YATES CITY MANAGER DATE: FEBRUARY 12, 2013 SUBJECT: LOCAL GOVERNMENT TIRE GRANT PROGRAMS RECOMMENDATIONS Request the City Council adopt Resolution No. 2013- 1yallowing staff to apply for the regional tire related grant(s). BACKGROUND The City of Lake Elsinore experiences a large amount of illegal dumping throughout the calendar year. Tires are often dumped in rural areas to avoid detection and the collection of these tires is time consuming and proper disposal is expensive. Staff discovered and applied for a grant program that is used to pay for a central collection event for tire collection. For the past three years the City of Lake Elsinore has been awarded the Tire Amnesty Grant which finances the collection events. Depending on the grant award, the City holds between 4 and 5 events per year. The average amount collected per year is approximately 24.25 tons of tires. Only Lake Elsinore residents are allowed to participate in these collection events. DISCUSSION City staff is regularly seeking grant funding opportunities for projects that encourage the proper disposal of tires. City Staff is proposing to expand the tire collection program to include the adjacent Cities of Wildomar and Canyon Lake to make this a regional program. This effort will provide more opportunities for neighboring City residents to participate in the tire collection and reduce the impacts of illegal tire dumping in Lake Elsinore. In addition, as a City Program Lake Elsinore has received up to $24,000 from the grant. However, as a regional program we maximize our potential to receive up to $35,000 to sponsor additional collection events. The City of Lake Elsinore, as the lead regional agency, will continue to sponsor 4 to 5 collection events per year. Yates, City Manager Attachments: Grant Resolution Letter of Authorization, Canyon Lake Letter of Authorization, Wildomar Page 2 of 6 RESOLUTION NO. 2013 -012 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, AUTHORIZING THE SUBMISSION OF APPLICATION(S) FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF LAKE ELSINORE IS ELIGIBLE. WHEREAS, Public Resources Code sections 40000 et seq. authorize the Department of Resources Recycling and Recovery (CalRecycle), formerly known as the California Integrated Waste Management Board, to administer various grant programs (grants) in furtherance of the State of California's (State) efforts to reduce, recycle, and reuse solid waste generated in the State, thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority CalRecycle is required to establish necessary procedures governing the application, awarding and management of its grants; and WHEREAS, Local Government Waste Tire Amnesty Grant allows regional grant projects; and WHEREAS, CalRecycle grant application procedures require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE authorizes the submittal of a Local Government Waste Tire Amnesty Grant regional application on behalf of itself as Lead Agency and the participating jurisdictions as shown by the attached documentation. BE IT FURTHER RESOLVED that the City Manager, or Designee, is hereby authorized and empowered to execute on behalf of the City of Lake Elsinore all Grant - related documents, including, but not limited to, Applications, Payment Requests, Agreements, and Amendments necessary to secure Grant funds and to implement the approved grant project; and WHEREAS, if awarded, the City of Lake Elsinore will enter into grant agreement(s) with the CalRecycle for implementation of such grant(s). NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That this authorization is effective through March 31, 2018. SECTION 2. The City Clerk shall certify to the passage and adoption of this resolution and the same shall thereupon take effect and be in force.
