HomeMy WebLinkAbout02-13-2013 PSACCITY OF LAKE ELSINORE PUBLIC SAFETY ADVISORY COMMISSION SPECIAL OUTREACH MEETING MINUTES OF FEBRUARY 13, 2013 TERRA COTTA MIDDLE SCHOOL, MULTI - PURPOSE ROOM 29291 LAKE STREET, LAKE ELSINORE, CA CALL TO ORDER Chairman Norkin called the meeting to order at 6:06 p.m. PLEDGE OF ALLEGIANCE Ken Seumalo led the pledge of allegiance. ROLL CALL Present: Chairman Norkin Vice - Chairman Stewart Commissioner Fairchild Commissioner Cummings Commissioner Dana Absent: None Also present: City Manager Yates, Public Works Director Seumalo and City Clerk Bloom. PRESENTATIONS None PUBLIC COMMENTS — NON AGENDIZED ITEMS — 3 MINUTES ►IZ,[.7T X*]kg6y:1.11 dlNe1I=1kq 157t\:aII=1J, (1) Minutes of the January 9 2013 Public Safety Advisory Commission Meeting Recommendation: It is recommended that the Commission approve the minutes as submitted. Motion by Commissioner Fairchild, seconded by Commissioner Cummings to approve the minutes of January 9, 2013; passed by unanimous vote. BUSINESS ITEMS (2) Private Property Fences that Extend into the Lake Recommendation: It is recommended that the Commission receive and file. Lake Elsinore Public Safety Advisory Commission Meeting Special Outreach Meeting Minutes of February 13, 2013 Page 2 of 3 City Manager Yates advised the Commission that there was no further information on this matter to report. Rick Morsch, citizen of Lake Elsinore, stated that there was no practical solution to address private fences in the lake as it is a legal issue. He offered that the City should limit all fences at or around the lake to 1,255 foot so as not to be in the water. Motion by Vice - Chairman Stewart, seconded by Chairman Norkin to have this matter brought back to the Commission when the City was ready to report; passed by unanimous vote. (3) City Council Vision Statement and Key Initiatives Recommendation: It is recommended that the Commission receive and file. City Manager Yates presented the report to the Commission and proposed that the Commission be aware of the newly approved key initiatives of the Council and how the Commission could be of assistance to produce a batter work produce out of the City. Chairman Norkin added that the proposed discussion would narrow the focus of the Commission. Motion by Chairman Norkin, seconded by Commissioner Dana to reconvene this agenda item at the March Commission meeting; passed by unanimous vote. Chairman Norkin called for a recess at 6:28 p.m.; commission outreach meeting reconvened at 6:38 p.m. (4) Public Outreach Session Recommendation: It is recommended that the Commission take public input. Gary Sigman spoke to the issue of loud parties, loose dogs and the need for increased law enforcement. Tim Fleming and John Larson both spoke to the Neighborhood Watch, Citizen Corp and CERT programs. Dianna Chavarria expressed her concerns of the need for additional lighting at the corner of Nichols & Collier roads. Jim Brown spoke to the need for bicycle lights and helmets to be enforced. Traffic flow at Rice Canyon School, Horse Thief Canyon and the attempted child abduction were brought up as concerns. The Safe Routes to School program was discussed. The need for Graffiti abatement and the City's new "See Click Fix" programs were discussed. Lake Elsinore Public Safety Advisory Commission Meeting Special Outreach Meeting Minutes of February 13, 2013 Page 3 of 3 PUBLIC SAFETY SUB - COMMITTEE REPORTS Vice - Chairman Stewart reported on the reinstatement of the Crime Free Multi- Housing program with new CSO Officer Baca. He announced that he attended the Citizen Corp meeting and the new CERT schedule of training classes being offered. Vice - Chairman Stewart also commented on the Lake Elsinore Police Department activating the Neighborhood Watch Program, as well. ,�i i'�� �3d�] iii li�i t_�►��? None COMMISSIONER'S COMMENTS Chairman Norkin itemized the various projects that the PSAC are actively working including the traffic safety at the school sites; the turn signal at Machado and Lincoln; pedestrian pathway on Lakeshore Drive; new pavement at Heald & Townsand; and the property on Lincoln that protrudes into the flow of traffic. Commissioner Fairchild commented on the public's interest in the Neighborhood Watch program. She suggested that the Crime Free Multi- Housing program to work with the Citizen Corp Council. Commissioner Cummings commented on the need for the schools to implement an auto notification system and that drills be conducted for emergency preparedness purposes and the safety of our children. Commissioner Dana thanked everyone for coming to the meeting and offered that the Commission is available to the public via email. Vice - Chairman Stewart thanked everyone for attending the meeting; he offered that the Commission works with the Council and staff making a team effort to keep the City safe. ADJOURNMENT There being no further business to come before the Commission, Chairman Norkin adjourned the Special Outreach meeting at 8:00 p.m. to the next re lar meeting to be held at 6:00 p.m. on Wednesday, March 13, 2013 at Lake F sinore Senior Center, 420 East Lakeshore Drive, Lake Elsinore, CA. , Chairman
