REGULAR MEETING MINUTES OF OCTOBER 16, 2012
CALL TO ORDER
Chairman Joyce Hohenadl called the meeting to order at 1:00 p.m.

CONSENT CALENDAR
(1) Minutes of the September 18, 2012 Historic Preservation Commission Meeting.
Linda Ridenour made a motion to approve the minutes. The motion was seconded by Tim
Fleming. Motion was approved 4 -0.
BUSINESS ITEMS
(2) Preparation of a current inventory of structures and sites within the City of Lake Elsinore
a. Joyce Hohenadl said that the 1980 Historic Resources Inventory for Lake Elsinore was
conducted by the Riverside County Parks Department as the result of the study being
financed under the National Historic Preservation Act. The county received $28,000.00 and
asked for another $20,000.00 to complete the survey. The current survey of about 140 parcels
in Idyllwild cost around $25,000.

Chairman Hohenadl asked Keith Herron, Resource Bureau Chief and Historic Preservation
F1 Officer if there were funds available for a current survey. Mr. Herron stated there were no
federal funds for surveys, but there were state funds available. However, to apply for state
funds a city has to be a Certified Local Government, that is, have a local preservation ordinance
that meets state criteria. Then the city can apply for competitive survey grants. If grant funds
are not used then the City of Lake Elsinore would have to use its own funds for an updated
survey.
Chairman Hohenadl passed out copies of the Proposed Historic and Scenic Preservation
Ordinance dated June 1990 for the City of Lake Elsinore that was never adopted. Richard
MacHott researched if it was possible that this ordinance had been adopted, but he could not
find any record.
b. It was suggested by Ruth Atkins and Tim Fleming that we could use the proposed survey and
contact cities that have current Historic Preservation Ordinances. We could compare the new
ordinances with the old proposed ordinance. It was further suggested that it would be more
important to contact cities who are Certified Local Governments for applying for this status.
c. Tim Fleming brought a copy of the City of Lake Elsinore General Plan Background reports,
January 2006 by Mooney, Jones and Stokes to share with the committee members. He said
that there were 16 districts and five other districts in the sphere of influence. Planning District
Maps were given to the members. Richard MacHott gave the members an Area Plan for the
City of Lake Elsinore Redevelopment Agency, which shows the Historic Downtown Elsinore
Overlay District Boundary.
d. Linda Ridenour passed out the information on researching a historic property for the National
Register by the U.S. Department of the Interior, National Park Service.
(3) The identification and prioritization of structures and sites
It was suggested by all members at the meeting that the two prior Historic Resource Surveys
could be used to update the buildings and houses in Lake Elsinore. This would include updating
the Historic Structures and Sites Inventoried in the 1990 that lists structures no longer existing
since the 1981 -1982 survey.
(4) The creation of a City of Lake Elsinore reeister/list of designated historical structures or sites.
Members were assigned cities to research their criterion for establishing Certified Local
Governments and cities with just Preservation Ordinances. This is necessary in order to have
such an ordinance for the city and to apply for grants to help in financing a current survey for a
list of designated historical structures or sites. If grants are not available then a recommendation
for funds by the city council will be made to conduct a current survey.
Richard MacHott said he will e-mail information on the above subjects to members so they can

COMMITTEE MEMBER COMMENTS
Vice Chairman Ruth Atkins said Ann Miller donated a copy of her new book "The Southern Emigrant
Trail through Riverside County" to the Lake Elsinore Historical Society. Mrs. Atkins said it was a very
interesting book and that some history of Lake Elsinore is mentioned in the book.
ADJOURNMENT
There being no further business to come before the Historic Preservation Ad Hoc Committee Chairman
Hohenadl adjourned the meeting at 3:35 p.m. The next regular meeting will be November 8, 2012 at
12:00 p.m. at the City Hall.
