The City of Lake Elsinore appreciates your attendance. Public participation provides the
Commission with valuable information regarding issues of the community.
Regular meetings are held on the 2nd Wednesday of every month.
The agenda is posted 72 hours prior to each meeting outside of City Hall and is available at
each meeting. The agenda and related reports are also available at the City Clerk's Office
on the Friday prior to the Commission meeting and are available on the City's web site at
www.lake- elsinore.org. Any writings distributed within 72 hours of the meeting will be made
available to the public at the time it is distributed to the Public Safety Advisory Commission.
In compliance with the Americans with Disabilities Act, any person with a disability who
requires a modification or accommodation in order to participate in a meeting should
contact the City Clerk's Office at (951) 674 -3124, ext. 261 at least 48 hours before the
meeting to make reasonable arrangements to ensure accessibility.

wild land fires.

Forget this ridiculous nonsense of control, The City will never control the
County residents, and this is no way to win us over! The only thing that is
occurring as a result of this attempt at control is a bigger chasm between us.

LAKE RIGHTS
When I bought my land at the lake, Part of it extendedinto the waters of Lake Elsinore.
That made me a riparian owner of Lake Elsinore, and since the lake is a natural body of
water, I have rights that only exist to riparian owners of natural waters. Even better!
Because I have rights "in and to the waters" but also to ALL the waters and at ALL
times.
At the time of my purchase, the lake was owned by the State of California, that is, you
and me. Later, the State gave the lake away to the City of Lake Elsinore, and the
Elsinore Valley Municipal Water District. So, the State took my share away from me
without compensation, and gave it to two agencies, one of which I have no control over,
and the other, I have very limited control over. In the transfer of ownership, is the proviso
that the City work with the County residents (from whom rights were taken away), to
negotiate certain issues of benefits lost in the transfer.
WHAT DID WE LOOSE; WHAT DID WE GAIN?
County residents riparian to Lake Elsinore gave up "free" access to Lake Elsinore at all
times 2, to paid access to Lake Elsinore during daylight hours. We gained guaranteed
access in perpetuity: no more fight on this issue. Further, the access was limited to
owners and tenants, not guests. We felt this was fair.
At that time, no one was anticipating a dock issue; a fence issue, or other issue. The
parties settled down and became good neighbors. County residents and City personnel
have done more than their share to make the agreement work.
How time changes perspectives!! A new crop of City personnel, eager to make the
lake more (cost) productive, but ill informed as to what their predecessors went through
in negotiations, choose to have another bite at the apple: maybe gain a little more control
(and lake income) at the expense of those "country cousins" on the un- incorporated side
of the lake. In fact, without our absolute refusal to accept City policy, the City would win
by default, and, apparently, that is the game they tried to play in not informing all the
affected citizens of their plan (scheme).
SOUTHSHORE PROPERTY OWNERS: Your only protection is to stand up for your
rights; be informed and speak your mind as these issues come up; Who knows what these
folks will dream up next; we just need to be prepared for anything!

Staff presented the report. After a brief discussion Commissioner Fairchild made
a motion to receive and file the financial report. Chairman Norkin seconded.

Commission, Chairman Norkin adjourned at 7:01 p.m. to the next regular
