CALL TO ORDER - 10:00 A.M. Mayor Magee called the meeting to order at 10:08 a.m. PLEDGE OF ALLEGIANCE Mayor Magee led the pledge of allegiance. ROLL CALL PRESENT: Mayor Magee Mayor Pro Tern Johnson Council Member Tisdale Council Member Hickman Council Member Manos /p1:I.9:11►1 ►= Also present: City Manager Yates, City Attorney Leibold, City Clerk Bloom, Director of Lake, Parks and Recreation Kilroy, Director of Administrative Services Riley, Public Works Director Seumalo, Acting Planning Manager MacHott, Fire Chief Barr and Police Chief Kennedy- Smith. BUSINESS ITEM 1.) Discussion and Development of City Council Vision Statement City Manager Yates introduced Rick Bishop of the Western Riverside Council of Governments as the facilitator for this Special Workshop. Mr. Bishop began the workshop stating that a Vision Statement allows an agency to obtain goals, stay focused and complete its mission. He added that a Vision Statement is used for attracting, engaging and retaining talent in order to build the organization. He asked the Council to voice their optimal desires for the City's future. Mayor Magee stated the need to return the focus back to the lake and expressed his vision of City. Mayor Pro Tern Johnson and Council Members Tisdale, Hickman and Manos also shared their vision of the City with focus on the lake, recreational opportunities and quality of life for families to live, work and play. Special City Council Minutes Meeting of February 8, 2013 Page 2 of 2 After some discussion, the Council came up with the following Vision Statement: The City of Lake Elsinore will be the ultimate lake destination where all can live, work and play, build futures and fulfill dreams. 2.) City Key Initiatives for City Manager and City Departments City Manager Yates asked the Council for key initiatives as direction to staff. By consensus of the Council, it was determined that the list of key initiatives to be: Public Safety — Recreation — Transportation — Economic Development — Image — Education - Service PUBLIC COMMENTS Jeff Pipka spoke before the Council advising of the need to improve transportation by maintaining the City streets with seal coats. CITY COUNCIL COMMENTS Council Member Hickman commented that he felt the workshop was a success. Council Member Manos thanked the public and staff for attending and participating in the workshop; he also thanked the Council for a 'clean process" in creating the Vision Statement. Mayor Pro Tern Johnson thanked everyone for participating and stated that the creation of the Vision Statement was long overdue. She agreed that the City needed to move towards a common goal and thanked Rick Bishop for facilitating the workshop. Mayor Magee thanked all of the Council Members for keeping government transparent and united towards a common goal.
