SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LAKE ELSINORE, CALIFORNIA, REQUESTING A
GRANT FROM THE CALIFORNIA DEPARTMENT OF
BOATING AND WATERWAYS FOR REPLACEMENT
OF BOARDING FLOATS AT THE SEAPORT BOAT
LAUNCH FACILITY ON LAKE ELSINORE
Recommendation
Approve the attached resolution requesting a grant from the California Department
of Boating and Waterways for replacement of two boarding floats at the Seaport
Boat Launch Facility, and authorize the City Manager to execute the grant
documents.
Background
The original boarding floats (docks) at the Seaport Boat Launch Facility were
installed in 1996. These old wooden boarding floats have deteriorated with time and
are no longer serviceable. The California Department of Boating and Waterways
desires to grant the City two new replacement boarding floats for the benefit of the
boating public.
Discussion
The California Department of Boating and Waterways (DBAW) have an existing
contract with the California Custom Docks Corporation to construct and install
boarding floats to DBAW's specifications for public use. Per the attached quote from
the California Custom Docks Corporation, the specifications for the boarding floats
provide for durability, functionality and low maintenance. These features are
reflected by the reinforced concrete decking, HDPE fenders and heavy hot - dipped
galvanized steel frames.
The total replacement cost for two 100 -foot long boarding floats at the Seaport Boat
Launch Facility is $158,600. The maximum grant immediately available from DBAW
to the City is $149,999. Therefore, the City would need to pay the shortfall in the

total capital cost through the direct purchase of one aluminum gangplank at a cost of
$8,601.
Acceptance of this grant shall commit the City to operate and maintain the new
boarding floats for a period of ten (10) years. Since 1996, the City has been
maintaining wooden boarding floats (docks) at the Seaport Boat Launch Facility.
The two new replacement boarding floats are anticipated to be maintained at a
substantially lower cost than the old wooden docks.
If the resolution is approved by the City Council, the new boarding floats are
estimated to be installed within 16 weeks (June).
Fiscal Impact
Acceptance of this grant will commit the City to operate and maintain the boarding
floats for a period of 10 years. This allocation has been budgeted for FY'12 -13.
Approval of this item will authorize the expenditure of $8,601 for the purchase of one
aluminum gangplank from the California Custom Docks Corporation per the attached
quote. The City had previously budgeted $80,000 in the Capital Improvement
Program (CIP) budget to replace the old docks; therefore, the relatively minor
expenditure of $8,601 represents a substantial savings to the City.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LAKE ELSINORE, CALIFORNIA, REQUESTING A
GRANT FROM THE CALIFORNIA DEPARTMENT OF
BOATING AND WATERWAYS FOR REPLACEMENT OF
BOARDING FLOATS AT THE SEAPORT BOAT LAUNCH
FACILITY ON LAKE ELSINORE
WHEREAS, Lake Elsinore is the largest natural freshwater lake in Southern
California;
WHEREAS, title to the Lake Elsinore State Recreation Area was transferred by
the State to the City of Lake Elsinore in 1993; and
WHEREAS, the City is required by the State of California to maintain the Lake for
public park and recreation purposes in perpetuity; and
WHEREAS, the City desires to collaborate with the California Department of
Boating and Waterways to provide high quality boat launching facilities to meet the
recreational needs of the boating public; and
WHEREAS, the Department of Boating and Waterways is authorized to provide
grants to cities for improvements of boat launching facilities; and
WHEREAS, the City of Lake Elsinore is committed to operating and maintaining
the new boarding floats over the estimated useful life of ten (10) years at no cost to the
State.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE
DOES HEREBY RESOLVE AND ORDER AS FOLLOWS:
Section 1. By adoption of this resolution the City hereby requests that the
Department of Boating and Waterways provide a grant of two replacement boarding
floats for the Seaport Boat Launch Facility on Lake Elsinore.
Section 2. The City of Lake Elsinore agrees to accept the grant and hereby
authorizes the City Manager to sign the grant agreement and accept the grant for the
purposes stated above.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council
of the City of Lake Elsinore, California, this 26th day of February 2013.
