YATES, CITY MANAGER DATE: JANUARY 8, 2013 SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE IN SUPPORT OF THE CITY OF ONTARIO TO GAIN LOCAL CONTROL OF ONTARIO INTERNATIONAL AIRPORT Recommendation It is recommended that the City Council consider adoption of Resolution No. 2013 -001 supporting the City of Ontario's efforts to gain local control of Ontario International Airport (ONT). Background ONT is located within the City limits of Ontario and is currently operated by Los Angeles World Airports, an agency of the City of Los Angeles. During the past five (5) years, ONT has lost over one -third of its passenger traffic which has significantly impacted the Inland Empire economy in both the loss of money and jobs. On May 18, 2012, Representative Joe Baca of California's forty -third (43) District introduced House of Representative Bill (HR) 5832 (Transfer Control of Ontario Now Act). On May 21, 2012, HR 5832 was referred to the Subcommittee on Aviation for review. It should be noted that as the date of this report, Bill 5832 is still currently being reviewed by the Subcommittee on Aviation. Discussion The City of Ontario is requesting support to assume local control of ONT in order to facilitate the rebound of the airport and to position it for greater long -term growth. The AGENDA ITEM NO. 3 Page 1 of 4 Resolution of Support of Ontario Airport January 8, 2013 Page 2 On September 2, 2010, the Southern California Association of Governments (SCAG) Regional Council enacted a resolution recommending the transfer of ONT to local control as being in the best interests of Los Angeles and the Southern California region. On January 7, 2011, the Los Angeles Economic Development Corporation called on Los Angeles World Airports (LAWA) to shift control of ONT, as well as the responsibilities and risks that comes with that control, to another entity so LAWA can focus more of its energy on modernizing the Los Angeles International Airport. Resolution No. 2013 -_QQ\ Page 2 of 4 RESOLUTION NO. 2013 -001 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE ELSINORE, CALIFORNIA, IN SUPPORT OF THE TRANSFER OF ONTARIO INTERNATIONAL AIRPORT (ONT) TO LOCAL CONTROL. WHEREAS, local control of airports in Southern California has been shown to be conducive to development of successful regional airports because the airport sponsor has a vested interest in the airport making the greatest contribution to its economy; and WHEREAS, local control of ONT will help ensure that all of Southern California will have sufficient airport capacity to meet the long -term demand for air travel in the region; and WHEREAS, on January 7, 2011, the Los Angeles Economic Development Corporation called on Los Angeles World Airports (LAWA) to shift control of ONT, as well as the responsibilities and risks that come with that control, to another entity so LAWA can focus more of its energy on modernizing the Los Angeles International Airport; and WHEREAS, on November 29, 2010, the Alliance for a Regional Solution to Airport Congestion (ARSAC) urged the Los Angeles Board of Airport Commissioners to transfer ONT airport management decisions to the local Ontario area in pursuit of a regional airport system that can better address ONT patronage decline and regional service demands; and WHEREAS, on September 2, 2010, the Southern California Association of Governments (SCAG) Regional Council enacted a resolution recommending the transfer of ONT to local control as being in the best interests of Los Angeles and the Southern California region. SCAG further stated that under local control, ONT can recover from the economic downturn of the past several years while positioning itself for long -term growth, consistent with the reorganization of air traffic contemplated in SCAG's Regional Transportation Plan; and WHEREAS, after transfer to local control, ONT can operate on the same basis as airports in Burbank, Orange County, Long Beach and Palm Springs - as low - cost secondary airports under local control. NOW, THEREFORE, the City Council of the City of Lake Elsinore, California, does hereby resolve as follows: SECTION 1. The City Council hereby supports the transfer of ONT to local control in furtherance of airport regionalization and the region's economy; and Page 3 of 4 City Council Resolution No. 2013 -001 Page 2 of 2 SECTION 2. The City Council requests the cities of Los Angeles and Ontario commit the necessary resources and effort to affect the transfer of ONT to local control at the earliest possible date; and SECTION 3. The City Clerk shall communicate this action of the City Council to the Mayors of Los Angeles and Ontario, the Acting Administrator of the Federal Aviation Administration, and state and federal elected representatives.
