The City of Lake Elsinore appreciates your attendance. Public participation provides the
'I Lake Elsinore Citizen Corps Council (LECCC) valuable information regarding issues of
emergency preparedness in our community.

The agenda is posted 72 hours prior to each meeting outside of City Hall and is
available at each meeting. The agenda and related reports are also available at the
City Clerk's Office on the Friday prior to the LECCC meeting and are available on the
City's Web site at www.lake-elsinore.orq. Any writings distributed within 72 hours of the
meeting will be made available, to the public at the time it is distributed to the City
Council.

Also present were: Information/Communications Manager Mark Dennis, Assistant City
Attorney David Mann, Cynthia Quigley, Emergency Services Coordinator, Riverside
County Fire Office of Emergency Services, Office Specialist Irene Rosendale, and
Administrative Assistant Marlene Paltza.
Chairman Payne thanked everyone for their attendance and expressed his excitement
to see everyone. He stated that this was only the second meeting and that at the first .
meeting, the Mayor, Mayor Pro Tem and City Manager spoke and expressed their
excitement and full support for the Citizen Corps. Chairman Payne also indicated to the
volunteers in attendance that the Citizen Corps Council will give them the tools to
become self-reliant and a supplement to our Community Emergency Response Teams
so it is very important to be involved. Chairman Payne stated that, as a Council, they
will be able to provide training in CERT which will give them the skills that are needed to
be a volunteer in the Citizen Corps. Chairman Payne brought his CERT bag and
offered it to anyone who would like to take a look at it after the meeting. He encouraged
the volunteers to check the CERT training schedule and sign up with Ms. Rosendale for
one of the four (4) CERT trainings being offered this year. Chairman Payne stated that
they will be conducting drills and exercises, as well as have picnic get-togethers so that
they can get acquainted with each other.

Chairman Payne indicated that the Citizen Corps Council is made up of talented
community leaders that the volunteers could use to tap into to help in moving forward to U
become effective Citizen Corps volunteers.
Chairman Payne read the mission statement which is found on the first page of the
Lake Elsinore Citizen Corps Council Bylaws. He also stated that they would discuss the
goals and objectives for 2009, and one of the goals is to recruit a program administrator
from the public that would take the reins of organizing our community and the
volunteers. A recruitment subcommittee would conduct interviews and background
checks and move forward with providing a program administrator.
Commissioner Dailey thanked everyone for being there and stated that it was great to
see so many people interested in what the City is doing for emergency preparedness
efforts, because there are many reasons to be prepared for emergencies: floods, fires,
and high-risk areas. She said it's great to be moving forward and hopefully the Citizen
Corps program will be successful.
Chairman Payne encouraged the public to'step forward and provide any comments,
stating that the Council would like feedback from the community.

It was motioned by Ms. Krag and seconded' by Commissioner Dailey to approve the
January 14, 2009 Citizen Corps meeting minutes.

Chairman Payne had changes he wanted to address, as well as add acronym
definitions:

Chairman Payne indicated that "LECC" is Lake Elsinore Citizen Corps, the umbrella that
includes all the volunteers as Well as Council, whereas the "LECCC" is Lake Elsinore
Citizens Corps Council which is only the Council members. He stated that this
language will be put into page 1 .
On page 2, Chairman Payne indicated that under "Appointment of LECCC
Representatives," he'wanted to request input from Assistant City Attorney Mann with
regard to some' language being added for appointing alternates in the event of
absences. '
Assistant City Attorney Mann asked how this appointment of alternates would be done,
if the designation would be done by the current Council members. Chairman Payne
and Ms. Krag both agreed that that would be the e,asiest way to do it.
Also on page 2 under Goals, Chairman Payne pointed out that it should read "LECCC"
and not "LECC."
On page 3, paragraph 2, Chairman Payne pointed out that under "To accomplish these
goals," it should read "LECCC."

An individual from the public inquired how many members of the Council have,
completed the CERT training. Chairman Payne stated there were only two. 'He later
indicated that it should be mandatory for all Council members because the Council
members should set a good example, and should not require something of the
volunteers unless they are required to do it themselves.
On page 4, Chairman Payne stated that there were no changes,
On page 5, under "Mandatory Familiarization of Laws Affecting Public Meetings," the
first paragraph states, "Two law summaries regarding laws affecting public meetings
and public decision-making are attached to these instructions." Chairman Payne
recommended it not be included in the document, but that it should be available on the
City's Web page, and thru the City Clerk at City Hall.
On page 6, in the last paragraph under "Budget Oversight," Chairman Payne's only
comment is that it should read, "The chair person with the assistance of the City of Lake
Elsinore finance department is responsible for payment of outstanding LECCe bills." '
Also on page 6, under "Description of Duties," Chairman Payne stated the 4th bullet
under "City of Lake Elsinore Representative on LECCC," should read "Attend City
Council and Public Safety Advisory Commission meetings.. ," rather than 'Traffic Safety
Commission meetings." '
Also on page 6, under "Description of Duties," Chairman Payne stated the 3rd bullet, 5th
bullet, and yth bullet should read "LECC" not "LECCC," '

Chairman Payne offered that he would make the changes in the Bylaws and at the next
meeting, go thru a second reading with all the changes in the document, and adopt it at U
that time. .
On pages 7, 8 and 9, Chairman Payne received no changes or comments.
On page 10, Mr. Norkin made a comment regarding the chain of command. Chairman
Payne agreed with Mr. Norkin that if they activate the Citizen Corps and the volunteers
are out on the field and in the neighborhoods assisting people, the volunteers would .
report anything going on to Chairman Payne, and he would then work with the
emergency and fire services, and act as the liaison.
Chairman Payne stated that as we get into forming the communication plans and .
protocol for that, it may change as we develop our Citizen Corps, and get input from all
the volunteers, as "",:ell as the emergency responders..
On pages 11, 12 and 13, Chairman Payne received no changes or comments.

It was motioned by Commissioner Dailey and seconded by Mr. Norkin, to make the
changes as adjusted today and approve the Bylaws.

3) 2009 Goals and Objectives
Chairman Payne presented the 2009 Proposed -Goals and Objectives for the Citizen-
Corps Council, which he prepared based on the Citizen Corps Framework that was put
together by PSAC, and would like to review, discuss, get input, revise as needed, and
move forward to adopt them.
Chairman Payne went over Task 1 - Recruitment, with the goal to recruit 100 Lake
Elsinore citizens into the Lake Elsinore Citizen Corps; Task 2 - Training, with the goal
for each Citizen Corps member to become a CERT-trained participant; and Task 3 -
Funding, with the goal to develop an opera~ing budget for the $10,000 allotment.

Chairman Payne opened it up to the table for comments, suggestions, or,changes. Ms.
Krag asked for verification that the Council is already running out of this $10,000
budget, and asked' if .the costs of running ttie CERT classes are covered under this
budget, or are there other funds covering the costs.
Chairman Payne replied that the $10,000 is covering the classes because they have
been successful in obtaining grants to offset that expense. He stated that he would
prepare a report outlining and' itemizing the expenses, inCluding the supplies. He
indicated that the LECC is basically getting 75 percent back in grants.
Commissioner Dailey suggested adding under Task 1, Organization, having a program
plan that outlines what the Council will do; that would also include a timeline explaining
how they are going to recruit the 100 volunteers. Commissioner Dailey stated that she
knows there are media releases of meetings and events on the Web page, but a formal
document will give the Council an opportunity to go back and see if they were
successful meeting the detailed objectives.
Chairman Payne agreed with Commissioner Dailey, and stated that he would also like ,"
to see subcommittees for each task, which would be comprised of two or three Council
members and two from the community. . .
Ms. Krag asked if we had official volunteer members yet.
Chairman Payne stated that they have some CERT-trained individuals, but did not have
official members yet, which is why he wants to get moving forward with the goals and
objectives. .
Ms. Kragalso had a question about the fingerprinting. If someone had fingerprinting
with another agency, would they need to get another set of fingerprinting to become a
Citizen Corps volunteer.
Chairman Payne deferred to Assistant City Attorney Mann, who thEm stated that he felt
it was not legally necessary to get a second set of fingerprinting. Assistant City Attorney
Mann stated that he felt it "was just for protection for the City in terms of having
knowledge that someone had a significant criminal record. He stated that if the person
was processed and we are confident that they do not have a background that would
cause concern, then it would not have to be done over again. Chairman Payne agreed
with that. "
Ms. Krag clarified her question, would the fingerprinting authorize the City to have
subsequent arrest records. She stated that LEUSD cannot accept other organization's,
fingerprints, that it had to be re-done because fingerprinting records cannot be shared.
Assistant City Attorney Mann stated that that made sense to him, and he would look into
that and decide if they can avoid going the extra step.

Mr. Rafael ,Lucero asked, if the cost of fingerprinting would be an expense to him.
Chairman Payne answered that it would not be a cost to the citizen, but it is a cost that
the City would pick up.

Commissioner Dailey suggested explaining, to the citizens how they can become a
member.
Chairman Payne explained that we currently have the yellow volunteer interest forms,
that can be completed, which begins the process. ,He stated that once the recruitment
subcommittees are set up, ,they will develop the recruitment criteria. There will be
another form that will be more ,extensive to fill out and the background checks ,will take
place at that ti'!le.
Mr. Thomas Vose from the Lake Elsinore Public Library inquired about the time
commitment.
Chairman Payne answered that the time commitment would be entirely up to each
individual. He stated that probably the person with the most time commitment would be
the program administrator, because that person would have to meet with ,various
groups, assist with the volunteer recruitment, and meeting with neighborhood groups
similar to neighborhood watch., U
Chairman Payne explained that CERT training is a 3-day, 20-hour course, whic'h. is
offered 4 times a year. Once the initial training is completed, there will be other training.
He stated that a minimal time commitment would be,to attend the monthly LECC
meeting which lasts (Jne hour. , '
Chairman Payne explained that the first thing to do as a volunteer is to get enrolled in
the CERT training program.
Ms. Quigley' stated that it, will take time to get organized, do proper' background checks,
attend meetings, with a goal of 100 people a year.

Ms. Quigley stated that the importance of CERT is to benefit each individual person, not
just to be qualified for Citizen Corps. She stated that the individual training can be .used,
for instance, when a co-worker collapses, and you have had practice to stay calm and
not panic. Ms. Quigley stated that individuals will have hands-on training and build
relationships, and this will affect their households, the entire neighborhood block, and
ultimately the city. .
Commissioner Dailey wanted to clarify that people can go ahead and sign up as
volunteer members without having CERT training, since it is only offered 4 times a year.
She suggested revising the volunteer interest form to be able to indicate which training

session they are signed up for. She encouraged everyone to invite their neighbors and
friends, and be promoting it to the community: '

Commissioner Dailey asked if anyone in our community can.go to Murrieta or Temecula
or other communities to get the CERT training. '
Ms. Quigley stated that all CERT training classes are open to all members of the public
from different communities, and' encouraged everyone to i3ign up with her for classes .

Commissioner Dailey inquired if there are some classes offered on weekends so that an
individual does not have to miss work;'and can we put ttiese s'cheduleson'our Web site
to go to other areas?'
Ms. Quigley indicated that the Office of Emergency Services contact information and

Mr. Viet Tran, regional manager for Southern California Edison (SCE) for the Lake
Elsinore area, informed the Council that SCE is committed to support the Citizen Corps
program.' He stated that there .are programs' and' training' available that. they do
exclusively for public safety agencies, such as fire and police with regards to electrical
safety. Mr. Tran indicated that' SCE "Nill be proud to "partner with LECC to insure that
members have that training. He stated that SCE partnerslNith OES, and although he
will not be able to attend all LECC monthly meetings, that SCE will give its full support
to provide the resources to make sure the Citizen Corps program is a success. He
stated that SCE will be happy to provide aWtraining informatiOn at the request of the"
Council. ' ' ."

SUBJECT:
BACKGROUND
On February 11, 2009 the Lake Elsinore Citizen Corps Council (LECCC) voted to
approve a set of Bylaws to provide specific guidelines to volunteers in the areas of:
duties, attendance, training, special events, care for and use of equipment.
DISCUSSION
A few minor changes were discussed and recommended by the LECCC prior to the
vote to approve the Bylaws. Staff has made the recommended changes and is
presenting the final document for review and approval by the LECCC.
RECOMMENDATION
Vote to approve the final document of the Lake Elsinore Citizen Corps Bylaws as
submitted in this report.

FORMATION OF SUBCOMMITTEES
SUBJECT:
BACKGROUND
On February 11, 2009 the Lake Elsinore Citizen Corps Council (LECCC) adopted Goals
and Objectives for the year 2009. In order to accomplish the tasks set forth in the Goals
and Objectives, it is proposed that three subcommittees be formed consisting of three
Citizen Corps Council members and two Ex Officio members appointed by the LECCC.
n DISCUSSION
The three proposed subcommittees are:
1. Recruitment - Communication/Public Outreach; Media Releases; Promote
program at Community Meetings; Promote program at Special Events; Develop
Interactive City Web Page; Develop and maintain a member directory that
contains volunteer contact information, skill sets, and resources; Recruit a
Volunteer Program Administrator
2. Training - Administration of CERT classes; Coordinate and assist with CERT
field training exercises; Propose and conduct additional training for Citizen Corps
volunteers
3. Funding - Develop an operating Budget for the $10,000 allotment including
estimate of expenses related to recruitment, training, and operation; seek and
apply for grants including State Homeland Security Grant Program funds
(SHSGP), Emergency Management Performance Grant funds (EMPG), and
Americorps grants
n I would like to ask that each Council member review the tasks set forth for each
subcommittee and decide which subcommittee they would like to participate in as a
member.

As the LECCC Chair I would like to participate as a member of each of the
subcommittees.
RECOMMENDATION
It is recommended that the LECCC discuss and assign three members to each of the
subcommittees. The additional two ex-officio members will be the responsibility of the
subcommittees to recruit and recommend to the LECCC at our April 8. 2009 meeting.

PREFACE
City Government must provide a high level of service and safety during an emergency or
disaster, Due to staffing and resource limitations and unanticipated demands, Cities
occasionally are not able to respond to every situation, Therefore, Cities must plan for
the unexpected by preparing community members to provide for the care and safety of
fellow citizens.
Cities have a responsibilityto the community to work as efficiently and effectively as
possible, A partnership between Cities and citizens will establish the resources
necessary for providing an acceptable level of service during an emergency. The Lake
Elsinore Citizen Corps LECC is one such partnership.
A fundamental purpose of the LEGC is to supplement the services of City Government
during an emergency or'disaster.
LECC volunteers must understand and follow the instructions in this manual. By doing
so, they become a part of the overall public safety effort,

ADMINISTRATIVE INSTRUCTIONS
Purpose of Instructions
The purpose of the LECC Administrative instructions is to provide specific guidelines to
volunteers in the areas of: duties, attendance, training; special events, care for and use
of equipment and other requirements as identified.
Distribution of Administrative Instructions
All new volunteers will receive this Instruction Manual upon joining the Lake Elsinore
Citizen Corps. This manual is provided to assist and guide members in performing their
. official LECC duties. All new members will sign a form acknowledging receipt and
understanding of this manual.
SECTION 1 ,ADMINISTRATIVE INSTRUCTIONS
Community Representation on the Lake Elsinore Citizen Corps Council

The Lake Elsinore Citizen Corps Council (LECCC) will consist of one representative from
the following agencies: City of Lake Elsinore, Lake Elsinore Fire Department, Lake
Elsinore Police Department, Lake Elsinore Unified School District, Public Safety Advisory
Commission liaison, Lake Elsinore Valley Chamber of Commerce and Elsinore Valley
Municipal Water District. - U

The representative from the City of Lake Elsinore will act as chair for the LECCC
meetings. The executive body of the LECCC will meet monthly, however, more
frequently as needed.
Appointment of LECCC Representatives.
Representatives from LECCC with input from the ex-officio members will appoint LECCC
members. As LECCC members become unavailable to seNe on the council, new
members will be appointed by the respective organizations.
Goals
The LECCC has been established to develop a well-trained civilian emergency response
force. LECC members will respond during emergency or disaster situations when
activated by the City of Lake Elsinore. LECC volunteers will also work with members of
Neighborhood Watch and assist in maintaining the safety of their respective
neighborhoods.

The ability of the community to recover from the effects of an emergency or disaster
requires the participation, planning and cooperation of all citizens. The responsibility for
being prepared still lies with every citizen.
To accomplish these goals, the LECCC will:
. Work to involve all city neighborhoods and business districts
. Actively recruit volunteers
. Create effective communication programs
'. Provide training
. Provide an opportunity for police and fire employees to work with the citizens they
serve
. ; Create a' database of qualified volunteers who can assist during imemergency or
disaster
. Provide direct input to elected/appointed officials
. Create Lake Elsinore City Council and Public Safety Advisory Commission
recognition programs
. Develop a public education program
. Allow volunteers to become knowledgeable in specific areasthrough training and
education, thus, enabling them to train other volunteers

. Effectively communicate with police or fire personnel during an emergency or

. Promote and assist with home disaster preparedness
Jurisdiction of Proqram
The LECC is sponsored by the City of Lake ,Elsinore: Members of the LECC will only
operate within the city limits.

Note: CERTs.can operate anywhere. LECC members who are not CERT trained will
only operate within the city limits.

Residencv Issues
Members of the LECC must either live or work, within the boundaries of the City of Lake
Elsinore.
LEee Member Backaround
All LECC Members will be required to have a Live Scan background check. Upon
completion of the LECC application, the applicant will receive Form BCII 8016 (3/07)
from a LECC Program Administrator. This State of California, Department of Justice
"Request for Live Scan Form" is necessary to complete your background check.
Live Scan Finaerprintina Process
Upon completing the form, an appointment must be made with the Lake Elsinore Police
Department at 951-245-3330. This process takes approximately ten to fifteen minutes.
It is important you show up approximately 5 minutes prior to your scheduled appointment
with your Form BCII 8016 completed and in your possession.

Live scan appointments are scheduled Tuesday and Thursday every 30 minutes, from

City of Lake Elsinore. No out-of-pocket expenses will be incurred by the applicant.

All LECC volunteers are required to take the Oath or Affirmation of Allegiance for Public
Employees and Disaster Service Workers. .
Every volunteer must read and sign the "Oath or Affirmation of Allegiance for Public

At-Will Employment Acknowledqement
All LECC volunteers serve "at-will" and have no vested property rights. A volunteer may
be terminated / released at any time without cause or right of appeal.
Every volunteer must read and sign the "Acknowledgement of At-Will employment" form
prior to entry into the program.
Meetina Etiauette
Meetings will follow a planned format and agenda. All members in attendance should
give their full attention to the meeting and help the group to stay focused on the matters
at hand. Any issues not relating to the subject should be saved for discussion during a
break or when appropriate.
Elements of a Successful Meetina
· The meeting must have a chairperson
· The meeting must start on time. Any delays will be recorded in the Meeting
Minutes
· Participants must have prior knowledge of the agenda for the meeting. Any
additions to the agenda must be given to the chairperson prior to the meeting.
· Minutes from the previous meeting will be read and, after correction/review, be
approved
· Previous meeting minutes must be available for review by the Council
· There must be someone to record the minutes of the meeting
· Action items must be identified and acted upon
· Expenditures will be approved by the Council
· All members should participate and work together for the good of all involved
· Time will be allowed to introduce new issues for the next meeting's agenda

Funding for the U
The City of Lake Elsinore is responsible for tracking the LECCC budget.
LECCC may be derived from different sources, such as:

. Federal or State Grant Funding
The chair person is responsible for receiving and reconciling these funds into a budget.
The chair person is also responsible for preparing a monthly report to show all LECCC
expenditures and balances. This report will be made available to the members of the
LECCC and all interested parties.
The chair person with the assistance of the City of Lake Elsinore finance department is
. responsible for payment of outstanding LECCC bills.
Budqet Veto Power
LECCC members will approve all expenditures by a majority vote. When a proposed
expenditure involves monies derived from the City of Lake Elsinore budget, the city
representative to the LECCC has the power to veto the expenditure, with cause.

RULES OF PERSONAL CONDUCT
PURPOSE:
To develop and ensure the highest standards of professional conduct in its volunteers.
POLICY:
. As trusted public volunteers, it is essential to maintain a constructive, creative, and
practical attitude toward your job, as well as a deep sense of social responsibility. A
high standard of dignity and worth shall be reflected in the services rendered by the
City of Lake Elsinore.
. In order for volunteers to merit the respect and confidence of elected officials, other
officials, the public and fellow volunteers, it is necessary to maintain a dedication to
the highestideals of honor and integrity.
. Volunteers must recognize that the City of Lake Elsinore's chief function, at all times,
is to serve the best interest of all citizens. The public's interest is the volunteer's
primary concern rather than their own personal considerations.
.. In the event of submitting recommendations,- it is the volunteer's responsibility to
provide facts and 'advice on policy matters as a basis for making decisions and
setting community goals. Municipal policies adopted by the LECCC shall be upheld

DISCIPLINE
Obiective ..'
The primary objective of discipline is to gain the willing participation of all LECC
members for meeting established goals for City of Lake Elsinore volunteer service.
Discipline is designed to be fair and impartial. Disciplinary actions are confidential and
will not be discussed with other members.
Discipline
LECC members are responsible for knowing and following all of the guidelines, policies
and procedures in these Administrative/operational instructions. Failure to do so may
result in disciplinary action. Disciplinary actions may include:

. Remedial training -
. Suspension
. Termination from the LECC program
PERSONAL INFORMATION
Chanae of Address and Telephone Number
LECC members will notify through the program administrator, within 72 hours, any
change in their business/residential address, telephone number or emergency contact
information. This notification should be made in writing.
Privacy
The personal information-provided by each LECC member is for contact purposes and
official LECC business only and will not be used -for financial gain or solicitation for
reasons other than LECC matters.
EMPLOYMENT AND OTHER AFFILIATIONS.

LECC members shall not own, or be employed' by a business that would damage or
discredit the City of Lake Elsinore or the Lake Elsinore Citizen Corps.

No LECC member shall be a member, or associate member, of any criminal organization
or enterprise.
Resianation
LECC members, who wish to terminate their association with the LECC, must submit a
letter of resignation to the Program Administrator that identifies the last day of service to
the LECC. The resigning member must return any issued equipment, supplies and
identification card prior to the last day of service.
DONATIONS
Purpose
The LECC accepts donations of cash, services, equipment and other goods. The
LECCC will maintain accurate records of any and all donations. The LECCC will send a
thank you letter to each donor itemizing the donation, which will serve as a receipt.
Solicitation
Any member of the LECC soliciting or receiving donations on behalf of the organization
must do so under the direction of the LECCC. A LECCC member, or designee, prior to
distribution, must approve any letters or requests for donations. All confirmations must U
be made in writing and documented in order to maintain accurate accounting.
MEDIA PROTOCOL
Obiective
Emergency and disaster, situations, by their very nature, draw interest from members of
the media. A Public Information Officer (PIO) is necessary to relay consistent and
accurate information to the media.
Public Information Officer {PIOI .
When at the scene of an emergency or disaster, all LECC volunteers wil! refer members
of the media to the Pia designated by the City of Lake Elsinore. The LECC Program
Administrator, with prior approval, may provide limited information to the media..
Note: LECC members will not speak to the media without p~ior authorization.
The designated Pia for the LECC will be responsible for discussing the role and
activities of LECC members with the media. The PIO will act as the liaison between the

Members of the media cannot be denied access to disaster scenes' per California Penal

During an emergency or disaster an Incident Command' Post may be established. The
Incident Commander will facilitate information with the City of Lake Elsinore.
INCIDENT ROLE OF LECC MEMBERS
Purpose of Directive
The purpose of this directive is to establish guidelines for the responsibilities of LECC
members at the scene of an emergency or disaster.
Incident Role of the LECC Proaram Administrator.
The City of Lake Elsinore will direct the LECC program administrator in deployment of
LECC members during an emergency or disaster. The program administrator will
coordinate the response of the LECC members and maintain ongoing communication
with the City of Lake Elsinore at the command post. The program administrator-will keep
the City of Lake Elsinore undated on the activities and progress of the deployed LECC
members. The program administrator, with minimal guidance from City of Lake Elsinore
will deploy and coordinate the LECC resources as necessary (or requested) for the
incident.
Incident Chain of Command Reportina
Public safety officials have full and complete authorityduring an emergency or disaster.
Members of the LECC are present to assist the o1!icials with their efforts. LECC
members must exercise calm and discipline and follow the direction of the LECC leaders
and/or public safety officials. Failure to do so may result in discipline or termination from
the LECC. In the event of a dangerous situation, a public safety official may issue an
order for a LECC member to leave a scene or area, the LECC member will follow the
order without question. Orders from public safety officials take priority over direction
giv~n by LECC leaders.

EMERGENCYIDISASTER RESPONSE GUIDELINES
Purpose
These guidelines establish the priorities when LECC members respond to an
emergency or disaster.
Notification
City of Lake Elsinore officials, upon realizing the need for deployment of LECC
members, will notify LECC leaders of the need for activation. Included in this
notification will be the instruction for all LECC leaders to report to the designated
location for assignment.
Priorities
In the event of LECC activation, all LECC members should first ensure the safety and
well being of the members of their household. Absent a serious situation at home,
LECC members are expected to respond when called upon. Members must respond
as quickly and safely as possible to the designated location, then to their area of
responsibility, and complete the "Report Checklist" assessing the neighborhood and
surroundings. The LECC member must then report, via chain of command, the
assessment of the involved area. Each LECC leader then reports this information to
his/her appropriate chain of command. The program administrator will then relay this
information to the public safety officials at the incident command post. Once the
program administrator reports he/she has received the required information for all
affected areas, the assessment phase of the operation is concluded.
The program administrator will then wait for direction from the public safety officials
as to the need for deployment and mobilization of LECC members. If known, the
program administrator may provide specific details as to the number of volunteers
needed at each location. It is vital to the successful operation that each LECC
member responds to his/her designated assignment prepared to assist where
needed.
LECC members will not work more than twelve continuous hours after activation. The
LECC leaders are responsible for monitoring the hours worked and providing relief or
replacement as needed.
