SUBJECT: Purchase of New Police Motorcycle
Recommendation
It is recommended that the City Council approve the purchase of one BMW R120ORT -P
police motorcycle from BMW of Escondido (lowest bid) using the approved budgeted
money from FY 2012 -2013 Police Services Budget.
Background
The city currently has 5 motorcycles assigned to our Police Traffic Division. One Harley
Davidson Electraglide (2007) assigned to our Riding Motor Sergeant, two Honda
ST1300P (2009) assigned to our current motor officers, one Honda ST1300P (2006)
currently used as a spare and will be ultimately assigned to one of two new motor
officers, and the last Honda ST1300P (2006) is not in serviceable condition and is
strictly utilized as the "training bike."
With the addition of our two new motor officers approved this FY's budget, as well as
the aging of the current motorcycles, it was imperative to add another motorcycle to the
existing fleet to accommodate all the needs of the Traffic team and to look at future
rotation of the motorcycles based on mileage and wear and tear.
Discussion / Research
The Riverside County Sheriff's Department does not have a specific standard or
required brand of motorcycle; instead leaves the decision up to the individual
Police /Sheriff station covering the traffic services of each city.
We have looked at the personal riding experiences of our motor officers and instructors,
recent research, other agencies preferences, safety issues, maintenance and longevity,
and overall cost. In doing the research, we have found other Police agencies use a
variety of different motorcycles to include Honda, Harley Davidson, Kawasaki and

BMW. Within Riverside County, Temecula P.D. and San Jacinto P.D. currently have
BMW in their fleet. In addition, Palm Desert P.D. is in the process of switching their
entire fleet over to BMW. However, the largest agency deploying Police motorcycles is
the California Highway Patrol and they exclusively have BMW motorcycles in their fleet.
Because the Honda is not a factory police motorcycle, the police equipment needed
such as equipment bags, shotgun mounts, emergency lighting, and crash bars is
installed as aftermarket items. This can affect weight distribution and cause, "steering
wobble" at different speeds which can be a safety concern at higher speeds. This
creates the need to install corrective measures to counter issues such as "steering
wobble," or plates to raise handlebars for comfort.
Because the BWM is a factory police motorcycle, it is designed with all the police
equipment installed and with the unique needs of a motor officer in mind. This reduces
the need for any aftermarket additions or fixes as well as opens up the options for
maintenance to all BMW dealerships and not to specific ones that only are familiar with
the aftermarket additions as is currently the case with Honda.
Although the Honda is a good motorcycle, there are several advantages the BMW has
over the Honda to include but not be limited to the following:

Fiscal Impact
The purchase price of the new BMW R120ORT -P (lowest bid) is $26,459. We currently
have in our Police Services Budget planned expenses of approximately $35,000 for a
new police motorcycle.
Total estimated savings on purchase and maintenance compared to continuing with a
Honda (extremely conservative) is: $9000 based on 100 k miles.

Per our phone conversation this afternoon, I am }Teased to offer the BMW R1200RT -P to the
City of Lake Elsinore Police Department at the same price as recently provided to the City of
Palm Desert IFB No. 31840, a competitive bid won by BMW Motorcycles of Riverside. The bid
below reflects minor deviations to accessories, as discussed.
BMW Motorcycles of Riverside has extensive experience building and maintaining authority
bikes. We have been building police bikes for two years, and one of our employees has
experience building over 150 authority motorcycles.
Furthermore, BMW Motorcycles will arrange one day of rider initiation from BMW so the
agency is in the best possible position to operate the bike safely.
