Attached are the monthly City Departmental reports for your review and information.
Please do not hesitate to call us should you have any questions.
Attached are the Fire Department Response Statistics within the City of Lake Elsinore for 2012.
Some highlights of the attached report
• There were 4,564 emergency responses in 2012
• An average of about 12.5 emergency responses per day
• Approximately 85% of calls were for emergency medical assistance or traffic collisions. This is
consistent with the County average.
• The average response time for Fire Department resources was 4.1 minutes This is significant
because the County goal for heavy urban response times is 5 minutes, and semi -rural of 7
minutes. Our response time average in Lake Elsinore improved on our most stringent goal by
almost 1 minute average. This has been improved in the last 1 -2 years by the implementation of
Automatic Vehicle Location in our dispatch system allowing for the closest resource to be
dispatched to an emergency.
• 78.4% of all responses were under 5 minutes again a response average we are very proud of.
• With the opening of Station 97, 1 would expect these response times to improve even more.
This report highlights some of the many benefits of the Regional, Cooperative, Integrated Fire Protection
System we employ. Even when many of Lake Elsinore's resources are engaged in responses, the
surrounding Fire Department resources respond in a seamless fashion to meet the collective goals of the
Fire Department and our cooperators.

SUBJECT: Lake, Parks & Recreation Monthly Report

RECOMMENDATION: Receive and file.
BACKGROUND: The following provides a summary of the Lake, Parks &
Recreation Department's program, activities and events for December 2012:
Administration
Completed habitat enhancement measures for the Back -basin borrow site to comply with
the Streambed Alteration Agreement with the California Department of Fish & Wildlife. The
habitat work included hydroseeding and planting of native vegetation.
Grading operations were completed on the T- peninsula of the Levee System to comply
with the USACE's approved Habitat Mitigation & Monitoring Plan required for the
construction of the new Boat Launch Facility. The grading included contouring the existing
grade on the lower section of the T- peninsula to create shallow islands and pools. The
maximum height of the islands is five feet (5) above existing grade, with the average
elevation about two and a half feet (25) feet above grade. Hydroseeding and planting of
native vegetation to be completed later this winter, followed by five (5) years of monitoring
and maintenance.
Department Staff supported the Captive Global Breeders Animal Neglect Incident and
City's Emergency Operations Center by providing labor, supplies and meals.
Recreation /Special Events:
December events include two Breakfast with Santa, the first was on December 8th at Fire
Station #10 and featured a tour of the Fire Station and a pancake breakfast. The second
was on December 15 at Fire Station #85 and featured a continental breakfast, a visit with
Frosty and a prepared take home craft.
Staff assisted with Rosetta Canyon HOA's annual Breakfast with Santa event. Staff aka
Santa arrived with help from Fire Station #10 to the delight of the crowd. The HOA hosts
the event, with City Staff providing support.
Friday, December 7, 2012 the City hosted Winterfest with over 6,000 in attendance on 4
blocks of Main Street. There were 42 craft and holiday vendors, family amusements,
petting zoo, train ride, Santa's Village and holiday entertainment. The arrival of Santa
riding on a fire engine delighted the crowd. The City Manager welcomed new and returning
Councilmembers to help light the Holiday Tree.
3` annual Wild Wild West BBQ Championship was held on Monday, December 31, 2012
and Tuesday, January 1, 2013 at the new La Laguna Resort and Boat Launch. This was
the first major event held at the new Boat Launch Facility, which proved to be an amazing
venue.
Local members of the Audubon Society, led by Julie Szabo, participated in the national
Audubon Society's Christmas Bird Count on December 29, 2012 by spotting and recording
bird observations in and around Lake Elsinore. The local Audubon Society members tallied
approximately 24,725 birds from 121 individual species. Furthermore, there were three (3)
new species (Snow Goose, Semipalmated Plover, and Dunlin) identified in the count over
last year. The Audubon Society's Annual Christmas Bird Count offers a snap shot in time
of the overall abundance and diversity of birds throughout the United States.
Lake Elsinore was featured on FOX Sports West Television with the airing of Ronnie
Kovach's "Big Fish and More at Lake Elsinore" on December 30 and January 1st.
According to Ronnie... Lake Elsinore offers the very best sportfishing for Largemouth Bass,
Catfish, Crappie and Wipers to be found anywhere in the West. Besides great fishing,
viewers learned about the many fun things to see and do in the City of Lake Elsinore! The
program highlighted Lake Elsinore's brand new La Laguna Resort & Boat Launch.
Terra Cotta Gym & Lake Community Center
Both facilities had classes on break over a two week period. Total attendance for the
month of December is 3,786 with 1,262 customer service calls.
December events hosted at the Lake Community Center include: Ballet Folklorico Holiday
Party, the Learning Center's Holiday Luncheon, and the City's Recognition Luncheon.
The Lake Elsinore Children's Ballet performed their second annual production of the
Nutcrackeron December 14th & 15 at the Lake Community Center. LECB is directed by
Stephanie Sanges and Jazmine Delone, as part of the dance programs offered by the City.
Skate Park
The Skate Park had 6 rentals over the month of December; however, daily attendance was
slow due to weather closures. Total attendance of BMX, Skateboarders and Scooters was
382 and 28 new waivers were signed.

CAPITAL IMPROVEMENT PROJECTS
Monthly Activity Report
December /January
PROJECTS UNDER CONSTRUCTION
Survey Monument Establishment
This phase is locating, establishing or re- establishing survey monuments in
Country Club Heights. This phase is anticipated to be completed by
December. 2013.
Next Step: continue office and field research for the survey monuments.
Riverside Drive Sidewalk Improvement
This project will construct a pedestrian /bicycle path from Lakeside High
School to Grand Avenue. Staff conducted a preconstruction meeting on
January 7, 2013. Caltrans encroachment approval anticipated for January
18, 2013.
Next Step: Construction to begin January 28, 2013.
Seismic Retrofit for City Hall and Cultural Center
This project will upgrade the City Hall and Cultural Center buildings to comply
with current building codes. A Notice to Proceed for construction is
scheduled for January 14, 2013; construction completion anticipated for
December 2013.
Next Step: Begin construction.
Lake Elsinore Traffic Calming — Federal Safe Routes to School: Active
Speed Signs
This project will erect active speed signs at all middle and elementary schools
in Lake Elsinore. Staff received approval on the Right -of -Way certificate and
the Preliminary Environmental Study. The Categorical Exemption Certificate
is being processed by Caltrans District 8 in order to finalize the Request for
Authorization to Proceed with Construction (RFA) application. Once the RFA
has been approved by District 8, there is a 45 day processing time by
Caltrans Headquarters in Sacramento. Approval anticipated in April 2013.
Next Step: Once the RFA is approved, begin construction of active speed
signs at all elementary and middle schools in Lake Elsinore.
PROJECTS IN DESIGN
Temescal Canyon Bridge Design
This project will widen and lengthen the bridge on Temescal Canyon Road to
minimize roadway flooding. The project has received preliminary approval for
additional state funding. Additional evaluation is being performed at Caltrans
Headquarters in Sacramento for final approval.
Next Step: Caltrans to complete evaluation for funding by April 2013. Once
funding is confirmed by Caltrans, Staff will request proposals for design.
Terra Cotta Middle School Modifications — State Safe Routes to School
This project modifies on site traffic circulation and some street traffic striping.
Staff is currently seeking matching funds for this project. Completion of this
step anticipated in February 2013.
Next Step Complete project design and advertise for construction.
Traffic Signal Street Improvements — Grand Avenue at Riverside Drive
This project serves as phase II of the pedestrian path project serving
Lakeside High School. Right -of -way research has been completed;
preliminary signal design is 25% complete. Design completion is anticipated
for June, 2013.
Next Step: Complete project funding acquisition including application to the
Safe Routes to School grant program.
Elm Street & Diamond Circle Paving
This project will pave Elm Street which is currently unpaved and Diamond
Circle will be repaired and repaved. Diamond Circle design is completed and
Elm Street is approximately 60% through design.
Next Step: Review 60% submittal of design which is expected to be
delivered by the end of this week.
Main Street Pavement Rehabilitation
This project will reconstruct the paving on Main Street including through
lanes, parking stalls and enhanced crosswalks. Work will also include
replacement of all damaged or missing sidewalk and planter pavers.
Next Step: Survey Design Work has begun 35% design submittal is
scheduled for February 4tn
Rapid Flashing Beacon Safety Project
This project will have pedestrian rapid flashing beacons installed at the
crosswalk across Lincoln at Terra Cotta to access Lincoln Street Park.
Next Step: Once the poles have been designed and manufactured they will
be delivered and installed. Schedule will be forthcoming.
SCE Rule 20 -A Project
This project is reviewing candidate locations for the use of approximately
$1,000,000 of SCE Rule 20 -A money. The sub - committee met in the field to
review the location on Lakeshore Drive between Graham and Chaney.
Next Step: Meeting with SCE regarding this segment as a viable option for
Rule 20-A. Meeting is tentatively scheduled for early February.
