efforts to develop a disaster - mitigation plan started approximately one year ago. The goal was to bring all members of the Riverside County Operational Area (county, cities, special district, and tribes), together to create a multi - jurisdictional plan that identified and assessed the various hazards in the entire County of Riverside. The desire was to have the county, along with the cities, special districts, and tribes, develop an all inclusive plan; rather than each city, special district, and tribe write their own plan. The planning process included determining the potential impact of each identified hazard on the county, cities, special districts, and tribes. All participating jurisdictions helped establish a list of potential mitigation efforts and prioritized those efforts based on the needs of their jurisdiction. Staff will make a presentation outlining all the hazards that were identified through this process and to briefly discuss the City's Emergency Operations Plan that is intended to respond to these hazards Fiscal Impact There is no fiscal impact to the City. Formal adoption documentation must be submitted to the Regional office by your community within one calendar year of the date of this letter, or the entire plan must be updated and resubmitted for review. Sincerely, Sally 'Lielko'wski, Director) Mitigation Division cc: Kirby Everhart, State Hazard Mitigation Officer Joanne Brandani, Cal EMA, Chief, Infrastructure Protection www'.fema.Sov Page 3 of 6 Uv®'r -- Page 4 of 6 RESOLUTION NO. 2013 -022 A RESOLUTION ADOPTING THE LAKE ELSINORE LOCAL HAZARD MITIGATION PLAN ANNEX FROM THE RIVERSIDE COUNTY OPERATIONAL AREA MULTI - JURISDICTIONAL LOCAL HAZARD MITIGATION PLAN AS REQUIRED BY THE FEDERAL DISASTER MITIGATION AND COST REDUCTION ACT OF 2000 WHEREAS, President William J. Clinton signed H.R. 707, the Disaster Mitigation and Cost Reduction Act of 2000, into law on October 30, 2000; and WHEREAS, the Disaster Mitigation Act of 2000 requires all jurisdictions to be covered by a Local Hazard Mitigation Plan to be eligible for Federal Emergency Management Agency post- disaster funds; and WHEREAS, the City of Lake Elsinore Public Works has committed to participate in the development of the Riverside County Operational Area Multi- Jurisdictional Local Hazard Mitigation Plan; and WHEREAS, the City of Lake Elsinore Public Works coordinated the development of the City of Lake Elsinore Local Hazard Mitigation Plan Annex; and WHEREAS, the City of Lake Elsinore is concerned about mitigating potential losses from natural disasters before they occur; and WHEREAS, the plan identifies potential hazards, potential loses and potential mitigation measures to limit loses; and WHEREAS, the California State of Emergency Services has reviewed the plan on behalf of the Federal Emergency Management Agency; and WHEREAS, formal adoption of the plan by the City Council of Lake Elsinore is required before final approval of the plan can be obtained from the Federal Emergency Management Agency; and WHEREAS, the City of Lake Elsinore Public Works has determined that it would be in the best interest of the City of Lake Elsinore to adopt the Local Hazard Mitigation Plan Annex. 1 Page 5 of 6 City Council Resolution No. 2013 -022 NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL hereby adopts the Local Hazard Mitigation Plan Annex to meet the requirements of the Disaster Mitigation and Cost Reduction Act of 2000; and directs the City of Lake Elsinore Public Works to forward the Local Hazard Mitigation Plan Annex to the Riverside County Fire Department — Office of Emergency Services, the California Emergency Management Agency and to the Federal Emergency Management Agency on behalf of the City for final approval.
