AD HOC COMMITTEE
REGULAR MEETING MINUTES OF DECEMBER 11, 2012
CALL TO ORDER
Chairman Joyce Hohenadl called the meeting to order at 1:05 p.m.
PLEDGE OF ALLEGIANCE
Pledge of allegiance was led by Chairman Hohenadl.

CONSENT CALENDAR
(1) Minutes of the November 8, 2012 Historic Preservation Commission Meeting.
Linda Ridenour made a motion to approve the minutes. The motion was seconded by Ruth Atkins.
Motion was approved 5 -0.
(2) The composition and responsibilities of the Historic Preservation Committee.
Number of Members:
It was discussed that seven commissioners with four alternates be appointed to the Historic Preservation
Commission.
A motion was made by Ruth Atkins and seconded by Charlene Cleary to have seven commissioners
and four alternates on the Historic Preservation Commission. The motion carried 5 -0.

(2) The composition and responsibilities of the Historic Preservation Committee.
Terms of office:
Initially, four members and two alternate members of the Commission will be appointed for a four -year
term and three members and two alternates will be appointed for a two -year term. Thereafter,
appointments will be made-for four -year terms.
A motion was made by Tim Fleming to recommend the above terms of office. The motion was seconded
by Linda Ridenour. The motion carried 5 -0.
Requirements for Membership:
The committee discussed general requirements for membership such as the committee member be a
citizen of the United States, at least 18 years of age, a legal resident of Lake Elsinore or sphere of
influence based on the 2011 District General Plan.
(3) Review and identify the benefits of the Mills Act.
Joyce Hohenadl reported on the Mills Act and the benefits for the property owners and the city. The
homeowners receive 40% to 60% savings on property taxes and use the savings to keep their properties in
mint condition. A list was passed out by Joyce Hohenadl outlining the other benefits for both the city and
the homeowners
(4) To research and select items from the Corona Historic Preservation Ordinance.
Ruth Atkins and Tim Fleming reviewed and reported to the committee on the provisions of the 24 topics
listed in the City of Corona's Historic Preservation Ordinance Table of Contents. They prepared for
review to the Ad Hoc committee a proposed Lake Elsinore Historic and Scenic Preservation Ordinance
Table of Contents consisting of twelve topics.
A motion was made by Tim Fleming that we recommend to the city council that they have staff prepare
a Historic Preservation Ordinance or a Certified Local Government Historic Preservation Ordinance using
the attached reference Historic and Scenic Preservation Ordinance Table of Contents. The Mills Act is to
be included into the proposed Table of Contents under Section VIII - Historic Preservation Agreement.
The motion was seconded by Linda Ridenour and motion passed 5 -0.
(5) The identification and prioritization of structures and sites.
Charlene Cleary said she was waiting for a returned telephone call from Riverside County Historic
Preservation Officer, Keith Herron regarding what criteria different cities use to allow for the modification
or demolition of historic or potentially historic structures, houses and buildings.
Joyce Hohenadl read the section of Norco's Historic Preservation Ordinance dealing with the Certificate of
Appropriateness and passed out copies of the paragraph dealing with this subject.

(5) The research and prioritization of endangered structures and sites.
Linda Ridenour distributed copies of her research on the benefits of the city having a Certified Local
Government Program.
PUBLIC COMMENTS
Barbara Anderson gave us a background of her moving and living in Lake Elsinore as well as her job working
as a Librarian for the San Bernardino.
COMMITTEE MEMBER COMMENTS
Ruth Atkins said there was a good article in The Californian dated December 10, 2012 titled "Formal
Preservation Commission on Agenda."
Joyce Hohenadl commented that the dedications for the Tank House and Santa Fe Train Stations were well
attended and everyone seemed to enjoy themselves. Joyce stated that both Ruth Atkins and herself will be
meeting Historic Preservation Officer Keith Herron along with Jim and Mitch Mitchell at the Ambassador Hotel
December 13, 2012 at 1:30 p.m.
Tim Fleming said that he personally cleaned up the pier on Lakeshore Drive. He told us about the Whiskers
Park Plaque memorializing Bill Tucker. He asked us to mention the murals that Robin Golden and others
would like to do to dress up the abandoned Ambassador Hotel and other buildings.
ADJOURNMENT
There being no further business to come before the Historic Preservation Ad Hoc Committee Chairman
Hohenadl adjourned the meeting at 3:26 p.m. The next regular meeting will be January 15, 2013 at 1:00 p.m. at
the City Hall.
