The City of Lake Elsinore appreciates your attendance. Public participation provides the
Commission with valuable information regarding issues of the community.
Regular meetings are held on the 2nd Wednesday of every month.
The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at
each meeting. The agenda and related reports are also available at the City Clerk's Office
on the Friday prior to the Commission meeting and are available on the City's web site at
www.lake- elsinore.org. Any writings distributed within 72 hours of the meeting will be made
available to the public at the time it is distributed to the Public Safety Advisory Commission.
In compliance with the Americans with Disabilities Act, any person with a disability who
requires a modification or accommodation in order to participate in a meeting should

CALL TO ORDER
Vice - Chairman Stewart called the meeting to order at 6:03 p.m.

PRESENTATIONS
Chaplin Locktoski provided an overview of the Lake Elsinore Cops & Clergy program.
Bill Van Dyke of Northwest Mosquito and Vector Control District gave a presentation of the
services provided by Vector Control and reviewed the areas of concern within the City limits.

Recommendation: It is recommended that the Commission approve the minutes as
submitted.
Motion by Vice - Chairman Stewart, seconded by Commissioner Cummings to approve the
minutes of March 13, 2013; passed by unanimous vote.

BUSINESS ITEMS
(2) Draft Amended Ordinance Redefining the Public Safety Advisory Commission's
Scope of Work
Recommendation: It is recommended that the Commission discuss and provide
comments to the draft amended Ordinance.
City Manager Yates presented the report to the Commission.
Commissioner Fairchild stated that the draft revisions appear heavily focused on traffic
related issues and suggested adding the language "anything Public Safety related" to
Section D of the proposed Ordinance. She stated that Section I was not needed and asked
that it be removed. Commissioner Fairchild also suggested adding language related to
Animal Control issues.
Commissioner Dana suggested removing Section H from the proposed draft Ordinance
Commissioner Cummings agreed with Commissioners Fairchild and Dana stating that
Sections B, C, F and H were redundant.
Vice - Chairman Stewart also agreed with the Commissioners' comments and felt the
proposed revisions would tighten the focus of the Commission. He suggested that the
revised draft Ordinance be brought back at the May regular meeting for approval prior to
presentation to the City Council.
PUBLIC SAFETY SUB - COMMITTEE REPORTS
None
CITY STAFF COMMENTS
City Clerk Bloom announced the application period to apply for consideration of appointment
to the Public Safety Advisory Commission will close on April 30, 2013 for the three terms of
office that are set to expire on June 30, 2013.
COMMISSIONER'S COMMENTS
Commissioner Dana asked for the status of the traffic obstruction at Machado & Lincoln
streets. Public Works Director Seumalo responded that staff is working on the design for a
protected left lane however that project was several months away. Director Seumalo added
that staff has sent a letter to the property owner, however, with no response to date.
Commissioner Cummings thanked everyone for attending their meeting and stated that she
enjoyed the presentations; she suggested posting the Vector Control contact information to
the City's website.

Commissioner Fairchild asked for an update on the Crime -Free Multi- housing program. She
inquired as to the flashing beeken for the Safe Routes to School program. Director Seumalo
replied that the CIP budget will be coming before the Commission which will provide an
update on all the projects. Commissioner Fairchild pointed out large cracks in the road at
Lake Street and Machado that didn't get repaired.
Commissioner Cummings echoed Commissioner Fairchild's comments. She offered that
the traffic flow has greatly improved at Lakeside as the students are now conducting traffic
control which she suggested was an option for other schools.
Vice - Chairman Stewart asked that the Traffic Control Officer return to the Commission to
give another presentation. He asked that Director Kilroy also return with an update on the
Boat Launch facility. Vice Chairman Stewart thanked everyone for their participation in the
Neighborhood Watch program and asked Mr. Brown if he would be willing to make a
presentation at a future Commission meeting.
ADJOURNMENT
There being no further business to come before the Commission, Chairman Norkin
adjourned the regular meeting at 7:59 p.m. to the next regular meeting to be held at 6:00
p.m. on Wednesday, May 8, 2013 at Lake Elsinore Senior Center, 420 East Lakeshore
Drive, Lake Elsinore, California.

Recommendation
It is recommended that the Commission approve the draft amended Ordinance as
presented.
Background
The Public Safety Advisory Commission at its meetings of March 13 and April 10, 2013,
discussed the future mission of the Commission. Staff considered all of the input that was
provided and consolidated that input into proposed changes for the municipal code section
that details the duties and responsibilities of the Commission. The attached draft municipal
code amendments attempted to capture all of those changes.

RESTATING SECTION 2.26.030 , 2.46.060 AND
2.46.070(F) OF THE LAKE ELSINORE MUNICIPAL CODE
REGARDING THE PUBLIC SAFETY ADVISORY
COMMISSION
THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA,
ORDAINS AS FOLLOWS:

SECTION 1. That 2.26.030 of the Lake Elsinore Municipal Code is hereby
amended and restated in its entirety as follows:
2.46.030 Membership.
The Public Safety Advisory Commission shall consist of five members. No
officers or employees of the city or person under an employment contract subject to the
jurisdiction of the city council shall be members of such commission. A member of the
Public Safety Advisory Commission shall: (1) reside within the City of Lake Elsinore; or
(2) be an owner of a business that is established and currently licensed inside the City
of Lake Elsinore. Members shall be subject to a routine background check to be
administered by the Police Department.
SECTION 2. That Section 2.46.060 of the Lake Elsinore Municipal Code is
hereby amended and restated in its entirety as follows:
2.46.060 Duties and Responsibilities.
(A) -The Commission shall have the following duties and responsibilities:

of Lake Elsinore to their public safety, code enforcement and emergency services
professionals.
(B) Investigate, reviews and analyzes traffic safety - issues and provides a venue
for the public to express concerns regarding such issues, including traffic, parking; and
pedestrian safety- - {i.e. Typical concerns may involve stop sign placements, traffic
signals, road modification, pavement markings, safety devices, posted speed limits and
engineering).
(C) Assists in working towards a program goal of reducing traffic accidents,
injuries and deaths enfatalities within the oity's streetsCC�.

with various City organizations including but not limited to,. the Lake Elsinore Marine
Search and Rescue, neighborhood watch groups, homeowners' associations, the

and all recommendations shall be forwarded the City Council for consideration.
(F) Requests research to help develop the implement coordinated traffic safety
programs that meet local needs.

protocols to the City Council
(H) Proactively initiates traffic condition reviews in the absence of a specific
complaint or request in order to anticipate and solve traffic problems for pedestrian,
bicyclists and motorists before they exist.

SECTION 3. That Subsection (F) of Section 2.46.070 of the Lake Elsinore
Municipal Code is hereby amended and restated in its entirety as follows:
(F) The City Manager shall ensure that adequate staff will - beis allocated to-
provide necessary technical and clerical assistance to the GommissionCommission.
SECTION 4. If any provision, clause, sentence or paragraph of this Ordinance or
the application thereof to any person or circumstance shall be held invalid, such
invalidity shall not affect the other provisions of this Ordinance and are hereby declared
to be severable.
SECTION 5. This Ordinance shall take effect thirty (30) days after the date of its
final passage or such later date as may be designated by the City Council. The City
Clerk shall certify as to adoption of this Ordinance and cause this Ordinance to be
published and posted in the manner required by law.
