HomeMy WebLinkAbout1-15-2013 Ad Hoc Committee MinutesCITY OF LAKE ELSINORE HISTORIC PRESERVATION AD HOC COMMITTEE REGULAR MEETING MINUTES OF JANUARY 15, 2013 CALL TO ORDER Chairman Joyce Hohenadl called the meeting to order at 1:04 p.m. PLEDGE OF ALLEGIANCE Pledge of allegiance was led by Chairman Hohenadl. ROLL CALL Present: Joyce Hohenadl, Chairman Ruth Atkins, Vice Chairman Charlene Cleary Tim Fleming Linda Ridenour Also present: Richard J. MacHott, LEED Green Associate, Senior Planner. PUBLIC COMMENTS — NON AGENDIZED ITEMS -1 MINUTE None CONSENT CALENDAR (1) Minutes of the December 11, 2012 Historic Preservation Commission Meeting. Ruth Atkins made a motion to approve the minutes as corrected. The motion was seconded by Tim Fleming. Motion was approved 5 -0. (2) Mills Act The Ad Hoc Committee discussed at the December 11, 2012 meeting the relative merits of the Mills Act. A motion was made by Linda Ridenour to incorporate the Mills Act into a Certified Local Government Program (Historic Preservation Ordinance) in order to qualify for grants under this program. The motion was seconded by Tim Fleming. Motion was approved 5 -0. Richard MacHott stated that Lake Elsinore does not have a qualified list of historic locations. Historic Preservation Ad Hoc Committee Page 2 of 3 Meeting Minutes of January 15, 2013 BUSINESS ITEMS (CONT'D.) (3) The composition and responsibilities of the Historic Preservation Committee. The committee is recommending that the following duties and tasks that should be assigned to the Historic Preservation Commission: (A) To encourage public knowledge, understanding and appreciation of the City's past heritage. (B) To foster civic and neighborhood pride and a sense of identity based on the recognition and use of cultural resources. (C) To promote the enjoyment and use of cultural resources appropriate for the education and recreation of the people of the City as well as tourists and visitors. (D) To preserve diverse and harmonious architectural styles and design preferences reflecting phases of the City's history and to encourage complementary contemporary design and construction. (E) To enhance property values and to increase economic and financial benefits to the City and its inhabitants. (F) To identify as early as possible and resolve conflicts between the preservation of cultural resources and alternative land uses. (G) To conserve valuable material and energy resources by ongoing use and maintenance of the existing built environment. (H) Encourage reuse and maintenance of existing historic structures. A motion was made by Ruth Atkins that the above items be recommended responsibilities for the Historic Preservation Commission. The motion was seconded by Charlene Cleary. Motion was approved 5 -0. (4) To research and select items from the Corona Historic Preservation Ordinance. The Ad Hoc Committee recommends that the Lake Elsinore City Council prepare and adopt a Historic Preservation Ordinance and to pursue applying for a Certified Local Government Program. By achieving a certified status, the city could apply for a grant to defray the cost of a new historic survey as well as participate in the state's Historic Preservation Fund. A motion was made by Linda Ridenour and seconded by Tim Fleming. Motion carried 5 -0. Chairman Hohenadl found a newspaper article in The Press - Enterprise dated March 13, 1991 that stated "The Elsinore Valley Community Development Corp. presented the Lake Elsinore City Council last night with an exhaustive four - volume survey of historic buildings in and near the city that some hope will spark a resurgence of interest in local history." "Vick Knight asked the city to consider adopting an ordinance to protect and maintain the buildings as local treasures. The survey was funded with a grant from the Lake Elsinore Redevelopment Agency." Copies of this article were distributed to the committee. It is noted that a Proposed Historic and Scenic Preservation Ordinance No. 1954 was prepared by the Elsinore Valley Community Development Corporation dated June 1990, but never adopted. Historic Preservation Ad Hoc Committee Page 3 of 3 Meeting Minutes of January 15, 2013 BUSINESS ITEMS (CONT'D.) (5) The identification and prioritization of structures and sites. The Ad Hoc Committee recommends that the City Council create a Certificate of Appropriateness Procedures whether any individual can restore, rehabilitate, alter, develop, construct, demolish, remove or change the appearance of any landmark or point of historical interest. Also, the Ad Hoc Committee recommends that no demolition permit shall be granted for any structure 45 years old or older until it has been evaluated and determined eligible or not eligible for designation as a landmark. Should the structure be determined eligible for designation as a landmark, a Certificate of Appropriateness shall be processed. A motion was made by Linda Ridenour and seconded by Tim Fleming. Motion was approved 5 -0. (6) Schedule for Completion of Ad Hoc Committee Duties Chairman Joyce Hohenadl reviewed the City Council's Resolution No. 2012 -041 of duties for the Historic Preservation Ad Hoc Committee and, after discussion, determined that all items had been completed by the committee. A draft of the recommendations by the committee will be reviewed at the February 19, 2013 meeting. After the committee's review of the draft it will be presented to the Planning Commission and then to the City Council. No action needed. PUBLIC COMMENTS None COMMITTEE MEMBER COMMENTS Chairman Joyce Hohenadl thanked the committee members for volunteering and working on this committee. Mrs. Hohenadl said that she appreciated all the assistance and encouragement of Richard MacHott. Committee members expressed their thanks to Chairman Hohenadl and Richard MacHott for their participation. ADJOURNMENT There being no further business to come before the Historic Preservation Ad Hoc Committee Chairman Hohenadl adjourned the meeting at 3:11 p.m. The next regular meeting will be February 19, 2013 at 1:00 p.m. at the City Hall.
