SUBJECT: LAKE ELSINORE MUNICIPAL CODE WAIVERS FOR BOATING
DEMO DAYS AT LA LAGUNA RESORT & BOAT LAUNCH
Recommendations
Waive Lake Elsinore Municipal Code section 9.28.030 Furnishing Alcoholic
Beverages in Public and waive section 9.96.120(D) Boat Speed Limits for the
"Boating Demo Days" Boat Show, subject to compliance with all other conditions
for the event as approved by the City Manager.
Background
Robert Brown is the Organizer of the "Boating Demo Days" Boat Show to be held
May 18 & 19 at the La Laguna Resort & Boat Launch. The event will showcase as
many as 150 boats and watercraft on land and feature in -lake demonstrations by
retail dealers and manufacturers. The Boat Show includes exhibitors, food
vendors, amplified DJ music and a beer garden.
City staff is in the process of preparing conditions for the event. A pre- requisite for
finalizing the conditions is obtaining the City Council's approval to waive the Lake
Elsinore Municipal Code (LEMC) to permit serving of alcoholic beverages in
public, as well as increase the boat speed limit within the High Speed Zone.
Discussion
The Organizers propose to serve beer and wine at the event. Those purchasing
alcohol will be required to provide proper identification to prove legal drinking age.
The Organizers are requesting a waiver of LEMC Section 9.28.030 (Furnishing
Alcoholic Beverages in Public).

Boating Demo Days will feature in -lake demonstrations of approximately twenty -
five (25) pleasure, bass fishing and power boats. To demonstrate the full
performance of these vessels to potential buyers, the Organizers are requesting
the maximum allowable boat speed limit within the High Speed Zone be set at 150
miles per hour (mph) on May 18 & 19 (Saturday & Sunday).
Per Lake Elsinore Municipal Code Section 9.96.120 (Boat Speed Limits) the
current maximum allowable boat speed limit on the weekends after May 1st is 35
mph; however on Monday thru Friday it is 150 mph. The Organizers are
requesting the City Council waive Section 9.96.120(D) during the Special Event on
May 18 and 19 to allow boats to travel greater than 35 mph and less than 150 mph
in the High Speed Zone.
Fiscallmpact
The Event is anticipated to increase visitors to the La Laguna Resort & Boat
Launch on the day of the event and to attract return customers in the future.

LAKE ELSINORE MUNICIPAL CODE
9.96.120 Boat speed limits.
No person shall operate a boat in a unit at speeds in excess of that authorized for
the area in which the boat is operating. Boat speed limits shall be designated and
posted.
A. The maximum allowable boat speed limit of Lake Elsinore is 35 miles per
hour, except in the designated high speed zone.
B. Five miles per hour (idle /wakeless forward motion) is the maximum allowable
speed in:
1. Buoyed areas — shoreline to buoys.
2. During restricted visibility (visibility less than 1,000 feet, fog haze and /or
smoke).
3. Within 100 feet of a person in water.
C. The maximum allowable boat speed limit within the high speed zone is 150
miles per hour, except as provided in subsection (D) of this section.
D. The maximum allowable boat speed limit shall be 35 miles per hour within the
high speed zone every Saturday and Sunday beginning with the first Saturday in
May and ending on the last Sunday in September, Memorial Day, Fourth of July,
and Labor Day.
E. Notwithstanding subsection (C) of this section, a person may operate a boat
within the high speed zone at a speed in excess of 150 miles per hour when
authorized pursuant to a special event permit as provided in Chapter 5.108
LEMC.
F. A person operating a boat traveling in excess of 35 miles per hour within the
high speed zone shall be not less than 16 years old. [Ord. 1250 § 1, 2008; Ord.
1100 § 1, 2003; Ord. 957, 1993].

and pre -owned boats on display, just before the summer boating season gets into full
swing. We have family runabouts, pontoons, fishing boats, wakeboard /ski boats,
deckboats, cruisers, PWCs and high performance sportboats on -land and in -water
available for immediate demos. Bring the entire family, ifs the perfect time to go
boating.
DATES: Saturday and Sunday, May 18 -19, 2013
LOCATION: La Laguna Resort and Marina, 32040 Riverside Drive, Lake Elsinore, CA
92530 —just minutes west, off the 1 -15, exit Central or Lake Street
SHOW HOURS: Saturday, May 18 — loam to 6pm
Sunday, May 19 — loam to 4pm
CONCESSIONS: Food, beverages and beer garden on -site. No off -site alcoholic
beverages allowed. Dogs on leash are okay.
ADMISSION: $5.00 for adults, $3.00 kids 6 tol0, 5 and under free
PARKING: $5.00 on -site parking per vehicle
